Depository libraries have traditionally enjoyed a pretty sweet deal—we receive free copies of documents in return for space, processing, and staff to help people use them. Depository libraries have served as key players in two areas of public policy: 1) public access to government information for the needs of today; and 2) widespread distribution of documents helps them survive to form a historical record.

The Anchor: 2009

The Anchor began in 1887 and was first issued weekly in 1914. Covering national and campus news alike, Hope College’s student-run newspaper has grown over the years to encompass over two-dozen editors, reporters, and staff. For much of The Anchor's history, the latest issue was distributed across campus each Wednesday throughout the academic school year (with few exceptions). In recent years The Anchor moved to monthly print issues and a more frequently updated website. The Anchor is now published in print twice per academic semester. Occasionally, the volume and/or issue numbering is irregular.

Data recently released by the Census Bureau estimate that 47.4 million Americans, or about one-insix, are living in poverty. This latest estimate has drawn criticism from some observers who see it as an attempt to artificially inflate the magnitude of poverty in America. The criticism results from a change in methodology that included not just income (the Whitehouse Office of Management and Budget (OMB) poverty threshold for 2009 is $22,050 a year for a family of four), but also made adjustments, taking into account such things as region, out-of-pocket medical expenses and child care costs, that in total add about …

In the wake of the September 11, 2001, terrorist attacks the United States Congress passed special security and anti-terrorism legislation which included the USA Patriot Act. In response to the passage of the Act in 2001 two Councils of the American Library Association (ALA) passed resolutions reaffirming the basic principles of that organization. This article is an account of how two early ALA Council resolutions CD 19.1 (Midwinter 2002) and CD 20.1. (Midwinter 2003) were drafted and brought to Council. How relevant are theories of information to practical library work? Using sociology and the philosophy of social sciences, this essay discusses how theoretical work defines an area of knowledge in relation to other fields, the identification of researchable phenomena, and how phenomena are established as its own subject matter. Theorizing is a generic activity, highlighting connections between theory and practice, profession and field. While proposing that theorizing is important, this paper explores the nature of theorizing in LIS, and suggests that its cognitivistic foundations impede theory development. Information is a linkage between theory and practice, and this paper argues that …

This proposal to the president addresses the need for Otterbein University to establish robust collaborations with Chinese universities to foster financial stability and enhance its global presence.

This proposal outlines five primary strategies for partnering with Chinese universities: student recruitment, student exchanges, faculty exchanges, study abroad programs, and joint degree programs. Each method offers distinct benefits and requires varying levels of commitment, offering Otterbein the flexibility to tailor its engagement with Chinese institutions.

Adequate safeguards against health care fraud are essential to the proper functioning of any health care system. This analysis examines health care fraud in the U.S., and its findings underscore the importance to national health reform of comprehensive anti-fraud protections covering both public and private health insurance industry. This analysis, funded by the Robert Wood Johnson Foundation, examines health care fraud in a national policy context.

Student Discipline In New Hampshire Schools , Barbara Wauchope

A new analysis of student discipline in New Hampshire schools in the 2007–2008 school year shows that out-of-school suspension rates are higher and statewide expulsion rates are lower than the average. Schools reporting the highest rates of suspensions and expulsions are the smallest in the state and have the highest percentage of students in poverty. This brief is the first in a collaborative series between the Children's Alliance of New Hampshire and the Carsey Institute.

Since 1995, much research has focused on the negative effects that stereotype threat (ST) may have on task and test performance (e.g., Nguyen & Ryan, 2008). To date, however, no research has examined the underlying meaning of this construct in a manner precise enough to determine if it is indeed a unique and meaningful concept and any potential boundaries. Therefore, the main goal of the current research was to obtain a better understanding of what distinctions, if any, exist between ST and similar constructs. In the city of Manchester, New Hampshire, 25 percent of children live below the poverty line, a high rate that is in stark contrast to the state's rate of just 10 percent, one of the nation's lowest. That is the most surprising finding from this new analysis of demographic trends in the Manchester-Nashua metropolitan area. The brief presents recent demographic shifts in Manchester, Nashua, and suburban Hillsborough County alongside historical perspectives of the region.

Ethnic Disparities In Cervical Cancer Survival Among Texas Women, Ann L. Coker, Christopher P. Desimone, Katherine S. Eggleston, Arica L. White, Melanie Williams

Objective: The aim of this work was to determine whether minority women are more likely to die of cervical cancer. A population-based cohort study was performed using Texas Cancer Registry (TCR) data from 1998 to 2002.

Methods: A total of 5,166 women with cervical cancer were identified during 1998–2002 through the TCR. Measures of socioeconomic status (SES) and urbanization were created using census block group-level data. Multilevel logistic regression was used to calculate the odds of dying from cervical cancer by race, and Cox proportional hazards modeling was used for cervical cancer-specific survival analysis.

The American social welfare system is a mixed system consisting of loosely coupled government programs, private nonprofit and for-profit organizations, grassroots and religious entities. Although religious entities historically played a key role in the development of the social welfare system, the faith-based initiative of President George W. Bush targeted religious service providers to receive government funding and take on a larger role in service delivery to at-risk populations based on the belief that these providers were substantially different from traditional providers.
