Economics Of Overloading And The Effect Of Weight Enforcement: Research Note, James G. Strathman

This note describes the economic rationale for exceeding weight limits by motor carriers in the face of weight enforcement activities. Patterns of weight enforcement practices by states are identified reflecting differences in enforcement intensity and the severity of penalties imposed for exceeding weight limits. Statistical analysis of weight enforcement data shows that the marginal effects of enforcement intensity and penalties are similar in deterring overloading, with most of the enforcement-related deterrence attributable to the use of portable/semi-portable scales.

Since the passage of the Highway Safety Act of 1966, state departments of transportation have engaged in systematic safety improvement planning and programming. According to Davis (2000), the general approach to safety improvement planning employed by most states follows six principal steps:

1. Identification of hazardous roadway locations using crash records;

2. Detailed engineering study of selected hazardous locations to identify roadway design problems;

3. Identification of potential countermeasures;

4. Assessment of the costs and benefits of potential countermeasures;

5. Implementation of countermeasures with the highest net benefits;

6. Assessment of countermeasure effectiveness following implementation.

The existence of thriving and numerous small businesses is instrumental to generating wealth within a community. They provide a diverse employment base for local residents, leading to greater economic stability. Small businesses create opportunities for keeping dollars circulating within the community, multiplying the benefits of those dollars. Creating such internal-multipliers within the economy of a community is a strategy for strengthening the community as a whole. This benefit extends to communities of color, immigrant communities, ethnic minority communities, and sexual minority communities.

In February of2001, Sustainable Communities Northwest (SCNW), a local nonprofit housing developer specializing in sustainable development, contacted Portland State University's Planning Workshop with a request for assistance. Sustainable Communities Northwest was interested in the possibility of converting an apartment building into condominiums to create affordable homeownership opportunities for low-and moderate-income families. ]nspired by recent market rate cohousing projects in Portland and elsewhere, SCNW was also seeking to incorporate aspects of community-oriented housing into this development. This project is a plan to transform an under-utilized parcel of public land into a community asset. Through the analysis of construction, funding, site constraints, maintenance and stewardship options, the project team created a design concept and implementation plan for a parcel of land adjacent to the Interstate 5 freeway. The project team solicited input from community residents through a public involvement process and created an advisory committee consisting of stakeholders to provide guidance for the project. As metropolitan Portland continues to develop over the next 20 years, transit options will need to be expanded to meet the growing demands on the region's transportation system. Some outlying portions of Southeast Portland, specifically, the emerging communities of Pleasant Valley and Damascus, have been designated by Metro as areas that should be planned to accommodate future increases in population. Both Metro and Tri-Met have expressed a desire for Bus Rapid Transit (BRT) service to this area from downtown Portland, within a corridor roughly following SE Powell Boulevard and Foster Road.

Globalization, spurred on by capitalist principles, seeks the integration of countries and their economies into a single global market. Global integration has impacted countries in many ways, often negatively. Phenomena such as the illicit trade in weapons, drugs, and people for their sexual and/or physical labor, have also been facilitated by globalization. Specifically examined in this study were a) patterns of sex trafficking of women and girls in four countries: India, Nepal, the Philippines, and Thailand, and b) the various ways globalization has both impacted women's status within these countries and facilitated the sex trade.

The expansion of managed care, which is premised on containing costs while maintaining market share, represents a radical transformation of the U.S. health care system. A central question for medical sociologists is to determine how the changes brought by managed care influence health insurance and health care options. In evaluating the impacts of managed care, obstetrics is a particularly important site of study. This study suggests that the structure and function of children's peer and friendship groups differ. Participants were an entire cohort of sixth grade students (N = 366) from 13 classrooms in a small upstate New York town. Children reported about peer groups, friendships, and their own (behavioral and emotional) engagement. Binomial z-tests were used to identify the peer group structure across all 13 classrooms. Friendship groups were identified from reciprocal nominations of (a) very best friends, (b) best friends, (c) good friends, and (d) friends also friends in class, in school, and outside of school. On January 1, 2000, the Amateur Softball Association of America (ASA) imposed maximum bat performance limitations on commercial softball bats. The ASA adopted a testing standard defined by the American Society of Testing and Materials (ASTM) to determine the bat performance factor (BPF), a normalized coefficient of restitution that must be less than 1.2 for the bat to be eligible for ASA sanctioned events.

The ASTM standard requires that the softball strike the bat, which is free to rotate in the horizontal plane, at 26.8 mfs ± 0.3 mfs (88 ftfs ± 1 ftfs) with little or no spin. The …

Over the past decade, the adoption of Advanced Public Transportation System (APTS) technology has been motivated by transit providers’ desire to improve service reliability as well as to identify potential savings from improvements in scheduling and service planning. Casey (2000) reports that Automatic Vehicle Location (AVL) systems, a cornerstone of APTS, have been deployed by 61 transit agencies as of 1998.

Transitions are difficult for all of us, but for children and youth with emotional and behavioral challenges, transitions are often both more difficult and more frequent than for their peers. Even “normal”, age-defined transitions such as the transition to kindergarten or the transition to independent living are often extremely difficult for children and youth with emotional and behavioral challenges, and for their families or other caregivers. Transitions—accompanied by the disruption of routine and the need to interact with unfamiliar people—are precisely the types of situations that are often most unsettling and stressful for these children.

This article assesses late-20th- and early-21st-century Portland, Oregon's distinctiveness as a city that supports education, environmental quality, and civic pride. Rated highly in such indicators as libraries, parks, voter turnout, and newspaper readership, Portland has enjoyed its reputation for having a high degree of "social capital" and civic activism. On the other hand, the quality of life has come at the expense of urban growth, weak labor unions, and a loss of local businesses taken over by national corporations. Its success, however, rests on strong public support for the community and a sense of pragmatism rather than ideology.

This investigation sought to understand religious disengagement among young adults in the U.S. Specifically, it addressed the following questions: How can the trend toward religious disengagement among young adults in the 1990s be explained?

In an attempt to answer these questions, several existing models and perspectives which attempt to explain the social causes of religious disengagement among young adults were presented. These are the following: age-based, social learning, traditional beliefs, the family-life cycle, religious innovation, localism and deprivation.

These models and perspectives were combined to create several hypotheses, which were then tested with data collected from General Social Survey (GSS). …

The Portland metropolitan region has planned and implemented transit-oriented developments (T.O.D.) along light rail alignments and traditional transit corridors based on the assumption that promoting mixed-use, high density residential development close to transit will reduce vehicle trips, lessen congestion, and reduce air pollution. Oregon has state and local transportation policies that rely on alternative modes of travel to help reduce vehicle trips, yet there is little documentation on how effective T.O.D.s are at actually reducing vehicle trips and total vehicle miles traveled. Library Faculty and Staff Publications and Presentations

Faculty, student, and library staff attitudes toward credit courses, as well as various other instructional methods, for teaching library and research skills were assessed. A surprising number of faculty and students did not know about the courses offered. Although other methods, such as Web tutorials and written guides, are preferred, credit courses may still be considered a viable option. To be successful, the courses must be well marketed to both faculty and students, and their importance and content must be clearly understood by faculty advisors.
