Social choice studies the differing implications of the concept of rationality (or transitivity) for individuals versus groups under specified conditions and the significance of these differences in various institutional decision making contexts. This introductory chapter on social choice for the Elgar Handbook on Public Choice (Elgar Publishing Company, Dan Farber and Anne O’Connell, editors), introduces the basic framework of social choice, considers the implications of social choice for various legal and policy contexts, and provides a framework for evaluating a range of normative proposals grounded in social choice for reforming lawmaking institutions. In the current economy, employers are increasingly aware of the need to employ value-based purchasing strategies. Similar strategies can also be used by health care organization governing boards.

Today, more health care providers are accepting positions at the boardroom table than in the past. These providers are well trained in the clinical aspects of health care but not the business of health care delivery. It is not surprising that providers often find themselves unprepared for a board member’s role as a decision-maker and steward. It has become clear that education is essential to prepare providers for board positions.

In their capacity as payers for their employees’ medical services, employers need to be aware of trends that impact the provision and payment of healthcare services. One such trend in primary care healthcare services – specifically, the Patient Centered Medical Home (PCMH) - meets both of these criteria by providing financial incentives to physicians for meeting certain quality criteria. In the following paragraphs, I’ll elaborate on the concepts underlying the PCMH, its potential to impact quality and cost of patient care, and some of the barriers to its implementation.

Online Social Networking Sites And Privacy: Revisiting Ethical Considerations For A New Generation Of Technology, Peter Fernandez

Libraries in the US have a different ethical obligation regarding privacy than do the companies behind the most popular social networking websites. By maintaining a presence on social networking sites, libraries risk legitimizing companies whose primary goal is profit, and whose profit is based on the free flow of information about their customers. This article outlines a model for thinking about these two seemingly contradictory perspectives on privacy. Despite legitimate concerns over privacy, social networking sites are not entirely incompatible with the mission of most libraries. Effects Of Information Literacy Skills On The Use Of E-Library Resources Among Students Of The University Of Ilorin, Kwara State, Nigeria, Abdulwahab Olanrewaju Issa, Amusan Blessing, Umma Dauda Daura

This study investigated the effects of information literacy skills on the use of e-library resources among students of the University of Ilorin, Kwara State, Nigeria. A survey was used to collect data from 72 students, and interviews were conducted with some library staff. The study reveals that although a majority (61.11%) claimed awareness of the availability of e-resources, only 25 (34.72%) make use of them.The study recommends that the university adopt information literacy standards and being teaching information literacy.

Since the recent focus on the Global War on Terror, both military and civilian theorists have begun to “relearn” the intricacies of counterinsurgency warfare. We face difficult challenges when confronting non-state actors that tend to attack in the time between conventional battles and the establishment of stable governments. This research compares and contrasts current counterinsurgency strategies (Hearts and Minds and Cost Benefit Theory) by applying System Dynamics to provide insight into the influences and emergent behavior patterns of counterinsurgency systems. Modern warfare methods in the urban environment necessitates the use of multiple layers of sensors to manage the battle space. Hyperspectral imagers are one possible sensor modality to provide remotely sensed images that can be converted into Geographic Information Systems (GIS) layers. GIS layers abstract knowledge of roads, buildings, and scene content and contain shape files that outline and highlight scene features. Creating shape files is a labor-intensive and time-consuming process. The availability of shape files that reflect the current configuration of an area of interest significantly enhances Intelligence Preparation of the Battlespace (IPB). The Anchor: 2009

The Anchor began in 1887 and was first issued weekly in 1914. Covering national and campus news alike, Hope College’s student-run newspaper has grown over the years to encompass over two-dozen editors, reporters, and staff. For much of The Anchor's history, the latest issue was distributed across campus each Wednesday throughout the academic school year (with few exceptions). In recent years The Anchor moved to monthly print issues and a more frequently updated website. The Anchor is now published in print twice per academic semester. Occasionally, the volume and/or issue numbering is irregular.
