State government finance is a substantial endeavor in the United States. The management of a multitude of revenues and expenditures often involves some level of fiscal stress. In an age of increased public scrutiny, policymakers must be mindful of possible causes of fiscal stress, and the policy options available to mitigate fiscal stress and increase financial stability. This dissertation contains three essays that examine different elements of fiscal stress, and in some cases, the applicable policy responses.

Foreign aid donors increasingly demand that aid is used efficiently and effectively. This study examines the effect of corruption levels, measured by the Corruption Perceptions Index, within a recipient country on the levels of economic growth. A growing literature outlines the mechanisms through which corruption impedes economic growth and is summarized within. Additionally, as longevity gains may result from foreign aid but are not captured in economic growth, this study computes a variable called the Life Quality Indicator (LQI) that combines such gains with economic growth and examines corruption’s effect on LQI growth. The local government tax-exempt debt market is a growing, and complex, sector of public finance. As local governments turn to debt financing the factors that contribute to interest costs of that debt have become important considerations for local government officials and politicians. Governance at the local level involves a network of overlapping governments some of which share a tax base. This system of overlapping governments that share a tax base are subject to externalities that arise from taxation, expenditures, and debt. Microfinance is a development tool used to reduce poverty among extremely poor households. Impoverished households can access lines of credit through microfinance institutions (MFIs), in order to create a new business, smooth household consumption, fund medical emergencies, etc. Many authors postulate that MFIs are drifting from a welfarist to an institutionalist approach to lending.

Using MIXMarket data on specific MFIs in 118 countries between 1995 and 2011, the average loan balance of these organizations will be regressed against measure of outreach and sustainability of these institutions by charter type through a series of four, fixed effects models. The main research …

It is motivated by the remarkable demographic shifts exhibited by people in advanced countries over the past several decades. Individuals on average have longer lives and fewer children than ever before. Rural America contributes greatly to the American Community, yet this population is often overlooked and underrepresented in most types of education literature. Choices about residence shape America’s public school system through the formation of school districts and schools associated with these local jurisdictions. Communities with different population densities may have different overall population composition and, therefore, may sort differently into schools. This paper examines the effect that population density, local jurisdictional sorting, homogeneity, peer characteristics, and community social capital may have on student achievement.

The five-factor model (FFM) of personality variation has been replicated across a range of human societies, suggesting the FFM is a human universal. However, most studies of the FFM have been restricted to literate, urban populations, which are uncharacteristic of the majority of human evolutionary history. We present the first test of the FFM in a largely illiterate, indigenous society. Tsimane forager–horticulturalist men and women of Bolivia (n = 632) completed a translation of the 44-item Big Five Inventory (Benet-Martínez & John, 1998), a widely used metric of the FFM. Modeling work suggests that population size affects cultural evolution such that larger populations can be expected to have richer and more complex cultural repertoires than smaller populations. Empirical tests of this hypothesis, however, have yielded conflicting results. Here, we report a study in which we investigated whether the subsistence toolkits of small-scale food-producers are influenced by population size in the manner the hypothesis predicts. We applied simple linear and standard multiple regression analysis to data from 40 nonindustrial farming and pastoralist groups to test the hypothesis. For years the vast body of literature on single-parenting has focused on the weaknesses experienced by the family and the adverse consequences for the children who reside in such a household. The literature reviewed for this study postulate African American males raised in single-parent households perform poorly academically, are more likely to drop out of school, experience emotional difficulties, and are unable to attain self-sufficiency. Researchers have also argued that African American males from single-parent households are more vulnerable to delinquent acts than those of two-parent households. This study examined the pattern of online public opinion change in China by investigating the top one hit blog and its following commentaries of every day from July 2009 to March 2012 on a famous Chinese website, and then discussed potential factors that affected the formation of online public opinion. The extent of freedom of online public opinion during this period presented regular fluctuations. Whether criticisms were registered by commentators was influenced by four factors. Resource mobilization theory and political opportunity theory are often used to describe separate portions of social movements. This dissertation proposes a combined model of these two theoretical perspectives which describes how social movement organizations effectively engage in social marketing both online and offline. The field of social marketing highlights the utility of standard commercial marketing practices to achieve non-commercial goals. Research indicates that participating in or volunteering for sports related activities may increase overall well-being. Additionally, identifying with, or being a fan of a particular sports team may contribute to positive psychological outcomes. However, no study to date has examined whether participation in sports team message boarding is associated with positive psychological outcomes. As a result, the current study sought to determine if positive relationships exist among message board usage, team identification, and positive psychology variables. Envy is a painful emotion that can negatively impact one’s self-worth. It is also a shameful, socially undesirable emotion, implying both inferiority and hostility. Some scholars suggest that these features of envy lead to a need to cope with the emotion. Thus, over time, envy tends to be transformed into more socially acceptable responses such as resentment or dislike. The present study tested this claim. First, envy was manipulated by asking participants to read an article containing an interview with either a high- or low-envy target. Data obtained from the National Assessment of Adult Literacy (2003) indicate that 29% of adults have a Basic level of prose literacy. Prose literacy refers to the knowledge and skills needed to comprehend and use information from continuous texts, such as editorials, news stories, and instructional materials. In the current study we examined each state’s capital sentencing instructions for their readability using a highly reliable word-analysis tool. We found that reading levels of sentencing instructions significantly surpassed the reading comprehension abilities of American adults. All but three states’ instructions were above the twelfth grade reading level. In addition, legal principles …

Objective: Our purpose was to discuss alternative principles of design (emergent features and perceptual objects) for analogical visual displays, to evaluate the utility of four different displays for a system state identification task, and to compare outcomes to predictions derived from the design principles. The case of Rwanda provides a laboratory to explore a unique set of circumstances. This thesis builds upon feminist theory, the literature on post-conflict situations and failed states. It finds that although Rwanda's post-conflict situation provided unexpected and historic opportunities for women to enter politics (a record 64 percent of the members of parliament are female), more women in parliament does not mean the end of patriarchy. Since 1994, Rwanda has experienced significant yet limited progress toward gender equality in employment and education. However, much remains to be done and gender dynamics have not changed substantively. Rather, increasing the numbers …

Open access textbooks (OATs) and educational resources (OERs) are being lauded as a viable alternative to costly print textbooks. Some academic libraries are joining the OER movement by creating guides to open repositories. Others are promoting OATs and OERs, reviewing them, and even helping to create them. This article analyzes how academic libraries are currently engaged in open access textbook and OER initiatives. By drawing on examples of library initiatives across the United States, the author illustrates how libraries are facilitating the adoption and implementation of these affordable resources.

In recent Inuit ethnography, a major concern has been how and to what extent contemporary Inuit participate in and depend on subsistence activities, particularly in the context of increasing wage employment and growing participation in the cash economy. This paper provides an analysis of these activities in the predominately Inuit community of Nain, Labrador. Using social network data and demographic information collected between January and June 2010, we examine the interconnections between subsistence activities—obtaining “country food” through activities such as hunting, fishing, and collecting—with access to the means of obtaining subsistence resources (such as snow mobiles, cabins, and boats), employment …

Across the globe, people differ considerably in their attitudes about abortion, divorce, and gender equality. These differences are reflected in the diversity of laws regulating divorce, penalties for women obtaining abortions, and differences in women's levels of political representation. While personal religious beliefs are often seen as having a significant role in shaping attitudes, economic development and political stability are also seen to be important predictors of attitudes about sexual morality and gender equality.
