Affective Decision-Making: A Theory Of Optimism-Bias, Anat Bracha, Donald J. Brown
Affective Decision-Making: A Theory Of Optimism-Bias, Anat Bracha, Donald J. Brown
Cowles Foundation Discussion Papers
Optimism-bias is inconsistent with the independence of decision weights and payoffs found in models of choice under risk, such as expected utility theory and prospect theory. Hence, to explain the evidence suggesting that agents are optimistically biased, we propose an alternative model of risky choice, affective decision-making, where decision weights — which we label affective or perceived risk — are endogenized. Affective decision making (ADM) is a strategic model of choice under risk, where we posit two cognitive processes: the “rational” and the “emotional” processes. The two processes interact in a simultaneous-move intrapersonal potential game, and observed choice is the …
The Central Bank Of Nigeria, The Liquidity And The Sectoral Credit Allocation, Omolara O. Akanji
The Central Bank Of Nigeria, The Liquidity And The Sectoral Credit Allocation, Omolara O. Akanji
Bullion
This article describes the ways in which the CBN has supplied liquidity since 2009. The first is traditional: The CBN supplies liquidity by providing credit through Open Market Operations (OMO) and by lending to depository institutions at the so-called discount window. The second is by enhancing the liquidity of the banks through the Standing Lending Facility (SLF) window. The article notes that the CBN since after banking consolidation exercise in 2005 has departed from its long standing tradition of minimizing its effect on the allocation of credit by supplying liquidity to institutions that it believed to be most in need; …
National Incomes Policy In A Deregulated Economy: The Nigerian Perspective, Moses K. Tule
National Incomes Policy In A Deregulated Economy: The Nigerian Perspective, Moses K. Tule
Bullion
This paper examines the propriety of a national income policy in a deregulated economy. The literature indicates that various interest groups in the country tend to protect their narrow interests when negotiating for higher wages. Consequently, the goals of government to achieve equitable income distribution in the country with a national income policy are often at variance with the private interests. While congenial atmosphere for collective bargaining was deemed desirable for achieving effective income growth, an environment of consistently rising prices was considered an anticlimax to growth and development. Consequently, the paper opined that in a market economy, a national …

Estimated Macroeconomic Effects Of The U.S. Stimulus Bill, Ray C. Fair
Estimated Macroeconomic Effects Of The U.S. Stimulus Bill, Ray C. Fair
Cowles Foundation Discussion Papers
This paper uses a multicountry macroeconometric model to estimate the macroeconomic effects of the U.S. stimulus bill passed in February 2009. The analysis has the advantage of taking into account many endogenous effects. Real U.S. output is estimated to be $554 billion larger when summed over the 12-year period 2009:1–2020:4 (0.29 percent of the total sum of output). The average number of jobs is 509 thousand larger (0.37 percent). There is some redistribution of output and employment away from 2012–2015. At the end of 2020 the federal government debt is larger by $637 billion in real terms (the debt/GDP ratio …
Dynamic Auctions: A Survey, Dirk Bergemann, Maher Said
Dynamic Auctions: A Survey, Dirk Bergemann, Maher Said
Cowles Foundation Discussion Papers
We survey the recent literature on designing auctions and mechanisms for dynamic settings. Two settings are considered: those with a dynamic population of agents or buyers whose private information remains fixed throughout time; and those with a fixed population of agents or buyers whose private information changes across time. Within each of these settings, we discuss both efficient (welfare-maximizing) and optimal (revenue-maximizing) mechanisms.
Targeting In Advertising Markets: Implications For Offline Vs. Online Media, Dirk Bergemann, Alessandro Bonatti
Targeting In Advertising Markets: Implications For Offline Vs. Online Media, Dirk Bergemann, Alessandro Bonatti
Cowles Foundation Discussion Papers
We develop a model with many heterogeneous advertisers (products) and advertising markets (media). Each advertiser has a different consumer segment for its product, and each medium has a different ability to target advertisement messages. We characterize the competitive equilibrium in the media markets and investigate the role of targeting for the price and allocation of advertisements across media markets. An increase in the targeting ability leads to an increase in the total number of purchases (matches), and hence in the social value of advertisements. Yet, an improved targeting ability also increases the concentration of advertising firms in each market. Surprisingly, …
The Role Of Commitment In Bilateral Trade, Dino Gerardi, Johannes Hörner, Lucas Maestri
The Role Of Commitment In Bilateral Trade, Dino Gerardi, Johannes Hörner, Lucas Maestri
Cowles Foundation Discussion Papers
We examine the buyer-seller problem under different levels of commitment. The seller is informed of the quality of the good, which affects both his cost and the buyer’s valuation, but the buyer is not. We characterize the allocations that can be achieved through mechanisms in which, unlike with full commitment, the buyer has the option to “walk away” after observing a given offer. We further characterize the equilibrium payoffs that can be achieved in the bargaining game in which the seller makes all the offers, as the discount factor goes to one. This allows us to identify how different levels …

"Syrian-American relations have deteriorated markedly in recent years. " ~Syrian Foreign Ministry spokeswoman, Bushra Kanafani Hezbollah. Hamas. The Islamic Jihad. Rogue nation. The axis of evil. These are features commonly used by the United States government, Western media outlets, and the American people to describe the Republic of Syria. Syria is a major player in geopolitics and relevant to the stability of the Middle East. Its relationship with the United States, therefore, is of central importance in reaching the United States goal of peace in this warravaged region of the world. The erosion of normal diplomatic relations with Syria since …
Voices Of Native Resiliency: Educational Experiences From The 1950s And 1960s, Jennifer Penland
Voices Of Native Resiliency: Educational Experiences From The 1950s And 1960s, Jennifer Penland
The Qualitative Report
The purpose of this study was to examine the lived educational experiences of American Indians who grew up during the 1950s and 1960s, known as the termination period in American history. The research for this phenomenological study consisted of interviews with eight participants who were willing to share their personal experiences from this selected time. Ten reoccurring themes were uncovered: chaos brings balance, challenge to become bi-cultural, the importance of teachers, external support systems, spirituality, tribal influences, influences of economic resources, cultural awareness and value, relevant curriculum, and recruitment of Native teachers. By uncovering these stories, it is hopeful that …

Reports / Surveys
The School of Hospitality Management and Tourism at the Technological University Dublin (DIT) developed this best practice framework for managing work placement, using the tourism industry as a case study. However, the DIT‐PEP (Placement Experience Partnership) Framework has been devised so that it can be applied across other sectors.
This report presents the DIT‐PEP Framework and provides a summary of the approach used in its development.

A landscape restoration plan for the 45-acre historic estate of Massachusetts governor and United States senator, Christopher Gore and his wife Rebecca, recommended archaeological investigations to identify the location, character, and integrity of Gore-period features that could potentially be included in restoration efforts. Investigations began in 2004, focusing on better known landscape elements including the carriage drive, carriage house foundation, greenhouse, vegetable and flower gardens, and the site of the grapery/fruitwall (Smith and Dubell 2006). The 2008 investigations focused on the new site of the carriage house (reported under separate cover) and on lesser known elements of the estate that …

Interlibrary Loan Patron Use Patterns: An Examination Of Borrowing Requests At A Mid-Sized Academic Library, Bradley P. Tolppanen, Janice Derr
Faculty & Staff Research & Creative Activity
The results of a recently conducted study of interlibrary loan fee-based borrowing requests are presented in this article. The study examined 3,074 borrowing requests completed over a three-year period from January 2007 to December 2009. An analysis of the statistics was made to determine patron behavior in submitting requests and the types of materials being requested.
Approval Plans, Discipline Change, And The Importance Of Human Mediated Book Selection, John Steven Brantley
Approval Plans, Discipline Change, And The Importance Of Human Mediated Book Selection, John Steven Brantley
Faculty & Staff Research & Creative Activity
This study examines holdings of 21 members of the Association of Research Libraries for books reviewed in American Historical Review. The study asserts that approval plans are inadequate for collecting from small publishers or from scholarship that crosses disciplinary boundaries. Although approval plans increase efficiency in collection development, the need for expert selection cannot be overstated. Results indicated that small publisher’s books were less likely to be in libraries than university press publisher’s books, and that history monographs are frequently classified outside disciplinary boundaries, and are therefore invisible to approval plans that define disciplines based on classification systems.
Spontaneous Group Decision Making In Distributed Collaborative Learning: Toward A New Research Direction., Geoffrey Liu
Spontaneous Group Decision Making In Distributed Collaborative Learning: Toward A New Research Direction., Geoffrey Liu
Faculty Publications
This paper attempts to identify and establish spontaneous group decision making in collaborative learning as a new research direction, with particular attention to collaborative learning in distributed online environments. After a brief introduction, related concepts and theories are examined for differentiation of interpretation. The concept of “spontaneous group decision making” is established in the context of collaborative learning. Literature review is conducted to glean anecdotal observations from past research to identify potentially influential factors, and a diagram framework is proposed to charter the territory. The paper also reports findings from a preliminary survey of 159 graduate students on their group …

Women In The Down Economy: Impacts Of The Recession And The Stimulus In Massachusetts, Randy Albelda, Christa Kelleher
Women In The Down Economy: Impacts Of The Recession And The Stimulus In Massachusetts, Randy Albelda, Christa Kelleher
Publications from the Center for Women in Politics and Public Policy
The “Great Recession” is affecting everyone in one way or another, but not everyone is affected in the same way. Women’s and men’s work (both in and out of the labor force) still differs, so we can expect that the economic crisis has had a distinct impact on women as well as their families. This policy brief discusses how the down economy has differentially impacted women and men in Massachusetts and the gendered implications of federal stimulus spending. It also identifies potential opportunities to promote gender equality as the United States, and Massachusetts in particular, attempt to move beyond the …

The Value Of A Statistical Life: Evidence From Panel Data, Thomas J. Kniesner, W. Kip Viscusi, Christopher Woock
Center for Policy Research
Our research addresses fundamental long-standing concerns in the compensating wage differentials literature and its public policy implications: the econometric properties of estimates of the value of statistical life (VSL) and the wide range of such estimates from about $0 to almost $30 million. Here we address most of the prominent econometric issues by applying panel data, a new and more accurate fatality risk measure, and systematic application of panel data estimators. Controlling for measurement error, endogeneity, latent individual heterogeneity that may be correlated with the regressors, state dependence, and sample composition yields an estimated value of a statistical life of …

Financial Exchange Rates And International Currency Exposures, Philip R. Lane, Jay C. Shambaugh
Dartmouth Scholarship
In order to gain a better empirical understanding of the international financial implications of currency movements, we construct a database of international currency exposures for a large panel of countries over 1990-2004. We show that trade-weighted exchange rate indices are insufficient to understand the financial impact of currency movements and that our currency measures have high explanatory power for the valuation term in net foreign asset dynamics. Exchange rate valuation shocks are sizable, not quickly reversed, and may entail substantial wealth redistributions. Further, we show that many developing countries have substantially reduced their negative foreign currency positions over the last …
Social Justice Implications Of The Organism Metaphor, Gerald V. O'Brien
Social Justice Implications Of The Organism Metaphor, Gerald V. O'Brien
The Journal of Sociology & Social Welfare
The denigration of marginalized groups is frequently supported through the widespread employment of metaphors that present a pejorative image of the group in question. The organism metaphor, wherein the target group is portrayed as a threat to the integrity of the social body, is a particularly important metaphoric theme in the advancement of social injustice. Drawing largely from primary source documents, this paper provides an overview of the organism metaphor as it has been employed historically to denigrate various social subgroups. Implications for the social work profession are discussed.
