The Changing Nature Of Accountability In Administrative Practice, Lawrence L. Martin, Kathryn Frahm
The Journal of Sociology & Social Welfare
This article looks at the subject of accountability in the administration of the human services. The history of accountability over the last four decades is chronicled and discussed. The point is made that during this period, funders have largely determined the nature of accountability. Because funders have been primarily concerned with funding, accountability has tended to be financial in nature. The authors argue that the focus on financial accountability had two major detrimental effects. First, programmatic accountability was reduced to secondary importance. Second, a wedge was driven between macro administrative practice and micro direct practice as social work managers and …

This paper underscores the need for predictable fiscal operations at all levels of government as a means of ensuring effective and efficient monetary management in the Nigeria federation. Following the introduction, section two discusses conceptual issues and the review of literature, section three discusses government's fiscal operations and challenges to monetary management, while section four examines fiscal reform and its impact on monetary management. The fully funded defined contributory benefit pension system was introduced in Nigeria in July, 2004 to replace the old fiscally unsustainable defined benefit (Pay-As-You-Go) pension system. The new pension scheme, coming at the heels of earlier reforms in Nigeria's financial sector, could be deemed to serve as a further boost towards savings mobilisation, increased financial instruments acquisition and economic growth. After a survey of relevant literature was conducted, secondary data on relevant macroeconomic indices in the Nigerian economy were collected. The data were descriptively analysed. Attention-deficit/hyperactivity disorder (ADHD) is a common psychiatric diagnosis in childhood based on high levels of inattention or hyperactivity beyond those expected by the child's developmental level. Past research shows cognitive discrepancies in ADHD populations with verbal deficiencies observed primarily in tasks that require a combined auditory and verbal component. Working memory has been a long acknowledged deficit in persons with ADHD. This research examined cognitive differences among children with ADHD on working memory and other components of the Stanford-Binet Intelligence Scales, 5th edition (SB-5). Verbal and nonverbal working memory, as measured by the SB-5, were hypothesized to be different for …

This study examined male and female psychologists in academic administrative positions with regard to their perceptions of their own power and their actual power within the administrative hierarchies in which they work. In the past, researchers have compared women and men in academic administrative positions with regard to parity of numbers, salaries, number of publications and citations, types of institutions where they work and, the job titles they hold. These indices had suggested that women administrators had less prestige, control fewer resources, and a more limited scope of job responsibilities than did men. Taking Late Night Comedy Seriously: How Candidate Appearances On Late Night Television Can Engage Viewers, Michael Parkin

Candidate appearances on entertainment television have become a staple of recent presidential campaigns, yet little is known about their effect on voters. Many assume that they leave viewers uninformed and focused on the candidate's personal image. In this article, the author investigates this idea with an experiment using John Kerry's 2004 appearance on the Late Show with David Letterman. He finds that-contrary to popular expectations-late night interviews have particular features that can, at times, engage otherwise politically disinterested viewers, causing them to process and recall substantive policy information.

Though Western analysts tend to mention al-Qaida and Taliban in Pakistan in the same context, the dynamics of their relationship are far more complex than a cursory examination would reveal. The context of this relationship is best understood within the overarching paradigm of militant activities of post 9/11 Taliban and al-Qaida remnants in Pakistan's tribal areas, where these groups flourish. The military struggle in Afghanistan has significantly influenced the formation of a loosely structured alQaida/Taliban "nexus" that was forged in Pakistan's Federally Administered Tribal Areas (FATA), particularly Waziristan. The emergence of nuclear terrorism, a threat that President Obama called "the gravest danger we face," has signaled a paradigm shift in international security. Since the collapse of the Soviet Union, sensitive nuclear technologies and materials have become increasingly available. Globalization and the inadequate enforcement of treaties and export controls have allowed the proliferation of nuclear weapons materials. The term "perimeter defense" has come back into vogue recently, with regard to security strategies for North America. The United States' concern primarily with the terrorist threat to its homeland subsequent to September 11, 2001 (9/11) is generating this discussion with its immediate neighbors of Mexico and Canada (and to some extent some Caribbean nations—the "third border"). The concept is simply that by pushing defenses out to the "perimeter" nations, then security will be enhanced, since the United States visions itself as more vulnerable to international terrorism than its neighbors. Much of the debate surrounding contemporary studies of terrorism focuses upon transnational terrorism. However, historical and contemporary evidence suggests that domestic terrorism is a more prevalent and pressing concern. A formal microeconomic model of terrorism is utilized here to understand acts of political violence in a domestic context within the domain of democratic governance.This article builds a very basic microeconomic model of terrorist decision making to hypothesize how a democratic government might influence the sorts of strategies that terrorists use. The President's Emergency Plan for AIDS Relief (PEPFAR) is the most recent international social program instituted by the U.S. Government to combat HIV/AIDS. Since its inception in 2003, this foreign policy initiative has dedicated $63 billion for HIV/AIDS prevention and treatment in foreign countries. Despite PEPFAR's many accomplishments, it continues to promote controversial prevention strategies. This paper analyzes these prevention strategies, utilizing social work values as described in the NASW Code of Ethics. Policy, practice, and research implications are discussed.

Assessing The Impact Of Gender And Race On Earnings In The Library Science Labor Market., Darren L. Sweeper, Steven A. Smith
University Libraries Scholarship and Creative Works
Using data from the 2003 National Survey of College Graduates, this paper examines earnings in the library science labor market and assesses the impact of gender on the income attainment process. We use this cross-sectional dataset to determine if there are significant income differences between male and female library science professionals. The approach taken in this paper is to build a theoretical model of income attainment for librarians. We then discuss the methodology used to analyze the data and test the model, followed by a discussion of the results and recommendations for further research.

Siblings of children with autism are at an increased risk for psychosocial and adjustment difficulties due to the extra stresses and frustrations they often experience. This qualitative, phenomenological multiple case study explored the unique experiences of siblings of children with autism in an art therapy support group. Seven 40 minute art therapy sessions, occurring approximately once per month, were implemented to address the specific concerns of siblings of children with autism. This study included three participants who agreed to share their experiences and their reactions to the sibling art therapy support group. Case reports were generated from session observations, semi-structured …
