The United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), along with treaties, instruments, and decisions of international law, recognizes that indigenous peoples have the right to give "free, prior, and informed consent" to legislation and development affecting their lands, natural resources, and other interests, and to receive remedies for losses of property taken without such consent. With approximately 150 nations, including the United States, endorsing the UNDRIP, this requirement gives rise to emerging standards, obligations, and opportunities …

This paper contributes to the debate on the way forward in sub-­‐Saharan Africa with respect to the agrarian question in emerging markets under economic liberalisation. The point of departure is that since the peasantry is a temporary category which can be transformed into other social groups that can earn their living from incomes raised outside agriculture (such as from wage employment in mines, manufacturing industries, and the service sectors), not every rural dweller should be or is a farmer. This report presents the results of the 2013 Taking Charge initiative sponsored by the City of Lincoln. This was the sixth year of Taking Charge activities, and included an online survey and a half-day, face-to-face, Community Conversation. Unlike previous Taking Charge activities, which focused narrowly on the immediate concerns of an impending budget proposal (e.g. which specific programs should be funded or discontinued to maintain a balanced budget), this year’s efforts focused more broadly on strategic planning for the City’s future budget policy priorities.

This essay aims to foreground the types and patterns of political participation of Asian Indians in the US and the change and continuity thereof since migration of the community began in significant numbers in the 20th century. Modern portfolio theory states that investments with greater beta, a common measure of risk, require greater returns from investors in order to compensate them for taking greater risk. Therefore, under the premise that market participants act rationally and therefore markets run efficiently, investments with higher beta should generate higher returns vis-à-vis investments with lower beta over the long run. In fact, many studies suggest that investments with lower beta actually generate equal to or higher returns relative to investments with higher beta. Linked Open Data (LOD) has emerged as one of the largest collections of interlinked structured datasets on the Web. Although the adoption of such datasets for applications is increasing, identifying relevant datasets for a specific task or topic is still challenging. As an initial step to make such identification easier, we provide an approach to automatically identify the topic domains of given datasets. Our method utilizes existing knowledge sources, more specifically Freebase, and we present an evaluation which validates the topic domains we can identify with our system. In recent years, a growing body of research has set out to examine the role that emotions play in shaping political attitudes and behaviors regarding terrorism. However, one major issue that is generally overlooked is whether the thematic relevance of emotive triggers leads to differential effects on people's reactions to international terrorism.
