With a decline in reference desk visits now evident at many academic libraries, librarians are experimenting with new ways to provide reference and other library services to faculty and students. Besides virtual reference and other online services, a growing trend is to provide alternative venues for librarian and patron interaction outside the library. By “setting up shop” in student unions, dormitories, and academic departments, either throughout the year or during specific times in a term (e.g. exam week), many librarians are answering patron queries in a timelier manner and in more convenient settings to the user. Irrigators in the Republican Basin and in parts of the North Platte Basin must learn to incorporate multiple year drought risk into their management plans, as they adapt to the limitations imposed by five-year pumping allocations. A major concern involves the implications of being water-short during the later years of the allocation period, because of an accumulative rainfall shortage or drought. Currently, producers can either ignore the risk of substantially lower incomes if their allocation is exhausted too soon, or reduce the risk by using less water early in the allocation period. In 2002, with the creation of the Department of Homeland Security (DHS), the Federal Emergency Management Agency (FEMA) and more than 20 other agencies/entities became part of a new organizational entity. Subsequent performance failures by FEMA, specifically preparation for and response to Hurricane Katrina, led to a number of internal and external reviews and investigations to determine the causes of these failures and to identify potential solutions. Congressional concern led to the passage of PL109-295, the Post-Katrina Emergency Management Reform Act of 2006, which set in motion a series of expectations and provided considerable resources for FEMA’s ‘transformation’. Service-Learning as a teaching methodology is categorized as experiential education, or learning by doing. Projects aid the development of local community infrastructure and/or conservation.

By involving a diverse range of people in experiential education, knowledge, skills and motivation needed to understand culture differences and foster environmental and community awareness are gained. Structured opportunities are created to evaluate the service experience, allowing participants to be constantly aware of the impact of their work.

The motto “serve the people” tended to yield lip service under the politicization and de-politicization of the Chinese economic state (Chen, 2004). Recent change in China’s general public policy (GPP) has shown a growing commitment to service as a government function and social aspiration. Higher education as a social institution has also experienced dramatic changes, from “serve proletarian politics” to “serve modernization construction”. “Serve the people” is now paid new attention in Chinese higher education policy. In 2004, Natick submitted a Beneficial Use Determination Application for a restricted use determination by the state Department of Environmental Protection (DEP) for a pilot project to demonstrate that debris collected from sweeping Town roads could be reused to the benefit of the Town. By doing this, the Town would avoid the associated high landfill disposal costs of the sweeping debris, as well as of the cost of disposing excess compost that the Town could now mix with the debris. This paper addresses a specific question: why has China grown so rapidly and Brazil not? To answer this question, it (i) establishes the basis for comparison between China and Brazil by contextualizing these countries within the BRICs concept, and (ii) presents a comparative analysis of Brazilian and Chinese reforms focusing only on the issue of macroeconomic policy, especially the monetary and exchange rate regimes, and its effect on growth.
