At the time of the accident, Victim No.1 was excavating a detector reading. Victim No.2 was the detector man and had paused on his return to the safe area because he felt unwell and so had not left the vicinity when the mine initiated. Victim No.1 was excavating with a "trowel" [a locally made excavating tool] (after prodding) when (at 10:40) he initiated a mine. He had been a deminer for 13 months.

As the victim was excavating he saw a white metal tube about the size of a finger but did not recognise what it was. This monograph reviews the results of a multi-phase study of nonprofit social service organizations serving children and youth in Cuyahoga County, Ohio. The purpose of the study was to assess the impact of devolution and related efforts to introduce the new public management to the nonprofit sector. The article begins with a discussion of the purpose of the study, followed by a brief elaboration of how devolution is affecting nonprofit organizations. The article then turns to a discussion of the methodology and a profile of organizations that completed the survey instrument. The survey addressed changes in funding sources, demands for …

A major difficulty of teaching public health to students in a Masters Program is conveying the need for taking a strategic approach to situations. Tackling real-life public health issues is rather complex. There will generally be a number of avenues of investigation and it is necessary to be wary of the short and long-term consequences of actions. Also time and money need to be managed effectively. As one approach to the education of students about these issues, a computer-based package has been developed which simulates the investigation of a real public health problem. This paper describes methods of on-line assessment and students’ survey, which utilize the Web interfaces and use them in conjunction with the Internet. To find the most appropriate alternative methods of students’ assessment and survey a variety of commercial and public domain tools was used to implement the following two basic tasks: 1. ‘Student Suggestion Box’ where students evaluate the subject and make comments and suggestions on the subject and its assessment; and 2. a partially AutoMark short assessment task, containing two paragraph questions and three multiple choice questions, that offers final marks to the instructor/students and provides prompt feedback …

The Race Race In Black And White: The 1995 Louisiana Gubernatorial Election, Byron D. Orey

This analysis marks the first time that the black threat thesis posited in 1949 by V. 0. Key, Jr. has been examined by employing a black versus white head-to-head election. This study tests the black threat thesis in the 1995 Louisiana gubernatorial run-off election. The unit of analysis is the parish (same as county) and the primary data sources used in this analysis include election returns by parish, turnout data by race by parish and demographic and socio-economic variables for parishes taken from the United States Census. The findings are consistent with Key's black threat hypothesis. White support for the …
