Deregulating the natural gas industry in Georgia and elsewhere has resulted in a "mixed bag" of beneficial and non-beneficial outcomes for industry stakeholders. The approach to deregulation has been varied and multifaceted; however, achieving the best overall outcome for the greatest number of stakeholders should not be the sole major objective. The American philosopher and psychologist William James argued best against the concept that the means in accomplishing an objective are more important than the end: "millions kept permanently happy" even though one single soul is left to "lead a life of lonely torture" is neither justified nor desirable (qtd. …

Labeling Theory: The New Perspective, Doug Gay

This report describes and examines the writings of criminologists from the labeling perspective and focuses on why and how some people come to be defined as deviant and what happens when they are so defined. This paper also addresses the development of labeling theory and the process an individual undergoes to become labeled as deviant. Also examined is the relationship of labeling theory to empirical testing, the value of the theory, and implications for further research.

As mass communications close the distances over which people routinely interact, there is a question about the increase in social homogenization at the expense of regional identity. In a society covering as much geographic area and encompassing as many cultures as the United States, the question is certainly valid. Traditionally, this diversity has been recognized as a "melting pot," an analogy attempting to institutionalize a sort of homogeneous diversity; the "melting pot" analogy is now giving way to notions of multiculturalism. In 1996 the United States government began a series of lawsuits against the major tobacco manufacturing companies that have resulted in the elimination of major cigarette campaign slogans and/or characters judged to be aimed primarily at children. This action led to numerous state class-action lawsuits costing tobacco companies billions in future revenue. In their suit against tobacco companies, government lawyers successfully argued that tobacco companies had been deliberately marketing a dangerous product to the young. One of the more significant outcomes of this case was the elimination of the popular Joe Camel character.

The southern Ohio and northern Kentucky area is a region characterized by an economy in transition from the manufacturing sector to the service and retail sectors (Scioto County Government, 1998-00), which is causing various pressures on the workforce there. For example, the unemployment rate of Scioto County, Ohio, a centrally-located county in the region, was 9.7% in 1996, or almost twice the unemployment rate for the state of Ohio (Scioto County Government, 1998-00). The primary purpose of this study was to determine whether the Wechsler’s Intelligence Scale for Children / 3^rd Edition (WISC-III) can discriminate between students with learning disabilities (LD students) and students without learning disabilities (non-LD students). Although the WISC-III has established itself as a valuable psychological instrument for measuring intelligence, the subtests of the WISC-IH have been selected to examine possible differentiating patterns when examining a group of LD subjects and comparing their subtest results to a group of non-LD subjects. The Trail Making Test Parts A and B is a neuropsychological test that has long been thought to be a highly reliable and valid test that is able to discriminate cerebral dysfunction. In the present study, an investigation was completed in order to determine whether or not the Trail Making Test Parts A and B could differentiate learning disabled students from non-learning disabled students in four counties in West Virginia. Fifty-six students ranging from ages 9-16 (mean age 9.9) were involved in the study. The convenience sample consisted of 27 learning disabled students and 29 controls or non-learning disabled students. …

The study explored the relationship between age, years of service, gender, education, and job satisfaction among mental health professionals. Thirty subjects (15 males and 15 females) were involved in the study. The results of the analysis of variance (ANOVA) indicated no significant relationship between age, years of service, gender, education and job satisfaction among mental health professionals. Recommendations for future research are discussed.

The purpose of this study is to explore the attitudes of college students toward individuals with disabilities. The instrument used was the Attitude Toward Disabled Persons Scale (ATDP), which was adapted to yield two additional scales. The words “mental illness” and “alcoholic” were substituted for “physically disabled”. The test was administered to undergraduate and graduate students in counseling and psychology.

Analysis of Variance was performed. The results showed a significant gender effect with females having more positive attitudes toward individuals with physical disabilities and mental illnesses. The residents of Buffalo Creek Hollow engaged in a variety of helping behaviors following a 1972 flood. In Everything In Its Path: Destruction of Community in the Buffalo Creek Flood Kai Erikson (1976) described these residents as being numbed and apathetic, doing nothing to help themselves or anyone else. They were stuck in the initial stages of Wallace’s “disaster syndrome” and could not help the people around them. Dynes (1974), Dynes and Quarantelli (1972), and Barton (1969), on the other hand, wrote that people in disasters tend to act in an altruistic manner, helping victims whenever they can. The purpose of this study was to see if there was an association between the levels of stress in students who were interviewed for a job and their placement status after the job interview. During the spring 2000 semester, 62 students were sent on interviews with public and private agencies/companies for potential placement in cooperative education positions within the agencies/companies. Out of this total population of 62 interviewed, twenty-three were placed in positions (hereafter referred to as “on-placement”) and thirty-nine were not placed (hereafter referred to as “pending-placement"). Twenty nine police officers from four different departments in rural areas were tested regarding levels of stress or anxiety they experienced from inter-department issues, rules, and regulations. These findings were then compared with the officer’s levels of college education and contrasted with those officers with no college education. Additionally, comparisons were made regarding levels of college education and scores from the Fear of Negative Scale, Job Satisfaction Index, and the Stress Quiz. Further comparisons of the scores were made between officers who had attended college and those who had not and had experienced stress from critical incidents.

In this study the MacArthur Story-Stem Battery (MSSB; Bretherton, Oppenheim, Buchsbaum, Emde, & The MacArthur Narrative Group, 1990), an assessment tool that examines childrens’ ability to cope with conflict laden situations, was used to study gender differences in avoidance and aggression. Forty-three children (22 girls, 21 boys) participated in the third phase of a longitudinal study when they were between 7.5 and 8 years old (mean = 7.8). Results showed that males scored significantly higher than females on the variable of aggression in their story completions on the MSSB; however, gender differences for avoidance, while in the hypothesized direction, did …

Work is another lens through which life can be filtered. People may move to California for the weather, but they go to Silicon Valley to work. During the spring and summer of 1999, the Low Power Radio Service Notice of Proposed Rulemaking (NPRM) by the Federal Communication Commission (FCC) recently drew a record number of responses. Several thousand people from all over the country participated in what has traditionally been the purview of major corporations and institutions, including 1120 individuals who signed the Micro Radio Empowerment Coalition comments. This paper examines that response and its implications for the micro radio and other activist movements. This study used an experimental design to test for a channel effect in news stories. Four television news stories were recorded off-air, then the narrations were transcribed to form a print news story containing the same words; the broadcast video and the print story were the two treatment levels. Subjects received the stories in one of the treatment levels, and were asked to judge the blameworthiness or praiseworthiness of the actors named in the story. Logistic regressions could predict with substantial accuracy the medium in which subjects had received the story from these judgments, indicating a channel effect on their …

In this paper we discuss a statistical method called multiple comparisons with the best, or MCB. Suppose that we have N populations, and population i has parameter value θ_i. Let $\theta _{(N)}={\rm max}_{i=1,\ldots ,N}\theta _{i}$\nopagenumbers\end, the parameter value for the ‘best’ population. Then MCB constructs joint confidence intervals for the differences $[\theta _{(N)}-\theta _{1},\theta _{(N)}-\theta _{2},\ldots ,\theta _{(N)}-\theta _{N}]$\nopagenumbers\end. It is not assumed that it is known which population is best, and part of the problem is to say whether any population is so identified, at the given confidence level. This article argues that a fundamental question, "What is free trade?," lurks behind the ongoing debate about the relationship between international trade law and competing legal regimes. It also lurks behind much of the confusion in the Supreme Court's dormant commerce clause jurisprudence under the United States constitution, sometimes mentioned as a model for international trade law. Yet, the literature has remarkably little to say about free trade's definition, although it contains volumes about the reasons for free trade.
