A recent survey conducted in a sample of 83 countries by the Inter-Parliamentary Union in collaboration with the World Bank Institute on the Relations between the Legislature and the Executive in the Context of Parliamentary Oversight allows cross-national comparison for the role of legislatures in the budgetary process. One of the survey’s most significant indications is that legislatures in presidential systems are generally more involved in the preparation of the budget than legislatures in either parliamentary or semi-presidential systems. The picture, however, is very different when we look at legislatures’ oversight of the budget. Parliaments are generally more involved in …

Although the term “cosmopolitan-communitarian debate” never really caught on, a national-global fault line remains prominent in debates about global justice. “Dialogic cosmopolitanism” holds the promise of bridging this alleged fault line by accepting many of the communitarian criticisms against cosmopolitanism and following what can be described as a communitarian path to cosmopolitanism. This article identifies and describes four key elements that distinguish dialogic cosmopolitanism: a respect for difference; a commitment to genuine dialogue; an open, hesitant and self-problematising attitude on the part of the moral subject; and an undertaking to expand the boundaries of moral concern to the point of …

We deviate from standard practice in the literature on state failure to use classification tree methods to predict state failure. We argue that the rarity of state failure and simplicity of use and interpretation makes this approach more attractive. We determine simple decision rules, based on observable and measurable variables, to determine whether a country is likely to fail or not.

While public diplomacy has emerged as the subject of much attention internationally, Australia appears disengaged from the discussions and Australia’s public diplomacy program appears to be lagging behind. Closer examination of Australia’s public diplomacy program, coordinated by the Department of Foreign Affairs and Trade (DFAT) reveals that public diplomacy is not well understood within bureaucratic and academic circles; is lacking in strategic coordination, and is consistently under-resourced. Indeed, when it comes to Australia’s public diplomacy, it appears that the whole may not be greater than the sum of the parts.

Hyphenated cultures seem to be a natural part of California’s landscape today, but it wasn’t always so. The Lucky Ones by Mae Ngai offers a fresh look at California history by reconstructing the lives of immigrant and second generation pioneers who lived between cultures when it was not such a common phenomenon. Ngai’s narrative brings Chinese Americans into a richer tradition of historical storytelling by humanizing an ambivalent, middle-class immigrant family, situating their lives within the more well-known histories of Chinese laborers and those who suffered from the 1882 Exclusion Act.

The city of Bloomington conducted a large city-wide survey at the end of 2009. One of the major revelations from this survey was that the west-side of Bloomington had a higher perception rate of crime in comparison to other parts of the city. Members of the Bloomington Police Department (BPD) theorized that one of the possible causes for this heightened perception was due to victimization. Victimization occurs when people refuse or neglect to report crimes, thus fostering an atmosphere where crimes could occur unpunished. This article examines the impact of economic crises on macroeconomic policies in Ireland in the late 1950s and Sweden in the early 1980s, framed within the context of the policy change literature. Each of these countries‟ responses to the crises affecting them, tempered as they were by historical and political factors, provides valuable insights into their political economies. In an article in the Wall Street Journal, Arthur Laffer argued that, since 1960, the introduction of state income taxes reduced the relative size of a state’s gross state product and its relative per capita personal income. This paper criticizes Laffer’s conclusions on a number of grounds. 1. He uses incorrect figures for per capita income. In fact, relative per capita income rose in a majority of states that introduced an income tax since 1960. 2. The results are not clear when a state’s data is compared to other states in its region, rather than to the United States as …

In October, CCTV’s high-definition channel broadcast a new six-hour, eight-episode documentary on the famous husband-and-wife duo Liang Sicheng (梁思成, 1901-1972) and Lin Huiyin (林徽因, 1904-1955). Liang is renowned as a pioneering architectural historian, Lin as a writer, but their presence in China’s historical consciousness defies easy categorization. Both came from prominent families (Sicheng’s father was Liang Qichao, the scholar and reformer of the late Qing and early Republican period) and they left multifaceted legacies (their son, the noted environmentalist Liang Congjie, died in Beijing on October 28; American artist Maya Lin is Huiyin’s niece.)
