School District Enrollment Forecast Reports

The North Santiam School District (NSSD) covers about 100 square miles of Marion and Linn Counties in Western Oregon, and includes the communities of Lyons, Mehama, Stayton, and Sublimity. The area served by the District has experienced sustained growth in population, housing, and public school enrollment in recent years. This report presents the results of a forecast conducted by the Portland State University Population Research Center (PRC) indicating that NSSD enrollment will continue to grow during the next twenty years. PRC’s methodology links enrollment trends with the area’s population dynamics. Population and housing are closely related to access to jobs. …

The power sector is experiencing profound changes worldwide as policies are enacted to address the linkages between energy use and environmental degradation, as well as improve energy security and local economic development outcomes. This research examines the carbon dioxide (CO2) cap and the renewable energy quota in the United Kingdom's power sector using a constrained optimization model of the U.K. electricity grid. Scenarios simulate the dynamic nature of the supply curve for CO2 mitigation based on the availability of nuclear technologies, energy efficiency investments, fossil fuel prices, and access to emissions reductions from the EU CO2 Cap.

Highlighting presidential values brings to center stage the leadership dimension of foreign policy. Because values play an instrumental role in the policy process, understanding the dominant values of powerful leaders is crucial to sustaining democracy at its most basic level. An empirical study of public statements on Iraq by Presidents Bush, Clinton, and W. Bush from August 2, 1990, the date Iraq invaded Kuwait, through March 19, 2003 provides the data for analysis. The Population Research Center has prepared district-wide and individual school Enrollment Forecasts for the Portland Public Schools (PPS) for the past 7 years. This year’s forecast relies on October 2005 PPS enrollment figures. It considers several factors that are likely to affect the school district's enrollments between the October 2005 and 2015, including the future number of births, net migrants, and the proportion of school-age children and youth enrolled in the public schools. The forecasts do not take into account local factors such as changing school programs or future school reorganizations that may have a significant effect on an individual …

The Hillsboro School District (HSD) has experienced enrollment growth throughout the 1990s and 2000s. This report presents the results of a forecast conducted by the Portland State University Population Research Center (PRC) indicating that HSD enrollment will continue to grow during the next ten years. PRC’s methodology links enrollment trends with population dynamics and housing development. Population and housing are closely related to employment levels. By itself, the District’s past growth is no guarantee of future long-term growth, but in the context of expected employment, population, and housing growth, enrollment is likely to continue to increase at all grade levels. …

Access to assisted suicide has been the center of a federal standoff between Congress and the state of Oregon since 1998, but few academic papers on American federalism acknowledge this development. Through the initiative and referendum process, Oregonians gave themselves the right to assisted suicide in 1998. Congress reacted immediately, attempting to overturn the Oregon law with national legislation. By historical and constitutional precedent states control issues related to events of daily life such as birth, death, marriage, and healthcare issues. Empirical studies on the link between land use characteristics and travel behavior may generate biased estimates when the choice of residential locations is influenced by mode preference (i.e., residential self-selection). Without appropriately addressing this matter, the effects of land use characteristics on travel behavior may be overestimated. This study aims specifically to address the residential self-selection problem related to transit service. It also aims to take into account the effects of density and transit service at the origin and destination on mode choice because the level of transit service is often correlated with density. The subject of public art has been prolifically but narrowly discussed in conjunction with controversies over particular public artworks. To investigate more broadly the complex aesthetic, institutional, social and political dimensions of public art, I examine a pluralistic landscape comprising nine arts organizations in the Portland, Oregon metropolitan region. A neo-Marxist framework defined by David Harvey organizes the case findings into four topics: material practices or public art outcomes; beliefs, values and desires; institutions and their rituals; and power and social relations.

As the 60th anniversary of the liberation of the German concentration camps is commemorated this year, it seems fitting, with this conference being held in Europe, to call attention to this unique and interesting body of literature.

On February 1, 1994, the state of Oregon implemented its landmark health reform legislation---the Oregon health plan. The plan was conceived as an insurance program which uses a prioritized list of treatment protocols to ration health care services to Oregon's poor residents.

Nurse plant and object facilitation is an important factor mitigating abiotic stress, improving seedling recruitment, and shaping the fine-scale spatial patterns of many plant communities. I investigate the role of facilitation on lodgepole pine regeneration following blowdown in central Oregon. My objective is to examine the importance of nurse objects on seedling recruitment under varying stand conditions. Road-kill of wildlife is common on Portland, Oregon's suburban fringe where development has increased road densities and traffic volume in rural areas. I identify the spatial and temporal patterns of black-tailed deer (Odocoileus hemionus columbianus) deer-vehicle accidents (DVA) at the suburban/rural interface of developing northwest Clackamas County using deer carcass pickup reports for county maintained roads for 1997-2004 and Oregon Department of Transportation deer-vehicle accident reports for 1996-2004. No black-tailed deer DVA models exist in the literature.

DVA increased 121% from 1997 to 1999 followed by a 26% decline by 2004. The initial DVA increase appears related to …

The purpose of this report is to summarize price trends from 1990 to 2005 in vacant land zoned for single family development in the Portland region. While regional housing prices are compiled, tracked, and reported on a regular basis by sources like the Regional Multiple Listing Service (RMLS), information on trends in vacant land sales remains dispersed among independent builders, county assessors, and appraisers. As a consequence, while current and accurate information exits to inform a discussion about regional and local housing policy, relatively limited information exists on which to base discussions of regional and local land policies.

The nature of engagement between American campuses and communities is contested. This article is an invitation to reconsider why community-campus partnerships often look so different and have diverse and sometimes negative outcomes. Using a cultural theory approach (Thompson, Ellis, & Wildavsky, 1990) to elucidate the four main cultural frames that inform human behavior--hierarchist, individualistic, fatalistic, and egalitarian--this treatment maps these frames onto the broad terrain of community-campus partnerships. This exploration enables service-learning and other partnership building practitioners to more clearly recognize and understand the preconceptions that influence partners' approaches. We elucidate select mechanisms that support curricular-community interactions, known at PSU as "community-based learning." The term “urban blight” conjures up images of the stereotypical devastated American inner city: drunks and drug addicts sitting against graffiti-splattered walls, decaying buildings with broken windows that nobody bothers to replace, and alleyways layered with decades of discarded liquor bottles and other debris symptomatic of poverty and hopelessness. “Urban renewal,” which federal, state and local governments have used to combat blight since middle of the 20th Century, has itself become a phrase loaded with negative connotations, because many efforts to improve “slums” only ended up aggravating poor neighborhoods’ problems with crime and economic dysfunction. “Urban blight” and “urban renewal” …

Created in the aftermath of Measure 37, the Russill Fellowship is aimed at examining non-regulatory land use planning tools and their potential application in the Portland Metropolitan area, with a particular emphasis on habitat conservation. The above-mentioned ballot initiative and the larger private property rights movement have given an indication that Oregon voters perceive inequities in the State’s land use planning system. It is also clear that Oregonians still place a high value on the conservation of our state’s natural resources. New Urbanist neighborhoods aim to improve sustainability by reducing automobile use, increasing walking and cycling, increasing the diversity of land uses and people, and increasing social capital, through strengthened personal and civic bonds. With more New Urbanist communities being constructed, it is now more feasible and necessary to evaluate their success. Much of the existing research uses older, traditional neighborhoods as a proxy for New Urbanism. Cities in the United States have never known the direct effects of total war. Lacking this bitter experience, Americans have had to imagine the impacts of catastrophic warfare on their urban centers. This paper examines fictional depictions of future warfare as it has been imagined to affect U.S. cities, particularly since 1945. It draws on films, short stories, and novels from the "thriller," "future war," and science fiction genres to explore common assumptions and underlying attitudes about cities and city life. It finds that cities are conspicuous by their absence from such stories of future war and its impacts. Cities …

Combining Linear Regression With Reconstructability Analysis: A Study Of Differences In Health Status, Renato Carletti, Martin Zwick

A linear regression model was used to predict variations in health status with the hypothesis that literacy level as a proximal measure for educational attainment would show a strong correlation with health status. Groups of other independent variables have also been introduced in the model to test whether the effect of literacy on health would have been mediated by other factors, or increased by them. The linear regression model did not show any strong relation between literacy and health, but pointed to other factors as predictors of health status.
