Operations Research And Organizational Decision-Making In Academic Libraries, Therrin C. Dahlin

Operations research entered the library scene in the 1960s and '70s, and has attracted much interest from librarians. This paper examines the assumptions made by selected operations researchers concerning organizational decision-making in academic libraries. The assumptions then are compared to Richard L. Daft's contingency framework of organizational decision-making to determine the appropriateness of applying operations research assumptions and methods to organizational decision-making in an academic library setting. A review of the operations researchers' assumptions and Daft's framework suggests that the operations research approach may be appropriately applied to only a relatively narrow category of problems in academic libraries that match …

The burning of agricultural residues, particularly rice straw, has long been an issue of public concern in California's Sacramento Valley. Especially during days of autumn temperature inversions, the smoke in the atmosphere from burning is regarded by some as a serious health hazard and by nearly all residents as a public nuisance. Strong pressures have resulted in stringent regulations over agricultural burning, but a growing number of voices advocate a strict prohibition on burning. The prospect of a burning ban is worrisome to rice growers since burning is not only the most cost-effective way of disposing of the straw, but …

A presidential vote function and a presidential approval ratings function are jointly estimated for U.S. post-war observations. The estimation technique treats the two equations as seemingly unrelated regressions with unequal numbers of observations. Cross-equation restrictions implying that voters and poll respondents use identical standards in judging the economic performance of incumbents are imposed and tested. Estimates show that both votes and approval ratings are influenced by GNP growth and inflation. The results suggest that poll respondents are more inflation averse than voters; however, tests of this hypothesis are not conclusive.

Opportunity, Willingness, And The Diffusion Of War, Randolph M. Siverson, Harvey Starr

Using borders and alliances as indicators of opportunity and willingness, respectively, we test the relationship between the sea and the diffusion of war during the 1816-1965 period. The impact of borders and alliances, individually and in combination, on the growth of ongoing war through "infectious" diffusion is shown through the comparison of baseline cases to cases where states at peace were exposed to various "treatments" comprised of warring border nations or warring alliance partners. The findings indicate that the probability of war diffusion is substantially increased as opportunities and willingness increase, particularly when such geographic and political factors are combined. …

This study examines recent trends in the reporting completeness and quality of gestational age estimates derived from the date of the last normal menses (DLNM) as reported in South Carolina vital records from 1974 to 1985. Noteworthy improvements in the completeness of reporting emerged during this period with a decline from 31.1 percent missing information in 1974 to 6.6 percent missing in 1985. Completeness of reporting and strategies for imputing values for missing data were analyzed for their impact on the calculation of the percentage of pr?term live births. This paper explores the origins of drug prohibition in the United States from a structural perspective. The primary locus ,son how certain economic conditions in U.S. history influenced attitudes toward racial and ethnic minorities during the 1800s and early 1900s. and indirectly affected the passage or prohibitory drug laws. The economic structure continues to Influence the current illegal drug market. Moreover, some consequences of legal and illegal drug use identify the impact of the economic structure on drug prohibition.

The evolution of the Spanish sibilant system has been an object of study since the late nineteenth century. Since that time, a myriad of books and articles have been published on the subject whose major focus has been to determine the exact nature of the sibilant changes and the chronology of each change. It is often a difficult task to develop a Canadian studies library collection. As with any area studies collection, where the focus is on a geographic region rather than a particular discipline, a broad range of subjects typically must be covered. To add to the difficulty, Canadian materials are published in both English and French. And if the library is located in the United States, the librarian or bibliographer is faced with the inconvenience of coping with two different national currencies. Using special CPS data on displaced workers, this article investigates the wage consequences of job displacement in a framework that emphasizes the effects of past job duration(s) and unemployment duration(s) on postdisplacement wages. Our model also attempts to take account of the simultaneity between unemployment duration and the postdisplacement wage. It is found that duration strongly reduces subsequent earnings and that considerable overstatement of the loss in firm-specific training investments is implied by conventional routes to measuring wage losses.

A Proposal For Reallocation Of Federal Grazing-Revisited, B. Delworth Gardner

Over a quarter of a century ago, I analyzed the allocation procedures utilized by the federal agencies which administer livestock grazing on the public lands (Gardner 1962). Two factors contributing to grazing misallocation and reduced range productivity were identified: (1) the "eligibility" requirements that qualify permittees for grazing privileges prevented the utilization of forage by ranchers who would value it most, and (2) use-tenure insecurity resulting from cuts in permitted grazing impeded private investment in range improvements on the public ranges. Union Effects On Productivity, Profits, And Growth - Has The Long Run Arrived?, John T. Addison, Barry T. Hirsch

This article interprets literature examining union effects on economic performance. Production function studies indicate small overall union impacts on productivity; positive effects, where they exist, appear to result from management response to decreased profit expectations and from a natural selection process. Lower profitability among unionized firms is well established; more interesting is the possibility that unions appropriate quasi rents deriving from long-lived tangible and intangible capital. the connection between unions, investment behavior, and productivity growth emerges as a particularly fruitful line of empirical inquiry, although it does not encourage a sanguine view of unionism's long-run impact.
