From 1980 to 2000, attitudes toward government regulation have shifted significantly. Terms like "command and control" have been replaced by "the magic of the marketplace." Yet as this statement before the Joint Economic Committee in March 2000 demonstrates, as the regulatory reform movement slows, a new strategy, focusing on the shortcomings of the basic regulatory statutes, is needed. Congress should establish an independent Congressional Office of Regulatory Analysis to credibly assess the costs and benefits of proposed Congressional regulation legislation.

An increasingly popular manner of drafting jurisdiction clauses in cross-border contracts involves the selection of the courts of more than one jurisdiction. Traditionally, parties would submit all disputes to the courts of a particular country under an exclusive jurisdiction agreement or agree that the transaction is subject to a particular jurisdiction without intending to create an obligation to proceed there and nowhere else. Of late, the Singapore courts have encountered litigation over multi-courts jurisdiction agreements. A common form involves the naming of a particular court with one of the parties being given the option to proceed anywhere else.

An Incentive Model For International Telecommunications, Jeffrey R. Del Vecchio

This study developed a new defensive model for global voice communications. It uses a n-person, zero-sum, cooperative and non-cooperative game to optimize the coalitions revenue after the possibility of a network service provider being tampered by an adversary. This research optimized two measures of effectiveness (coalition revenue and network provider revenue) of international telecommunications coalitions by hardening network service providers and improving their respective revenue with incentives. A multi-criteria optimization problem was developed to establish the strategic competition between the coalition defender and attacker. Collection Of Detonation Signatures And Characterization Of Spectral Features, Jay A. Orson

The remote observations of the temporal and spectral characteristics of the infrared (IR) emissions from exploding ordnance have been correlated with explosion conditions. A Bomem MR-154 Fourier Transform Interferometer with two detectors, InSb and HgCdTe, and a 75 mrad telescope was used to record spectra in the 1.3 - 20 µm range. Data was collected at spectral resolutions of 16 cm-1 and 4 cm-1 and temporal resolutions of 0.045 s and 0.123 s respectively. The study focuses on the organizational context in which the act of whistle-blowing occurs within organizations. The study suggests that many aspects of the context in which whistle-blowing actually occurs may be within the span of control of managers. Thus, management can possibly take steps to after certain aspects of the organizational context and ensure that organizational members are willing to report wrongdoing observed within their organization.
