After meeting today with Hu Jintao in advance of the G20 in London, Obama accepted an invitation to visit China later this year:
The leaders agreed to “strengthen ties at all levels” ranging from the economy to fighting terrorism, and would expand consultations on “non-proliferation and other international security topics,” the White House said.
“The two sides agreed to resume the human rights dialogue as soon as possible,” the statement said.

Trends in Grain Storage - Commercial grain storage eliminates the need to monitor grain conditions and, hence, offers the peace of mind that unsold grain will remain in condition. There may be a cost trade-off between this reduced storage risk and the cost of on-farm storage.

"At the heart of the latest installment of a decade-old debate is the work most often cited on the Watergate portion of the Nixon tapes, Kutler's Abuse of Power. Working in the pre-digital era with difficult analog cassette audiotapes, Kutler set the standard for Nixon tape transcription. His permanent loss of hearing is the price he paid so that generations could leam from his groundbreaking work. "The Ivory Tower" On An "Unstable Foundation": Playful Language, Humor, And Metaphor In The Negotiation Of Scientists' Identities, L. David Ritchie, Char Schell

In this essay we argue that metaphor and language play generally should be analyzed in the context of actual conversations, not as a peripheral or incidental part of the discourse, but as an integral part of both topic-centered and relational work. We examine several instances of playful metaphor, humor, and irony that occurred during a one-hour focus-group discussion among a group of scientists discussing their role in communicating about science with laypersons. During the course of this discussion, word play, humorous insults, and the elaboration and reconstruction of metaphorical idioms are used for a variety of purposes, including reinforcement of …

Introduction
In the summer of 2008, the Miami University Libraries began a pilot project to integrate Web video tutorials (vodcasts) into a multiplicity of access points to enhance and extend library services. By the end of the project, Web video tutorials had been embedded in specific course sites in the course management system Blackboard, as well as in our institution's iTunes U site. The libraries were, in fact, the first entity on campus to feature publicly-available content on iTunes U. Abstract
This paper describes a Learning 2.0 library staff training project completed in September 2007 at the University of Alaska Fairbanks Rasmuson Library. The project planning process, curriculum creation, implementation, incentives, and outcomes are included, along with a summary of survey results from program participants. Recommendations for implementing this free and useful staff training tool by other academic libraries are included, as well as a link to the Library’s Learning 2.0 blog.

Abstract
A faculty author speaker series is an effective way to build bridges between academic librarians and the teaching faculty, as well as raise the profile of the university library. To explore the challenges and rewards of hosting such a series, this article presents a history of the series “Speaking of Books… Conversations with Campus Authors” at the University of Maryland. It discusses the details of planning and executing author events, in the hope that others can use this information to host their own lecture series. Finally, it presents a few ideas for future directions of the faculty author series.

Abstract
To help enhance the delivery of materials to end users, Taiwanese libraries launched four major programs to disseminate information and promote the widespread public usage of library materials. These programs, BookStart, Book Express Service, Cross Campus Delivery, and Delivery for the Visually Impaired, have proven to be quite successful in reaching their diverse population targets by addressing the specific needs for information services of those populations. This paper will focus on the various operational aspects of those outreach projects, their accomplishment, and future prospects.

Abstract
This study with undergraduate students in the Ancell School of Business, Western Connecticut State University, evaluated the knowledge of students using library resources before and after one session of library instruction in the library, and after follow-up instruction in the classroom. Survey method was used before and after the initial session of library instruction in the library, and after follow-up instruction session in the classroom. The Interaction Of Motivational Orientation And Social Context In A Flight Setting, Noelle D. Brunelle

The purpose of this study was to explore the effects of motivational orientation and social context on decisions made during flight. Cultural dimensions such as power distance, uncertainty avoidance and individualism have been found to correlate with aviation accident rates. Self-determination theory provides a schedule of social contexts and cues that support, control or thwart individual motivation, with the task-focused properties of intrinsic motivation and the external (group) focus of extrinsic motivation similar to descriptions of the cultural dimensions of individualism and collectivism. In addition, studies have demonstrated contextual cues may be used to prime cognitive goals, behaviors and strategies. …

Southern Tier East Regional Planning Development Board (STERPDB) is the primary funneling system of the Economic Development Administration and Appalachian Regional Commission Federal Funds to the Southern Tier area of New York State. STERPDB currently has leadership approaching retirement within the next five years and there is no succession plan in place. This would leave STERPDB with a lack of leadership and result in an ineffective organization. New York City Children's Services (CS) serves an increasing populations of persons with limited English language proficiency (LEP). Federal and local laws mandate that these persons are provided with meaningful language access services. This analysis attempts to find the most cost-effective strategy for CS' Division of Child Protection (DCP) to provide interpretation services to LEP persons involved in DCP cases of child abuse and neglect. The study first identifies alternative strategies for providing these services, and then qualifies the cost of the current methods and alternative methods. A framework of transaction cost economic theory guides the cost analysis process. Next, …

This paper examines the current structure of universal service and the FCC’s Universal Service Fund, recent pushes to expand the definition of and funding for universal service to include broadband access, and how broadband internet can contribute to saving the ailing economy. The paper concludes by calling for the inclusion of broadband internet in the Universal Service Fund.
Current financial support for the Universal Service Fund is problematic in that only telecommunications carriers providing interstate services are required to contribute to the fund. The author maintains that the contribution base should be expanded to include companies providing broadband internet access. …

Minnesota counties are experiencing more than just financial burdens from state mandates these days. Counties and local governments currently are seeking the most effective solution of implementing state mandates; leaving behind the argument of no mandates without funding to "give us mandates that work". In my analysis I combined county budgetary and demographic data, with phone survey data gathered from Minnesota counties. I anticipate results that will show a wide variety in county administrator attitudes towards state mandates and varying local capacity to meet them. 4th Biennial Symposium of the International Quilt Museum: Proceedings
Quilts and quiltmaking have been closely connected to the religious identities of Norwegian-American women and to churches in the Midwest in the late nineteenth and early twentieth centuries. The Lutheran Church was an important institution, socially as well as religiously, for many Norwegian-American families. Through Kvindeforening, or Ladies Aid, women learned to make quilts, practiced English, built and maintained social relationships, and sold quilts and textiles to fund local, national, and global projects. Immigrant women followed the churches’ teachings to avoid ostentatiousness by making quilts that, in the early years, were more modestly beautiful. Some quilts made by devout Norwegian …
