This is the final report of the Lloyd District transportation management program and the subsequent survey.

During the one year that had elapsed between the implementation of the Lloyd District transportation and management programs and the survey information collected in this study, the drive alone mode for the trip to work by employees in the Lloyd District had decreased by 7 percent. For the District as a whole, the drive alone commute share is about 56 percent. These are remarkable achievements.

This study updates a 10-year longitudinal study investigating TV's portrayal of minorities and women on prime time television. Prior studies focused on the types of roles held by performers. This study extends prior research, examining not only the types of roles held by performers, but also networks' preference for women and minorities and the genre that most often feature women and minorities.

Data were collected for a consecutive five-week period from February 19, 1997 to March 14,1997. From this sample 40 dramas and 115 situation comedies were recorded and coded. Programming was taken from shows that aired in the Pacific …

Developing culturally supportive long-term care services for Native American elderly has gained increasing attention on the federal level. On the state level, Oregon's Senior and Disabled Services Division (SDSD) possesses a federal Medicaid waiver that allows for the development of home and community-based long-term care services. While this waiver is culturally neutral, its value is that it would allow tribal governments within Oregon to develop their own culturally supportive home- and community-based services, yet none have done so.

The purpose of this paper is to develop a framework and principles for sharing of transportation data. The framework is intended to clarify roles of the various participants and the principles are intended to provide guidance for the participants. Both the framework and the principles are based on a GIS-T data model that defines relations among transportation data elements. Why is independence a central theme for proponents of assisted living facilities? How do assisted living providers respond to this theme? These questions are pursued in an ethnographic study centered on Oregon's assisted living program. Assisted living facilities (ALF), defined and monitored by Oregon's Senior and Disabled Services Division (SDSD), are a type of housing for disabled, primarily elderly, persons. Oregon Administrative Rules (OAR-411-56) define independence, requiring ALF providers to support resident independence.

The National Institute of Standards and Technology’s Electronic and Electrical Engineering Laboratory (NIST/EEEL) program supports the development of mathematical models for several classes of semiconductor devices. This study presents the results from a microeconomic impact assessment of the development of mathematical models for the design of insulated-gate bipolar transistor (IGBT) semiconductor power devices. NIST/EEEL’s IGBT mathematical modeling program (referred to as the NIST IGBT modeling program) has led to significant economic benefits. These benefits include: improvements in R&D efficiency, decreases in transaction costs, decreases in production costs, and improvements in product quality.

The objective of this study was to assess the costs of imperfect interoperability to the U.S. automotive supply chain and to describe the sources of these costs. By understanding the sources and magnitude of inefficiencies caused by interoperability problems, NIST can better determine the potential impact of its programs and focus them to maximize program effectiveness. This study estimates that imperfect interoperability imposes at least $1 billion per year on the members of the U.S. automotive supply chain. Using hierarchical linear (HLM), we analyzed individual developmental trajectories of disruptive behavior problems between ages 3.5 to 6.0 years for 183 children of adolescent mothers. We examined how the level of problem behavior (intercept) and the rate of change over time (slope) are influenced by child's sex, mother's depression/anxiety symptoms, and mother's use of negative control for regulating child behavior. On average, disruptive behavior decreased from age 3.5 to 6.0. Child sex and maternal depression/anxiety related to the level of behavior problems but not to the rate of change. Boys and children of more depressed/ anxious mothers exhibited higher levels …

Nationally, as well as locally, the emphasis in public assistance is to assist clients in becoming job ready. To this end, Oregon received waivers necessary to implement an innovative welfare reform effort, JOBS Plus Program (JPP), in 1994. The JPP provided subsidized employment for welfare recipients through the cashing out of public assistance benefits and Food Stamp monies. Employers were required to provide an on-site mentor for subsidized employees as a condition of agreement to participate in the Program.

There are two parts to this paper. The first part examines the impact of arms transfers on the conflictual behavior of third world recipients. I conceptualize conflict as a multiplicative function of total arms imports and the extent to which the recipient is dependent on relatively few arms suppliers. My hypothesis that arms imports encouraged belligerence but that arms-transfer dependence diminished this effect is not widely supported by my time series analyses: only twelve of 86 countries analyzed exhibit this dual pattern. This project examines Holgate Lake. Despite its natural hazard characteristics, the Holgate Lake area has not been immune to development pressure. Holgate Lake is an intermittent water body that forms when groundwater levels rise. Historical accounts show that the lake has formed at many different times in the last century. Because the lake fluctuates with the groundwater level, it is not necessarily present from year to year. Oregon's population grew at an average annual rate of 1.81 percent during the 1990 to 1998 period. The total population increased by 425,000 during the eight-year period, reaching a population of 3,267,550 on July 1, 1998. Current annual rates of growth are above the U.S. national average of 1.04 percent.

Most of the way through the 1990s, the Oregon counties experiencing the fastest average growth rates are located along the 1-5 corridor and in central Oregon. This paper examines how the first decade of light rail transit (LRT) in the Portland region has affected auto ownership, mode share, density, and property values. The empirical analysis provides evidence that light rail has had some positive effect of rail on single-family property values, transit use, and slower growth of two-plus car households in the outer part of the LRT corridor as compared to an outer part of a parallel bus corridor. These effects may be the result of households self-selecting to make housing location decisions where LRT is located, rather than current households changing mode.

Throughout the twentieth century, the Brazilian military has gone to great lengths to conceal its use of terror. The armed forces have kidnapped journalists, censored newspapers, and threatened authors. Such censorship and silencing have not only limited criticism from powerful social groups, but have also enabled the military to defend political myths that are in its interest. To date, however, few scholars have carefully examined military terror in Brazil, although testimonials abound. The selection and management of rock for roasting ovens, hearths, and sweat lodges were not trivial concerns for prehistoric households. The results of replicating a camas roasting oven are used to address the use-life and use-stages of fire-cracked rock. We concluded that the industry associated with the procurement and management of fire-cracked rock in the Pacific Northwest required significant quantities of labor and expertise to manage the raw materials and camas roasting byproducts. Recording the technological performance characteristics of fire-cracked rocks, including composition, size, and durability, is a necessary step to interpret and compare fire-cracked rock features at archaeological sites.

This is the preliminary report, one in a series on the archaeology of the Wapato Valley region of the Lower Columbia River. Most of the reports discuss aspects of the excavations and archaeology of two sites, the Meier site (35CO5) and Cathlapotle site (45CL1). Other related topics are also treated.

Archaeological investigations at site 45CL1, Clark County, Washington, demonstrate that the locality is a very large (c 1.5ha), deeply stratified (2-4m) town site with an occupation spanning at least 1000 years (c. AD 1000 to 1840). Six large, complex depressions have been mapped. Test excavations show that these depressions represent …

This chapter, included in Indians, Fire and the Land in the Pacific Northwest, published by the Oregon State University Press in 1999, explores fires set by the aboriginal inhabitants of the Willamette valley.

In 1971, geographer Carl Johannessen and colleagues at the University of Oregon published an article, "The Vegetation of the Willamette Valley," which proposed that, prior to European contact, the Willamette Valley, though surrounded by dense forests of Douglas-fir, was an open oak.savanna grassland. They also presented historical evidence to show that these prairie grasslands were maintained by annual fires set by the aboriginal inhabitants of the …

The project is intended to help revitalize Chinatown and provide needed services to Portland’s Asian community. To aid the Committee in achieving their goals, four Masters students in the Professional Planning Workshop at Portland State University completed a needs assessment of Chinese-American seniors in the Portland metropolitan area. This article examines the ways in which families with employed caregivers and children with emotional and behavioral disorders manage to meet the demands of employment and family responsibilities. Finding a fit between the demands of work and family life is a struggle for every employed mother and father. For parents whose children have emotional, behavioral, or mental disorders, meeting this challenge can prove extremely stressful, particularly since supportive services are notably lacking.
