This paper evaluates the impact of the Group Interlibrary Loan Best Practices instituted by the Greater Western Library Alliance (GWLA) Libraries in 2002 and examines if these best practices are still viable today. The authors provide an updated discussion on current best practices in both GWLA and other highly effective library consortia.

While contemporary semantic search systems offer to improve classical keyword-based search, they are not always adequate for complex, domain specific information needs. Some complex search situations require knowledge of both ontological concepts as well as 'intelligible constructs' not typically modeled in ontologies. Intelligible constructs convey essential information, which may be important to the holistic information needs of information seekers. Such constructs may include notions of intensity, frequency, interval, dosage, emotion, sentiment, equivalence, synonymy, negation, parts-of-speech, etc. However, few search systems utilize both structured background knowledge (ontologies) and the aforementioned knowledge for query interpretation in domain specific searches. The Human Transformation Of Rapa Nui (Easter Island, Pacific Ocean), Terry L. Hunt, Carl P. Lipo

Rapa Nui (Easter Island) has become widely known as a case study of human-induced environmental catastrophe resulting in cultural collapse. The island's alleged "ecocide" is offered as a cautionary tale of our own environmental recklessness. The actual archaeological and historical record for the island reveals that while biodiversity loss unfolded, the ancient Polynesians persisted and succeeded. Demographic "collapse" came with epidemics of Old World diseases introduced by European visitors. In this paper, we outline the process of prehistoric landscape transformation that took place on Rapa Nui. This process includes the role of humans using fire to remove forest and convert …

การวิจัยนี้เป็นการวิจัยเชิงสำรวจ มีวัตถุประสงค์เพื่อศึกษาความต้องการกิจกรรมพัฒนาบุคลากรด้านเทคโนโลยีสาร-นิเทศและการสื่อสารของบรรณารักษ์ห้องสมุดมหาวิทยาลัยในด้านเนื้อหา รูปแบบ สื่อที่ใช้หน่วยงานที่จัด และปัญหาในการเข้าร่วมกิจกรรม โดยใช้แบบสอบถามในการเก็บรวบรวมข้อมูลจากบรรณารักษ์ห้องสมุดมหาวิทยาลัย จำนวน 304 คน และได้รับแบบสอบถามกลับคืนมา จำนวน 269 ชุด (ร้อยละ 88.49) ผลการศึกษา พบว่า บรรณารักษ์ห้องสมุดมหาวิทยาลัยส่วนใหญ่ต้องการกิจกรรมพัฒนาบุคลากรด้านเทคโนโลยีสารนิเทศและการสื่อสาร สำหรับเนื้อหาของกิจกรรมซึ่งบรรณารักษ์จำนวนมากที่สุดต้องการในแต่ละด้านมีดังนี้ เนื้อหาเรื่องวิธีการแก้ปัญหาที่เกิดขึ้นกับคอมพิวเตอร์ ในด้านความรู้เกี่ยวกับเทคโนโลยีสารสนเทศและการสื่อสารการสืบค้นฐานข้อมูลอิเล็กทรอนิกส์ในด้านความรู้เกี่ยวกับระบบเครือข่ายอินเทอร์เน็ต เนื้อหาเรื่องคอมพิวเตอร์ส่วนบุคคลแบบพกพาขนาดกลาง / แท็บเล็ตพีซี (เช่น iPad Notion Ink Adam Samsung Galaxy Tab และ HP TouchPad ในด้านความรู้เกี่ยวกับอุปกรณ์ต่อพ่วงคอมพิวเตอร์ และเนื้อหาเรื่องระบบห้องสมุดอัตโนมัติในด้านความรู้เกี่ยวกับเทคโนโลยีห้องสมุด ส่วนรูปแบบของกิจกรรมพัฒนาบุคลากรที่บรรณารักษ์จำนวนมากที่สุดต้องการ คือ การฝึกอบรม ทังนี้ บรรณารักษ์จำนวนมากที่สุดต้องการใช้สื่ออิเล็กทรอนิกส์ ละต้องการให้หน่วยงานในประเทศจัดกิจกรรมพัฒนาบุคลากร สำหรับปัญหาในการเข้าร่วมกิจกรรม พบว่า บรรณารักษ์ประสบปัญหาในระดับปานกลางทั้งหมด โดยปัญหาที่มีค่าเฉลี่ยสูงสุด คือ ปัญหาเกี่ยวกับผู้เข้าร่วมกิจกรรม This study was a survey research. การวิจัยครั้งนี้นี้มีวัตถุประสงค์เพื่อศึกษาความคาดหวังของผู้บริหารห้องสมุดมหาวิทยาลัยต่อสมรรถนะเฉพาะตำแหน่งงานของบรรณารัก์ในด้าน ความรู้ ทักษะ และ คุณลักษณะส่วนบุคคลโดยใช้แบบสอบถามเป็นเครื่องมือในการเก็บรวบรวมข้อมูลจากผู้บริหารห้องสมุดมหาวิทยาลัย 117 แห่ง 117 คน ได้รับแบบสอบถามคืน 85 ชุด (ร้อยละ 72.62) ผลการวิจัยพบว่า ผู้บริหารห้องสมุดมีความคาดหวังต่อสมรรถนะร่วมของบรรณารักษ์ในระดับมาก ความคาดหวังที่มีค่าเฉลี่ยมากที่สุดคือ ความรู้เกี่ยวกับฐานข้อมูล ทักษะในการใช้ฐานข้อมูล และคุณลักษณะส่วนบุคคลเรื่องมีจิตบริการ ความคาดหวังต่อสมรรถนะของบรรณารักษ์งานพัฒนาทรัพยากรสารนิเทศที่มีค่าเฉลี่ยสูงสุด คือ ความรู้เรื่องแหล่งสารนิเทศทั้งภาย ในและภายนอกห้องสมุด ทักษะในการเข้าถึงแหล่งสารนิเทศทั้งภายในและภายนอกห้องสมุด ส่วนความคาดหวังต่อสมรรถนะ ของบรรณารักษ์งานวิเคราะห์และจัดทำทรัพยากรสารนิเทศที่มีค่าเฉลี่ยสูงสุด คือ ความรู้เรื่องหัวเรื่อง ทักษะในการจัดหมู่ทรัพยากรสารนิเทศและทักษะในการให้หัวเรื่อง และความคาดหวังต่อสมรรถนะของบรรณารักษ์งานบริการตอบคำถามและ ช่วยค้นคว้าที่มีค่าเฉลี่ยสูงสุดคือ ความรู้เรื่องการสืบค้นสารนิเทศ และทักษะในการสืบค้นสารนิเทศ The objective of this research is to study the expectations of university library administrations towards librarians’ functional competencies in term of knowledge, skills, and attribute. The questionnaires were used in data collection from 117 university administrators and 85 questionnaires (72.62%) were returned. การวิจัยนี้เป็นการวิจัยเชิงสำรวจมีวัตถุประสงค์เพื่อศึกษา การบริหารความเสี่ยงในห้องสมุดมหาวิทยาลัยในด้านวัตถุ ประสงค์ ผู้รับผิดชอบการบริหารความเสี่ยง ประเทภของความเสี่ยง และกระบวนการบริหารความเสี่ยง รวมทั้งปัญหาในการบริหารความเสี่ยงในห้องสมุดมหาวิทยาลัย โดยใช้แบบสอบถามเป็นเครื่องมือในการเก็บรวบรวมข้อมูลจากผู้บริหารห้องสมุดที่ ดำรงตำแหน่งผู้อำนวยการ หัวหน้าห้องสมุด หรือผู้มีหน้าที่รับผิดชอบหลักในการบริหารความเสี่ยง รวมทั้งสิ้น 101 คน ได้รับ แบบสอบถามคืนมาจำนวน 93 ชุด (ร้อยละ 92.08) ผลการวิจัยพบว่า ห้องสมุดมหาวิทยาลัยส่วนใหญ่มีการบริหารความเสี่ยงเพื่อให้สอดคล้องกับโยบายการบริหารความเสี่ยงของมหาวิทยาลัย มีคณะกรรมการบริหารความเสี่ยงเป็นผู้รับผิดชอบบริหารความเสี่ยงและมีการระบุความเสี่ยงและปัจจัย เสี่ยงตามกระบวนการบริหารความเสี่ยง สำหรับประเภทของความเสี่ยง พบว่า ห้องสมุดมหาวิทยาลัยประสบความเสี่ยงประเภทต่าง ๆ ในระดับปานกลางและระดับน้อย โดยความเสี่ยงที่มีค่าเฉลี่ยสูงสุดคือ ความเสี่ยงด้านการดำเนินงาน ส่วนปัญหาในการบริหารความเสี่ยง พบว่า ห้องสมุดมหาวิทยาลัยประสบปัญหาในระดับปานกลางและระดับน้อย โดยปัญหาที่มีค่าเฉลี่ยสูงสุด คือ ความรู้ความเข้าใจเรื่องการบริหารความเสี่ยงของบุคลากรยังมีไม่เพียงพอ There are two objectives of this survey 1) to study risk management in university libraries, in terms of objectives, responsible persons, types of risk and risk management process; and 2) to investigate the problems in risk management.101 questionnaires were distributed to library directors or those responsible for risk management. การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาการจัดการคลังสถาบันในห้องสมุดมหาวิทยาลัยในด้าน วัตถุประสงค์ นโยบาย งบประมาณ บุคลากรที่รับผิดชอบ ทรัพยากรสารสนเทศในคลังสถาบัน เทคโนโลยีที่ใช้ การให้บริการ วิธีการประชาสัมพันธ์ และการประเมินผล ตลอดจนปัญหาที่ห้องสมุดมหาวิทยาลัยประสบในการจัดการคลังสถาบัน โดยใช้แบบสัมภาษณ์แบบมีโครงสร้างเป็นเครื่องมือในการเก็บรวบรวมข้อมูลผลการวิจัยพบว่า คลังสถาบันส่วนใหญ่มีวัตถุประสงค์เพื่อจัดเก็บและให้บริการผลงานทางวิชาการของประชาคมมหาวิทยาลัย และ เพื่อส่งเสริมการเผยแพร่ผลงานทางวิชาการของประชาคมมหาวิทยาลัย มีการกำหนดนโยบายแบบไม่เป็นลายลักษณ์อักษร และมีการจัดสรรงบประมาณสำหรับการจัดการคลังสถาบันในด้านเทคโนโลยี และ ด้านพัฒนาบุคลากร ได้รับงบประมาณจากมหาวิทยาลัยต้นสังกัด นอกจากนั้น คลังสถาบันทุกแห่งมีฝ่าย/งานภายในเป็นผู้รับผิดชอบในการคลังสถาบัน จัดเก็บทรัพยากรสารสนเทศประเภทวิทยานิพนธ์ บทความวิชาการ บทความวิจัย และรายงานการวิจัย ใช้โปรแกรมดีสเปซ (DSpace) ในการจัดการคลังสถาบัน ให้บริการผู้ใช้ทั้งสองกลุ่ม คือ ประชาคมมหาวทยาลัย และ บุคคลทั่วไป คลังสถาบันทุกแห่งมีการประชาสัมพันธ์โดยส่วนใหญ่ใช้วิธีการแจ้งให้ทราบปฐมนิเทศนิสิต / นักศึกษาใหม่ และ การจัดทำประกาศบนเว็บไซต์ห้องสมุด คลังสถาบันส่วนใหญ่ประเมินผลการจัดการและการดำเนินงานคลังสถาบันโดยประเมินผลจากทั้งผู้ใช้บริการ และ ผู้ปฏิบัติงาน สำหรับปัญหาที่ห้องสมุดมหาวิทยาลัยประสบในการจัดการคลังสถาบัน พบว่า ห้องสมุดมหาวิทยาลัยประสบปัญหาในระดับปานกลาง และระดับน้อย โดยปัญหาที่มีค่าเฉลี่ยสูงสุดคือ ปัญหาด้านบุคลากร The objective of this research was to study the institutional repository management in university libraries, in terms of objectives, policy, budget, responsible unit, collection, technology used, services, public relations, evaluation, as well as problems of institutional repository management. Purpose – The purpose of this paper is to investigate the incentives, options, and obstacles to transfer technology to the Arab Gulf region.
Design/methodology/approach – A validated and reliable instrument was used to gather data from former expatriates who were employed by American-based multinational corporations.
Findings – The results indicate that the Arab Gulf States possess a wide range of resources and incentives offered to investors which contribute to the Gulf’s attractiveness. At the same time, however, industrialization efforts, including transfer of technology to the Gulf region, are hampered by lack of industrial management expertise and technical skills among the …

Social scientists strongly believe that the cultural values and norms motivate, guide, and influence the behavior of each and every society. However, studying the relationship between culture and behavior, notably economic behavior, is not very popular in the literature, mainly because of the vague and broad definition of the culture. Poverty In Agrarian Developing Economies, Minh Dao

This paper examines the determinants of poverty in agrarian developing economies. Based on data from the World Bank and a sample of thirty agrarian developing economies we find that the fraction of the population below the national poverty line is linearly dependent on urbanization as measured by the fraction of the total population living in urban areas, the maternal mortality ratio, the level of development as measured by purchasing power parity per capita gross national income, and the fraction of births attended by skilled health staff. This paper examines the impact of gender gaps in human capital on economic growth in developing countries. Based on data from the World Bank for the 1990-2010 period and a sample of seventy-eight developing economies, we find that the growth rate of GDP per capita is dependent on gross capital formation, the changes in both male and female life expectancy, the change in the gap between male and female life expectancy, the change in the proportion of the population having access to improved sanitation services, population growth, and the GDP per capita in 2000. This article explores current supply chain management challenges and initiatives and identifies problems that affect supply chain management success in the U.S. health-care industry. In addition, it investigates the impact of health care supply chain management (SCM) initiatives on the overall organizational effectiveness. The attitudinal results, as well as the performance results presented in this study support the claim of health care proponents that the SCM allows organizations to reduce cost, improve quality, and reduce cycle time, and leads to high performance.

This paper examines the role of policy fundamentals in fostering economic growth in developing countries. This paper examines the determinants of poverty in agrarian developing economies. Based on data from the World Bank and a sample of thirty agrarian developing economies we find that the fraction of the population below the national poverty line is linearly dependent on urbanization as measured by the fraction of the total population living in urban areas, the maternal mortality ratio, the level of development as measured by purchasing power parity per capita gross national income, and the fraction of births attended by skilled health staff. Purpose – The purpose of this paper is to investigate the incentives, options, and obstacles to transfer technology to the Arab Gulf region. Design/methodology/approach – A validated and reliable instrument was used to gather data from former expatriates who were employed by American-based multinational corporations. Findings – The results indicate that the Arab Gulf States possess a wide range of resources and incentives offered to investors which contribute to the Gulf’s attractiveness. At the same time, however, industrialization efforts, including transfer of technology to the Gulf region, are hampered by lack of industrial management expertise and technical skills among the …

The Economic Deterioration Of The Family: Historical Contingencies Preceding The Great Recession, Michael Gillespie

The “Great Recession” in the United States exposed contradictions between the economic wellbeing of families and capital that developed in the decades prior to this latest downturn. Using social structure of accumulation theory, a qualitative institutional analysis, and quantitative time-series models, this article investigates historically-contingent relations between the nature of public assistance, family economic deterioration, and capital accumulation. To sustain the circuit of capital, I argue that the family propped up economic growth first through public cash assistance and then through private expenditures, the latter of which lead to the economic deterioration of families dependent on unprecedented levels of debt.
