Many science fiction writers depend on the multiple narratives of the American West as templates for framing their understandings of the future. This essay examines the ways in which the western homesteading story has been adapted in fictions about future planetary settlement. It argues that the increasing complexity of these treatments reflects the deepening awareness of the ambiguities of the American homesteading experience and parallels many of the insights of the 'new western history.' Highway interchanges provide the interface for and moderate access to the surface street system and help control congestion. Understanding the relationship between land use and transportation near highway interchanges can help to direct resources where they are most needed to maintain the integrity of the adjacent road system. This paper characterizes and ranks highway interchange areas in the Portland, OR Metropolitan Planning Organization (MPO) area with respect to changes in traffic volume and determines what factors are associated with these impacts. In most states, police officers and trained investigators complete crash reports for nearly all reportable crashes that occur on public roads. Many states have made significant improvements in the quality and timeliness of their crash data systems by implementing, in addition to other improvements, electronic filing of these reports by police officers. Oregon relies on citizen reports for a majority of their crash data and paper forms must be submitted to the responsible state agency and are then manually coded into the crash data system. Mount Hood is an Oregon icon. The mountain has as long and rich a history of recreation and tourism as almost any other place in the American West. But contemporary landscapes on Mount Hood reveal a recreation and tourism industry that has struggled to assert itself, and a distinct geographic divide is evident in the manner in which tourism has been developed. For decades, states have tried to reorganize their human service agencies in order to more effectively coordinate and integrate client services. Despite appearing to be a reasonable undertaking, previous studies indicated that such efforts met with only limited success (Dunkle & Surles, 1998; Pindus et al. 2000; Rabin & Steinhauer, 1988; GAO, 1992; Lynn, 1980; Owens, 1985).

Forest Park, a 5,000 acre heavily-forested park within the city limits of Portland, Oregon was selected as the study area for performing a fire simulation analysis. A well-documented fire swept over a large area of the park in 1951, and provides both direct inputs, including the ignition point, and context for the present day fire simulations. The goal of the research was two fold. First, determine the difference between small area simulations using standard and custom surface fuel models. This study explores how the use of complex decorative geometric patterns in Islamic architecture spatially relates to advances in the fields of science and philosophy in the Islamic world between the ninth and fourteenth centuries. This project examines hypotheses developed by vario~s scholars on the forces that shaped the use of these patterns (known as the geometric mode) in Islamic architecture. The prevailing assumption that advances in mathematics contributed to the use of the geometric mode is used as a starting point for subsequent analysis.

Financial Development And Financial Liberalization In Asia: Thresholds, Institutions And The Sequence Of Liberalization, Hiro Ito

I investigate whether financial openness leads to financial development after controlling for the level of legal/institutional development, and whether trade opening is a precondition for financial opening, focusing on Asia. Utilizing a panel encompassing 87 less developed countries over the period 1980 to 2000, I find that a higher level of financial openness spurs equity market development only if a threshold level of legal development has been attained, a condition prevalent particularly among emerging market Asian countries. On the issue of sequencing, trade openness is found to be a prerequisite for successful inducement of financial development via capital account liberalization.

The Río Plátano Biosphere Reserve, a tropical rainforest reserve in the northeastern corner of Honduras, is home to several subsistence-based indigenous groups, including the Miskito, Pech and Garifuna, as well as the non-indigenous Ladinos. Communities within the reserve depend on forest resources, swidden agriculture, marine resources and/or small-scale ranching as the foundations for local economies. Regulations placed on these subsistence practices, after establishment of the biosphere reserve in 1980, have created unique and new pressures and resulted in a blend of traditional and innovative resource use. How do deliberators reason together on what is best? Planners, policy analysts and community developers should know how to recognize the validity of participatory deliberations claimed to give groups voice in policy decisions. Policy analyses have lost power in the face of postmodern critiques of objectivity. Practical policy analyses require more than objective validity for they express results of what Jürgen Habermas refers to as normative rationality. This study followed John Forester's recommended research agenda for rigorous empirical analyses of policy process deliberations using Jürgen Habermas' Theory of Communicative Action. Although humane education, promoting children's kindness toward animals, has been evaluated as a factor influencing children's kindness toward humans later in their life, the effect of a classroom pet hasn't been well studied. The current study investigated the influence of intensified daily interactions with living animals in the classroom on the development of empathy among Japanese children. Specifically, the study examined (a) the effect of introducing animals into the classroom on children's empathic behaviors and attitudes, and (b) the generalization of this animal-directed empathy to humans.

Contributing to the research on the topic of the media, public opinion, and public policy, this research investigated the question: Given the environment's relatively bipartisan backing and the public's support for a stronger environmental protection agenda, how can an environmental policy direction apparently incongruent with public opinion be maintained?

We extend our earlier work, focusing on the links between capital account liberalization, legal and institutional development, and financial development, especially that in equity markets. In a panel data analysis encompassing 108 countries and twenty years ranging from 1980 to 2000, we explore several dimensions of the financial sector. First, we test whether financial openness can lead to equity market development when we control for the level of legal and institutional development. Then, we examine whether the opening of the goods sector is a precondition for financial opening. Finally, we investigate whether a well-developed banking sector is a precondition for …

Purpose: To understand attitudes that may affect health care workers' ability to provide appropriate long-term care for patients who stay with abusive partners.

Methods: We surveyed 278 health care workers in 31 primary care practices before their participation in an educational intervention.

Results: More than half of participants (51% to 60%) found it easy to empathize with a patient who decided to remain in an abusive relationship if the patient was described as poor or disabled, but few (25% to 39%) could empathize if the patient was described as educated or financially secure. During the past few decades, the populations of many U.S. and European cities have shown the same residence and workplace mobility patterns: Annually, approximately 10 percent of the population changed residences and approximately 20 percent of employed workers changed workplaces within the same metropolitan area. According to a U.K. transportation panel survey, annually, about 20 percent of commuters changed their commute mode.

Reconstructability Analysis (RA) is a method developed within the systems community for analyzing nominal (or discretized) data. RA both overlaps and extends Log-Linear (LL) modeling, and the purpose of this talk is to introduce RA to researchers unfamiliar with it. Two aspects of RA will be focused on: (1) its use for exploratory, as opposed to confirmatory, modeling – searching for good models in a vast space of possible models, and (2) state-based RA – analyzing data not in terms of relations among variables but in terms of relations among specific states of variables.
