Unobtrusive Studies And The Quality Of Academic Library Reference Services, Jo Bell Whitlatch

This article uses empirical data from a recent obtrusive study of reference performance to explore content validity and assumptions regarding unobtrusive studies. Data collected by author support the contention that improvements are highly desirable before conducting more unobtrusive studies of reference service. The two most important changes concern the development of test questions representing all types of queries and supplementing the correct fill rate with other measures of reference performance.

An Incentive-Based Wild Horse Management System On Public Rangeland, Ray G. Huffaker, James E. Wilen, B. Gardner Delworth

This paper explores an incentive-based management system to induce federal grazing permittees to choose sustained cattle stocking strategies which accommodate government-set wild horse numbers and nongrazing uses. Particular attention is paid to constraints imposed by federal grazing statutes. The proposed system employs increased livestock grazing fees to induce permittees to provide increased vegetation for consumption by wild horses and nongrazing uses. The negative impact of increased fees on permittee wealth is counterbalanced with compensatory transfer payments. Taken together, grazing fees and compensation payments induce multiple-use compliance by permittee-stewards and keep their discounted livestock profits intact at some predetermined level.

Removing Impediments To Water Markets, B. Delworth Gardner

A few years ago it was mostly economists, notably those of a libertarian stripe who were advocating voluntary market exchanges of water in the West. Now these exchanges, or transfers as they are sometimes referred to, are being unabashedly recommended by water users, politicians, bureaucrats, and even environmental organizations, who have come to see their value for achieving a more efficient water allocation. Water markets are an idea whose time has finally arrived.

Tomorrow's Research Library: Vigor Or Rigor Mortis?, Richard Hacken

The gamut of futuristic visions in library literature—from optimistic to pessimistic, from realistic to fanciful. Contradictory answers to recurring questions are found: Can we finally say goodbye to Gutenberg? Will the library card be replaced by the telephone credit card? Will book ownership give way entirely to information access. Will "books without pages" and "libraries without walls" necessarily lead to librarians without jobs? Is it possible to set timetables? After past crystal ball gazers are compared, contrasted, and critiqued, positive plans for progress are suggested.

Regional Security Organizations And National Interests: Analyzing The Nato-Greek Relationship, Constantine P. Danopoulos

This article analyzes the reasons which account for Greece's continuing membership in the Atlantic Alliance, even though NATO has not lived up to expectations and has failed to protect the nation's security against threats from Turkey. Following a brief examination of Greek attitudes toward NATO and the nature of dissatisfaction, the article argues that strategic concerns are, at best, of secondary importance. Instead, Greece's continuing membership in the Alliance is a result of the nation's economic ties to the West and the dependency of its military on NATO and Washington for advanced training, arms, war materiel, and other professional considerations. …

Cutting The Loss From Federal Irrigation Water Subsidies, B. Gardner Delworth, Ray G. Huffaker

The Bureau of Reclamation recently announced that its prime mission since 1902-building dams to make the desert bloom in the American West-is pretty much complete. While never really admitting that its newer projects have been economically infeasible, Bureau management has at last recognized that the days of the big public water project are gone. The Bureau now plans to turn its attention and resources to other more pressing problems, such as helping other agencies with construction projects needed to cope with hazardous waste.

The relationship between doctors and patients in the medical and health field is a topic of recurrent discussion today. The topic is of immense interest because of the questions raised about value received for services purchased and because of the large amount of economic resource consumed. The size of the stakes are such that the debate will grow in the near future until some solution is found to remedy the value and cost for service dilemma.

Have Gubernatorial Elections Become More Distinctive Contests?, Mark E. Tompkins

Gubernatorial and presidential elections over the period 1947—1986 are examined, using a previously reported process for decomposing partisan electoral outcomes series into their longterm and short-term components. These measures are employed to examine the proposition that gubernatorial elections have become increasingly isolated from outside forces. It is found that presidential coattails appear to be declining in importance (but not only because a number of states have moved to off-year elections). Gubernatorial elections have converged around a national pattern of relatively close competition, unlike state-level presidential contests, which have shifted in favor of Republican candidates. Using Anasazi Redwares To Reconstruct Prehistoric Trade Networks, James R. Allison

Anasazi redware ceramics were widely traded from relatively small areas which specialized in their production. They form one stylistic sequence, but exhibit technological variation due to differences in resource availability. This variation allows most redwares to be traced to specific manufacturing areas, a crucial step in the reconstruction of trade networks and alliances. However, because few archaeologists have worked with the redware production areas, the current typology is misleading and the redwares are often mistyped. As a result, patterns of distribution and the behaviors that created them are obscured.

Explaining Policy Failure: Japan And The International Economy, 1969-1971, Robert C. Angel

This paper examines the determinants of Japan's most serious postwar blunder: failure to define and implement effective and timely countermeasures to deal with its change from deficit to surplus international monetary status during the 1969-1971 period. It concludes that intense bureaucratic compartmentalization and a lack of supra-ministerial leadership of national policy were key determinants of this failure, leaving Japan's political system dependent upon irresistible external pressure (gai-atsu), in this case from the United States, to define and force implementation of necessary policy changes. This critical but largely ignored episode illustrates a negative aspect of the traditional insulation of Japan's national …

Corporate Loans To Directors And Officers -- Every Business Now A Bank?, Jayne W. Barnard

In most states, a corporation may loan money to an officer or director if the board of directors authorizes the loan and finds that it will "benefit" the corporation. According to Professor Jayne W. Barnard, however, this benefit requirement has proved to be an illusory standard. Barnard reviews existing law on the subject and surveys the executive lending practices of 152 publicly held corporations. She concludes that executive loan enabling statutes have failed to consider the risks involved in making such loans, such as illiquidity, inadequate collateralization, inclination to default, and volatility of the economy. There was a strong interest in psychology at Brigham Young University at the turn of the century; the third president was a psychologist and a number of distinguished psychologists regularly visited the campus. An outstanding young scholar who was destined to become the only Mormon president of the American Psychological Association started a vigorous academic psychology program in those early years, but he left the university because of a controversy over his teachings. The Impact Of The Supreme Court On Trends In Economic Policy Making In The United States Courts Of Appeals, Donald R. Songer

Previous impact research has primarily investigated controversial civil liberties decisions. The present study examines the response of the United States Courts of Appeals to changes in the labor and antitrust policies announced by the Supreme Court between 1950 and 1977. Significant impact was discovered. In each policy area, the decisional trends of the courts of appeals underwent a significant change after each of two policy shifts on the Supreme Court. Changes in the decisional trends of the courts of appeal were in the predicted direction even after controls were introduced for judges' party and holdover effects.
