This report examines the use of alternative local financing mechanisms for interchange and interchange area infrastructure improvements. The financing mechanisms covered include transportation impact fees, tax increment financing, value capture financing, local improvement districts, transportation corporations, state infrastructure banks, local option transportation taxes, fair share mitigation, and transportation concurrency. The financing alternatives are assessed in the context of Interchange Area Management Plans, which are required by the Oregon Transportation Commission, as well as in the context of the Oregon Department of Transportation’s responsibilities under the state’s Transportation Planning Rule.

School District Enrollment Forecast Reports

The Population Research Center (PRC) has prepared district-wide and individual school Enrollment Forecasts for the Canby School District (CSD) annually for the past four years. This study includes forecasts of district-wide enrollment for the 10 years from 2010-11 to 2019-20 and forecasts for individual schools for the five years from 2010-11 to 2014-15. Previous district-wide forecasts only extended for five years; a 10 year forecast enhances opportunities for school districts to coordinate long range planning with city and county comprehensive plans, which may extend for 20 or more years. Computer Aided Phenomenography: The Role Of Leximancer Computer Software In Phenomenographic Investigation, Sorrek Penn-Edwards

The qualitative research methodology of phenomenography has traditionally required a manual sorting and analysis of interview data. In this paper I explore a potential means of streamlining this procedure by considering a computer aided process not previously reported upon. Two methods of lexicological analysis, manual and automatic, were examined from a phenomenographical perspective and compared. It was found that the computer aided process - Leximancer - was a valid investigative tool for use in phenomenography. Using Leximancer was more efficacious than manual operation; the researcher was able to deal with large amounts of data without bias, identify a broader span …

Single adults often seek successful flirtatious encounters; yet these encounters can sometimes be considered failures. However, little research has identified flirtation rejection strategies enacted by those not interested in reciprocal flirting. The purpose of this study was to examine behavioral and verbal flirtation rejection strategies among college students. Stemming from a grounded theory methodology and a focus group method, 21 college students shared their experiences in focus group discussions. Thematic analysis yielded five behavioral rejection strategies (i.e., departure, friendship networks, cell-phone usage, ignoring, facial expressions) and four verbal rejection strategies (i.e., significant others, brief responses, politeness, insults) and sex differences …

The goal of this research was to understand better the perspectives held by physicians and patients regarding what factors determine the appropriateness of medical visits. We also wished to create a convenient measure of those perspectives. In our first study, we conducted focus groups separately composed of 22 physicians and 16 patients to determine their respective views. In our second study, a 40-item measure derived from Study 1 themes was administered to a sample of 202 patients. Study 1 identified 20 themes, collapsing into 6 dimensions. This study examines healthcare providers' perceptions regarding experiences and factors that contribute to adherent and non-adherent behaviors to HIV treatment among women living with HIV infection in Puerto Rico and describes strategies implemented to improve adherence. Providers' accounts revealed that women with HIV infection are living "beyond their strengths" attempting to reconcile the burden of the illness and keep adherent. Factors putting women beyond their strengths and influencing non-adherence behavior were: gender-related demands, fear of disclosure, and treatment complexity. Strategies to improve adherence included: ongoing assessment, education, collaborative work, support groups, networking, disguising pills, readiness, and seeking medications outside their …

College students with disabilities develop and utilize strategies to facilitate their learning experiences due to their unique academic needs. Using a semi-structured interview technique to collect data and a technique based in grounded theory to analyze this data, the purpose of this study was to discern the meaning of disclosure for college students with disabilities in relation to the strategies they invoke while seeking accommodations. The study revealed three underlying themes common to the accommodation-seeking strategies of the participants who were academically successful college students with disabilities. The case study method has not been as frequently used in international business (IB) research as quantitative methods. Moreover, it has been sometimes misused and quite often criticized. Still, it can be very useful for understanding such complex phenomena as the internationalization process or the management of multinational enterprises. Based on case study methodology literature and the author's personal experience from conducting case studies and reviewing case study articles, this paper proposes some ways for overcoming some of the critiques of the case study method and increasing its contribution to IB research.

This study examines the influence of faculty mentorship in the shaping of African American doctoral student success. A case analysis framework is used to investigate the belief systems that doctoral students held about their doctoral experience. Data collection involved a one-phase semi-structured interview protocol used to gather information about these experiences from a post-degree perspective. African American doctoral degree completion is addressed as a critical function of student success within an elite educational context. Applications Barriers To Entry And Exclusive Vertical Contracts In Platform Markets, James Prieger, Wei-Min Hu

Our study extends the empirical literature on whether vertical restraints are anticompetitive. We focus on exclusive contracting in platform markets, which feature indirect network effects and thus are susceptible to applications barriers to entry. Exclusive contracts in vertical relationships between the platform provider and software supplier can heighten entry barriers. We test these theories in the home video game market. We find that indirect network effects from software on hardware demand are present, and that exclusivity takes market share from rivals, but only when most games are non-exclusive. The marginal exclusive game contributes virtually nothing to console demand. Thus, allowing …

We analyze the career profiles of Italian legislators in the post-war period. Using a unique, newly collected dataset that contains detailed information on all the politicians who have been elected to the Italian Parliament between 1948 and 2008, we address a number of important issues that pertain to their career paths prior to election to Parliament, their parliamentary careers, and their post-Parliament employment. Our data span two institutional regimes: Italy's First Republic (1948-1994) and the Second Republic (1994-present), characterized by different electoral rules and party structures. The dissertation evaluated the ability of adult literacy learners with dyslexia to assess their cognitive abilities in two separate domains: reading and memory. This study also evaluated the effect that one-on-one tutoring had on the learner's ability to accurately self-assess these cognitive abilities. Twenty adult literacy learners (n = 20) with dyslexia were tested in both domains. This study also included a control group of 10 good readers (n = 10) who were administered the same three standardized tests. This data was collected by administering three standardized assessments. This paper focuses on a type of firms that have been traditionally neglected in both family business and governance research, namely, family-controlled, publicly-listed firms. Although principal-agent conflicts may be less prevalent in such firms, family control can potentially give rise to principal-principal conflicts, leading to expropriation of the wealth of minority owners by family owners. Superior firm performance and the willingness to distribute the profits through dividend payments would suggest the absence of such expropriation. On August 26, 1995, the Saturday of the final and busiest weekend of France’s summer holiday season, terrorists attempted to derail the TGV (Train à Grande Vitesse) between Lyon and Paris by planting a bomb. Fortunately, their crude triggering mechanism failed to detonate the bomb, and subsequent analysis indicates that even had the bomb gone off, the explosion would not have derailed the train. The TGV episode, one of a continuing series of case studies by the Mineta Transportation Institute, points to a continuing problem: Since 1995, terrorists have attempted to derail trains on at least 144 occasions. International Capital Flows And World Output Gains, Jurgen Von Hagen, Haiping Zhang

We develop a two-country overlapping-generations model with domestic financial frictions and show that cross-country differences in financial development explain three recent patterns of international capital flows. In our model, domestic financial frictions distort the interest rates and production efficiency in the less financially developed country. Capital flows not only lead to cross-country resource reallocation, but also trigger within-country resource reallocation among firms. From the efficiency perspective, full capital mobility raises the world output higher than under international financial autarky. If the mobility of either financial capital or foreign direct investment is restricted, the world output may be lower.

In market economies, the government acts in many ways. In traditional public finance literature, the government taxes and provides public and merit goods. In addition, it regulates the behaviour of firms and individuals. In the context of market failures such as natural monopoly, high risk situations or long life projects, the government may choose to act as producer. In the past two decades, however, public sector collaboration with the private sector to achieve socio-economic objectives has become widely utilised as a method for the provision of the myriad of services that has come to be expected of governments.

This paper overviews some recent advances on simulation-based methods of estimating time series models and asset pricing models that are widely used in finance. The simulation based methods have proven to be particularly useful when the likelihood function and moments do not have tractable forms and hence the maximum likelihood method (MLE) and the generalized method of moments (GMM) are difficult to use. They can also be useful for improving the finite sample performance of the traditional methods when financial time series are highly persistent and when the quantity of interest is a highly nonlinear function of system parameters. This paper considers the form of monetary policy coordination and regional exchange rate arrangement that would best support economic and financial integration in East Asia. In view of the region's economic diversity, we propose a graduated program of informal policy cooperation from weak forms of cooperation to more intensive modes of cooperation such as the adoption of common monetary policy objectives.
