Job Stability And Wage Progression Patterns Among Early Tanf Leavers, Steven G. Anderson, Anthony P. Halter, George Julnes, Richard Schuldt

This article reports on first-year employment experiences of a randomly selected sample of 213 Illinois TANF leavers. Aggregate employment levels were 70 percent at exit, and leavers typically generated earnings from a single full-time job. However, employment often was unstable, so that only about one-fourth of leavers had the same job both at exit and when interviewed 10-11 months later. Employment instability resulted from the marginal or temporary nature of many jobs, as well as employment barriers such as health problems and lack of day care. Average wage levels easily exceeded the minimum wage and grew during the first year …

Postsecondary education is the key to exiting from poverty permanently. Yet, the PRWORA allows women only up to 12 months of vocational training while on welfare. This paper focuses on bringing back the importance of investing in the education of poor women, particularly the postsecondary education of poor women with children, to the forefront of the welfare debate. In this paper we review federal and state level welfare policies toward postsecondary education of poor women with children. Some states are interpreting federal welfare policy strictly and allowing only up to 12 months of vocational training while on welfare. Other states …

Reconsidering The Auricular Surface As An Indicator Of Age At Death, Daniel Osborne

Using standards established by Lovejoy et al. (1985) to score and estimate age at death from auricular surface morphology, the auricular surfaces of 266 individuals of documented age from two different skeletal collections (Terry and Bass Donated Collections) were examined. The age, sex and race of the individuals used in the study were unknown to the investigator during analysis. This study supports the claim proposed in the original study that auricular surface morphology is unaffected by an individual's sex or race. However, this study indicates that auricular surface morphology does not change as regularly with age as was originally proposed. …

Counselors who deliver services to children who have suffered maltreatment confront on a daily basis horrific examples of human suffering inflicted on society's most vulnerable members. Such repeated exposure may put these professionals at risk for adverse psychological consequences, including vicarious traumatization (VT), which can include symptoms similar to posttraumatic stress disorder (PTSD). The present study examined the unique effects of providing trauma services to children on 34 counselors who work primarily with child survivors of maltreatment. Attention deficit hyperactivity disorder (ADHD) is the most commonly diagnosed childhood psychiatric disorder in the United States. Approximately 90% of children receiving pharmacological treatment for ADHD receive the stimulant methylphenidate (MPH). MPH is associated with positive effects across many behavioral domains, yet the mechanisms through which it exerts clinical effects have not been conclusively determined. MPH produces reinforcing and subjective effects, however it is not understood how these functions relate to clinical effects. The two major components of BBS are the observation process and the delivery of feedback. Literature on feedback is abundant, but experimentation and scientific evidence on effects of the observation process are nonexistent. Typically, supervisors or employees involved in BBS implementations conduct observations of other employees' behavior, but the effects of conducting observations on an observer's safety performance is not known. Child Protective Services (CPS) has been defined as an ineffective system. Common criticisms are that the system is overburdened and that family preservation policy pressures CPS to reunite families that can't be repaired. However, empirical analyses that identify the deficiencies of this organization are limited. This study utilizes case files and in-depth interviews with interventionists within and outside of CPS to explore the issue. Results reveal that the most common criticisms of the system do have merit. However, it reveals additional system limitations. This study develops a technique to estimate and project annual rates of poverty for a large metropolitan area for various segments of its population. The annual estimates and projections are based upon the official rates compiled by the Bureau of the Census.

Using Los Angeles/Long Beach as the site of the experimental example, the evidence reveals a substantially increasing trend in the incidence of poverty for the overall metropolitan population. This increase is caused by the dramatic rise in poverty within the Hispanic and Children population groups. Trends in poverty are negative, however, for the Elderly, Blacks, Female Family Heads …

This article examines the importance of evaluating the impact of this legislation from a social work perspective. This research provides a preliminary descriptive analysis of the impact of new welfare sanctions on recipients living in a southern metropolitan region. The data from this phone survey indicate that many families report considerable hardship no matter why they exited from welfare. Compared to those who left voluntarily, those who were sanctioned off welfare were significantly different in terms of having unmet medical needs, going without food, and having their utilities turned off. Given the high number of problems reported and the low income reported by these respondents, it is not surprising to find that only 10 percent of former …

Teenage pregnancy is a critical health indicator. Using a risk reduction model, this study examined the relationship between the characteristics o f the teenage mother i and her newborn. The research questions were: ( I) what risk factors are associated with poor birth outcomes, (2) is addressing each factor the best way to reduce the risk, and (3) has the overall risk changed as the birth rate has declined? This analytic variable study examined the potential differences that exist among male juvenile sexual offenders (JSOs), general offenders (GOs), and nonoffenders (NOs) on the emotional expressiveness variables of alexithymia and affective orientation, and three problematic behavior variables including self-defeating behavior, risk taking, and reckless behavior. It was hypothesized that JSOs and GOs would be statistically significantly different than NOs on all variables but not different from each other.

The relationship between supervisory identity development and supervisory experience, counseling experience, and training in supervision was investigated in this study. A developmental model of supervisory identity development was utilized, the Supervisor Complexity Model, in both the conceptualization of supervisory identity development and the measurement of supervisory identity development. Consequently, supervisory identity and some factors thought to effect its development are reviewed. A recent empirical study (Jacobson et al., 1996) suggested that the Behavioral Activation (BA) component of Beck’s Cognitive-Behavioral Therapy (CT) for depression (Beck, Rush, Shaw, & Emery, 1979) may be as effective a treatment for clinical depression as the full CT treatment. BA involves intervention choices that are fewer in number and more straightforward than those contained in CT, making BA a more efficient treatment than CT. Based on the assumptions that self-awareness is an important factor in healthy and effective functioning of helping professionals (Corey, Corey, & Callanan, 1998) and that the self of the therapist is an important tool in effective therapy (Baldwin, 2000), this phenomenological study was conducted to explore the experience of inner life of helping professionals. Three women and two men, either licensed counselors or psychologists who were working in therapeutic settings, agreed to participate in a two-part interview.
