Behavioural tracking presents a significant privacy risk to Canadians, particularly when their online behaviours reveal sensitive information that could be used to discriminate against them. This concern is particularly relevant in the context of online health information seeking, since searches can reveal details about health conditions and concerns that the individual may wish to keep private. The privacy threats are exacerbated because behavioural tracking mechanisms are large invisible to users, and many are unaware of the strategies and mechanisms available to track online behaviour. Governability And Accountability In Brazil: Dilemma Of Coalitional Presidentialism, Taeko Hiroi

This article seeks to answer an important puzzle in Brazilian politics: What explains the legislative struggles and defeats by a president who holds a large congressional base? In the post-democratization period, most Brazilian presidents have amassed large congressional bases of support by forming governing coalitions comprised of various legislative parties. Conventional wisdom would indicate that large legislative bases would facilitate presidents to pursue their legislative agenda. However, successive presidents have faced legislative obstruction, gridlock, and defeats in Congress. Students with disabilities at the postsecondary level face a number of different barriers to accommodation use. Past research has shown that students with disabilities that use accommodations obtain greater academic achievement and higher graduation rates. Limited research has been conducted to identify barriers to accommodation use, and the research that has been conducted has not sampled a population that was specifically identified as having faced barriers to accommodation use. By interviewing students with disabilities, who had been identified as having faced barriers, this study identified seven themes. The Hispanic Mortality Paradox: A Systematic Review And Meta-Analysis Of The Longitudinal Literature, J. Ruiz, P. Steffen, Timothy B. Smith

Objectives: The current objective was to compare Hispanic mortality rates to those of other racial/ethnic groups in order to investigate the possibility of a Hispanic mortality advantage.

Methods: We conducted a systematic review and meta-analysis of the published longitudinal literature reporting Hispanic individuals’ mortality of any cause compared with that of any other racial/ethnic group.

Results: Across 58 studies (4,615,747 participants), the random effects weighted average effect size was OR = 0.825 (P < .001, 95% CI = 0.75 to 0.91), corresponding to a 17.5% lower risk of mortality among Hispanic populations compared to other racial groups. The difference in mortality risk tended to be greater among older populations and varied as a function of pre-existing health condition, with effects apparent for initially healthy samples and for those with cardiovascular diseases. The results also differed by racial group comparison: Hispanics had lower overall risk for mortality than non-Hispanic Whites and non-Hispanic Blacks, but overall higher risk for mortality than Asian Americans.

Conclusions: These findings provide evidence of a small Hispanic mortality advantage, with implications for conceptualizing and addressing racial/ethnic health disparities.

Women face unique challenges in their balancing of career and family. Some questions women consider include children and childcare, spouses' earning potential and relationship stability, and their own attitudes on family relationships and gender roles. This study uses probit and probit with instrumental variables to examine the effects of these considerations on women's fulltime work status, the dependent variable. Under the assumption of traditional social views regarding men as breadwinners and women as nurturers, increased childcare pressures and spousal potential to provide are expected to decrease the incentive for women to work fulltime. Uniqueness And Symmetry In Bargaining Theories Of Justice, John Thrasher

For contractarians, justice is the result of a rational bargain. The goal is to show that the rules of justice are consistent with rationality. The two most important bargaining theories of justice are David Gauthier’s and those that use the Nash’s bargaining solution. I argue that both of these approaches are fatally undermined by their reliance on a symmetry condition. Symmetry is a substantive constraint, not an implication of rationality. I argue that using symmetry to generate uniqueness undermines the goal of bargaining theories of justice.

This report, co-authored by Kimberley Fox and Carolyn Gray, provides a final evaluation of the initial phase of First STEPS (Strengthening Together Early Preventive Services), a learning collaborative led by Maine Quality Counts to support 24 pediatric and family practices in improving their childhood immunization rates. The evaluation found that all participating practices had higher immunization rates after participating in First STEPS. On average, overall child immunization rates increased by 5.1% at 12 months and 7.1% at 15 months, and average immunization rates across practices increased significantly from 74.2% to 81.3%. Objective: This study aims to examine the technical quality of videoconferencing used in hospice to engage caregivers as “virtual” members of interdisciplinary team meetings and their impressions of telehealth. Furthermore, it aims to compare the quality of plain old telephone service (POTS) and Web-based videoconferencing and provide recommendations for assessing video quality for telehealth group interactions.

Materials and Methods: Data were obtained from an ongoing randomized clinical trial exploring Web-based videoconferencing and a completed prospective study of POTS-based videoconferencing in hospice. This brief is about the compassionate acts that come out of post-traumatic growth among veterans after serving. For policy and practice, the research shows that military values, bonding experiences, and maturation through military service allows for positive personal growth and that the VA should provide programs for discussing this growth. Suggestions for future research include taking into account variations in specific experiences when analyzing post-traumatic growth and including a representative random sample.

Public health departments and systems are increasing investments in quality improvement. This paper presents methods used to identify a select number of items from a previously validated QI Maturity Tool as the basis for calculating organizational and system-level QI maturity scores that could be followed over time. Findings suggest that the abbreviated tool measures variation in QI maturity across LHDs, and differences in scores among divisions within a state health department. Minnesota has incorporated the abbreviated tool into an annual reporting system for the MN Local Public Health Act, thereby enabling stakeholders to monitor a system median score and distribution …

Major investments have been made to encourage health departments to implement quality improvement (QI) efforts. Yet, there are few empirically tested tools for public health agencies that assess these efforts and classify health departments along a QI continuum. This paper presents a new classification scheme for measuring QI Maturity in public health agencies based on a validated tool. The findings can be used to establish benchmarks, make comparisons and conduct future research linking QI and population health outcomes.
