Semantic sensor networks use declarative descriptions of sensors promote reuse and integration, and to help solve the difficulties of installing, querying and maintaining complex, heterogeneous sensor networks. This paper reviews the state of the art for the semantic specification of sensors, one of the fundamental technologies in the semantic sensor network vision. Twelve sensor ontologies are reviewed and analysed for the range and expressive power of their concepts. The reasoning and search technology developed in conjunction with these ontologies is also reviewed, as is technology for annotating OGC standards with links to ontologies. The United States has had different methods of execution throughout its history, some of which are viewed to be more humane by the public. The most recent switch was from electrocution to lethal injection. This study is a look at the effect the method of execution on a juror's decision between life and death in capital cases. To this end, data collected by the Capital Jury Project Phase I were statistically analyzed controlling for case-level and demographic variables. The method of execution was found to have a statistically significant effect on the jurors' decision.

To investigate the clinical and fiscal feasibility of administering a pre-treatment, dimensional personality assessment to clients seeking treatment at university-based counseling centers, a multi-phase study was conducted. This study sought to replicate the results of a recent study conducted by Ryder, Costa Jr., and Bagby (2007) regarding the validity of the DSM-IV-TR PD symptoms and their relationship to normal personality traits. This study also investigated the clinical utility of providing pre-treatment personality information to therapists, as assessed by a dimensional measure of normal personality the NEO-PI-R. In recent months, different groups--pundits, politicians, and even an FCC Commissioner--have discussed resurrecting the now-defunct Fairness Doctrine and applying it to Internet communication. This iBrief responds to the novel application of the Doctrine to the Internet in three parts. First, this iBrief will review the history and legal rationale that supported the Fairness Doctrine, with a particular emphasis on emerging technologies. Second, this iBrief applies these legal arguments to the evolving structure of the Internet. In 2005, when Rachel DeWoskin published her memoir of living in Beijing during the 1990s, I was so excited that I immediately bought the first copy I saw in a Hong Kong bookstore. Foreign Babes in Beijing represents a rare female voice among the expats-in-China genre of books, and DeWoskin’s tales of working in public relations and acting in a Chinese soap opera are deftly and humorously written. It’s a book that I still recommend to people who want to know more about living in China, and I’m looking forward to seeing the film version that’s currently in development.

On October 23, 2009 the Nevada Head Start State Collaboration Office in partnership with the Nevada Institute for Children’s Research and Policy, Head Start State Training and Technical Assistance Office for Nevada and the Nevada Public Health Foundation sponsored the Early Childhood Summit on Comprehensive Services for Homeless Children and Their Families. The Summit brought together 142 professionals working with homeless children and families in Nevada from a variety of different organizations and backgrounds. The goal of the summit was to discuss the problem of families experiencing homelessness and offer solutions to professionals in how to better serve these populations.

Reanalysis Data Underestimate Significant Changes In Growing Season Weather In Kazakhstan, C. K. Wright, K. M. De Beurs, Z. K. Akhmadiyeva, P. Y. Groisman, G. M. Henebry

We present time series analyses of recently compiled climate station data which allowed us to assess contemporary trends in growing season weather across Kazakhstan as drivers of a significant decline in growing season normalized difference vegetation index (NDVI) recently observed by satellite remote sensing across much of Central Asia. We used a robust nonparametric time series analysis method, the seasonal Kendall trend test to analyze georeferenced time series of accumulated growing season precipitation (APPT) and accumulated growing degree-days (AGDD). Over the period 2000–2006 we found geographically extensive, statistically significant (p < 0.05) decreasing trends in APPT and increasing trends in AGDD. The temperature trends were especially apparent during the warm season and coincided with precipitation decreases in northwest Kazakhstan, indicating that pervasive drought conditions and higher temperature excursions were the likely drivers of NDVI declines observed in Kazakhstan over the same period. We also compared the APPT and AGDD trends at individual stations with results from trend analysis of gridded monthly precipitation data from the Global Precipitation Climatology Centre (GPCC) Full Data Reanalysis v4 and gridded daily near surface air temperature from the National Centers for Climate Prediction Reanalysis v2 (NCEP R2). We found substantial deviation between the station and the reanalysis trends, suggesting that GPCC and NCEP data substantially underestimate the geographic extent of recent drought in Kazakhstan. Although gridded climate products offer many advantages in ease of use and complete coverage, our findings for Kazakhstan should serve as a caveat against uncritical use of GPCC and NCEP reanalysis data and demonstrate the importance of compiling and standardizing daily climate data from data-sparse regions like Central Asia.

Instantaneous estimates of the power released by a fire (Fire Radiative Power, FRP) are available with satellite active fire detection products. Integrating FRP in time provides an estimate of the total energy released (Fire Radiative Energy, FRE), which can be converted into burned biomass estimates needed by the atmospheric emissions modeling community. While straightforward in theory, the integration of FRP in time and space is affected by temporal and spatial undersampling imposed by the satellite sensing and orbit geometry, clouds, and active fire product omission errors.
