Juvenile drug court (JDC) programs have expanded rapidly over the past 20 years and are an increasingly popular option for rehabilitating juvenile offenders with substance use problems. Given the high cost of crime to society, an important economic question is whether and to what extent JDC programs reduce criminal activity among juvenile offenders. To address this question, the present study added an economic cost analysis to an ongoing randomized trial of JDC conducted in Charleston, South Carolina. Although the primary outcome of interest in clinical evaluations of addiction treatment programs is usually abstinence, participation in these programs can have a wide range of consequences. This study evaluated the effects of treatment initiation on substance use, school attendance, employment, and involvement in criminal activity at 12 months post-admission for 419 adolescents (aged 12 to 18) enrolled in chemical dependency recovery programs in a large managed care health plan. Instrumental variables estimation methods were used to account for unobserved selection into treatment by jointly modeling the likelihood of participation in treatment and the odds of attaining a certain outcome …

Exploring The Impact And Implications Of Residential Mobility: From The Neighborhood To The School, Robin L. Ersing, Richard D. Sutphen, Diane N. Loeffler

This cross-sectional study examines residential relocation among a cohort of 495 fifth graders in one urban community in the Southeastern U.S. The impact of residential mobility is discussed in relation to student/family outcomes as well as the stressors placed upon schools. Results support previous findings which suggest residential relocation is correlated with academic problems. In addition, highly mobile students are twice as likely to be referred by teachers for disciplinary intervention and families are five times more likely than their residentially stable counterparts to be involved with child protective services. The Labor-Market Returns To Community College Degrees, Diplomas, And Certificates, Christopher Jepsen, Kenneth R. Troske, Paul Coomes

University of Kentucky Center for Poverty Research Discussion Paper Series

This paper provides the first detailed empirical evidence of the labor-market returns to community college diplomas and certificates. Using detailed administrative data from Kentucky, we estimate panel-data models that control for differences among students in pre-college earnings and educational aspirations. Associate’s degrees and diplomas have quarterly earnings returns of nearly $2,000 for women, compared to returns of approximately $1,500 for men. Certificates have small positive returns for men and women in most specifications. There is substantial heterogeneity in returns across fields of study. Degrees, diplomas, and certificates all correspond with higher levels of employment.

As lay approaches to Christian counseling have multiplied and become increasingly sophisticated, we hypothesize that these might affect expectations of conservative Christian clients for professional integrative psychotherapy. Accordingly, we review several models of lay counseling, broadly categorizing them into active listening, cognitive & solution-focused approaches, inner healing, and mixed models. We consider how client expectations for psychotherapy may be altered through their experiences with these approaches. Subsequently, we make recommendations for clinicians who deal with lay-counseling-experienced clients. The present study describes a new method for the assessment of accuracy in non-verbal communication of emotion in close relationships and presents results from a study that examined the validity of the method. The paper initially argues for the need of a new method on the basis of critical review of most the existing methods of accuracy of non-verbal communication of emotion, specifically: a) that they assess more symbolic rather than affective dimensions of non-verbal communication, b) that they involve inconsistencies with regards to the elicitation of emotion and c) that they involve methodological problems in the procedure of assessing …

This essay discusses the factors that help explain the paradox of Puerto Rican Studies; on one hand the sustained institutional resistance to the establishment of viable Puerto Rican Studies academic units, and on the other, the growing acceptance of Puerto Rican Studies scholarship as a viable contributor to multidisciplinary research and teaching. The essay reviews the context in which Puerto Rican Studies units were established and discusses the array of factors that curtailed their institutional development. It also traces the trajectory of Puerto Rican Studies scholarship. It summarizes the diverse research priorities and competing intellectual currents in the prevailing scholarship. …

Since the destruction and despair caused by the dust bowl of the 1930’s, Americans and their government have taken a keen interest in natural resource conservation policy on agricultural land throughout the country. As a reflection of this, the farm bill of 1936 entitled the “Soil Conservation and Domestic Allotment Act” included for the first time provisions that provided payments and support to farmers willing to employ soil conservation measures on their farms (Cain and Lovejoy, 2004). This paper presents a comprehensive plan to fix the ailing American economy, through a five-step approach. First, the Federal Reserve must continue to broaden the scope of monetary policy, by purchasing and selling long-term securities. Manipulating expectations through FOMC statements is another tool at the Federal Reserve’s disposal. Secondly, the government must enact fiscal stimulus to stabilize the economy in the short and medium runs, through investment in infrastructure projects, green technology, fusion technology, and science education. For the past decade, Zimbabwe has been experiencing an economic decline that has resulted in an inflation rate of 231 million percent and an unemployment rate of over 90 percent. Past research has concluded that the economic decline of Zimbabwe has mainly been caused by poor monetary policies and failure of fiscal policies to control the budget deficit. This research aimed to closely examine some of these policies that the Zimbabwean government implemented, the effects of these policies on economic activity, employment and inflation levels in the country. On June 28, 2004, indicted drug trafficker and paramilitary leader Salvatore Mancuso, wearing a fashionable Italian suit and tie, addressed the Colombian Congress from the podium. "The judgment of history will recognize the goodness and nobility of our cause," he told the assembled legislators and press. The day before, Mancuso, along with two other paramilitary leaders, had traveled in an official air force plane from the small northern Colombia hamlet where paramilitary leaders had assembled to begin talks with the Colombian government.
