On 14 September 2009, a deminer of CBDT-06 was busy in his clearance lane, he detected an unknown device and informed his respective section leader who had 18 year demining experience to check it. The section leader took the device with his left hand from the clearance lane, he started to remove the soil from it, but in this time it was exploded and caused injuries to his left hand fingers. Unprofessional dealing with unknown device caused this accident.

Modeling The Influence Of Water Waves Upon Remote Sensing Imagery: The Underwater Radiance Distribution And Shape Factors, Charles R. Bostater, Luce Bassetti, Lisa H. Huddleston

This paper describes the results of modeling the water wave surface and underwater light field as influenced by water waves using a Monte Carlo model (MCHSIM). Model and sensor data related to water column properties and benthic properties that influence the light upwelled from below the water - as observed from a sensor looking from below or above the water surface is presented. Synthetic image results using Monte Carlo techniques show the influence of water waves upon subsurface shape factors and these factors can be used in shallow water remote sensing algorithms that are based on underlying analytical models. At the Skyscraper Museum in Battery Park, where lower Manhattan meets the water’s edge, Shanghai is currently on display. Though the museum only occupies a small space, the design by architectural firm SOM gives the illusion of height, and the show is packed with content (including maps, floor-to-ceiling photographs, architectural models, video, and a 20-minute floating streetscape by Shanghai-based photographer Jakob Montrasio).

This summer, Dr. Ken James announced his resignation as Education Commissioner at the Arkansas Department of Education (ADE). Dr. James’ last day was June 30, 2009 and Diana Julian stepped in as interim commissioner. Today, Governor Mike Beebe announced Tom Kimbrell as his choice for the next commissioner. As we await the official appointment of the new commissioner, the OEP felt it was appropriate to highlight Dr. James’ contributions to Arkansas education.

Exploring The Effect Of Sexual Education On Sexual Health Risk Behaviors: Analysis Of The 2003 And 2007 Youth Risk Behavior Surveys In Florida And Alabama, Shenena Armstrong, Alicestine Ashford, Ivette A. López, C. Perry Brown

Florida Public Health Review

The purpose of this study was to explore the relationship between sexual health education content and sexual health risk behaviors, and the mediating effect of demographic variables. A cross-sectional research design employing secondary data analysis explored these associations in a sample of African American and non-Hispanic White male and female adolescents that took part in the Youth Risk Behavior Survey (YRBS) for the years 2003 and 2007 in the aforementioned southern states. Significant associations were observed between race and reported condom use and alcohol and/or drug use during last intercourse. Center for Social Development Research

An important frontier in savings policy and research is the effectiveness of accounts at birth. This paper presents ideas and initial findings from the experience of American Indian nations—America’s first asset-builders—with such policies. It describes the motivations for creating “minors’ accounts,” which are offered by approximately 70 tribes. These tribes are the only jurisdictions in the nation to offer universal, unrestricted accounts for children. Increasingly, they also are using conditions and incentives to promote their policy goals. Their experiences and ideas offer important insights for mainstream policy makers and program managers (in the US and elsewhere) about how to design …

Center for Social Development Research

Child Development Accounts (CDAs) as a matter of policy have existed for some time, though predominantly in developed countries. While there are at least a few government social programs with CDA components in the developing world, such policies have yet to gain significant traction. This paper finds that despite this lack of policy movement, CDAs do exist in developing countries in a variety of forms and delivered by a diverse group of institutions. Government-linked institutions (such as savings and post banks); non-governmental institutions (such as credit unions and NGOs); and commercial financial institutions are all innovating in CDA design and …
