School District Enrollment Forecast Reports

Since the Oregon Trail School District (OTSD) was formed in 1997, overall K-12 enrollment has changed very little, with very small increases or decreases in most years. The K-12 total of 4,164 in 2006-07 is 164 students (3 percent) below the 1998-99 peak, but nearly identical to the total seven years ago in 1999-2000. This report presents the results of a study conducted by the Portland State University Population Research Center (PRC) concluding that the most likely scenario for future OTSD enrollment is for continued stability in K-12 enrollment during the next five years until 2011-12, and modest growth in …

The City of Gresham Parks & Recreation Division (GPRD) requested that the Portland State University Population Research Center (PRC) prepare a demographic profile, population forecasts, and parks and natural areas access analyses (‘parks access’) for the City of Gresham and its Springwater and Pleasant Valley planning areas. The study will inform GPRD’s Parks, Natural Areas, and Trails Comprehensive Planning effort, currently underway.

This article explores the ways academic libraries can exploit Web 2.0 technologies and techniques to create Current Awareness Service (CAS) mashups for campus virtual environments. Described are Portland State University Library's efforts to create a CAS site called "Topic Watch;" the criteria used to select humanities and business content for the project; and an overview of the technology employed to combine data from disparate sources into the service. Also summarized are the challenges and issues the library faced during development and future steps to be taken to incorporate the new resource into the campus virtual environment.

The youth explosion of the mid-1960s that spawned the hippie counterculture also bred fear among older Americans, many of whom viewed the cultural dissenters as immoral, deviant, and criminal. Some in the ranks of government shared this view and felt duty-bound to oppose the counterculture. This thesis examines one example of a municipal government and the series of policies it pursued to address the threat of a "hippie invasion" into the Lair Hill neighborhood in Portland, Oregon in 1968. After a period of slow growth in the late 1990s, total enrollment in the North Marion School District (NMSD) has grown by an average of 2.5 percent annually over the most recent six years from 2000-01 to 2006-07. During the period, all schools have added enrollment, and the K-12 total has increased by 270 students, from 1,670 to 1,940. The Pacific Northwest of the USA is dependent on seasonal snowmelt for water resources that support its economy and aquatic ecosystems. Increased temperatures resulting from higher concentrations of atmospheric greenhouse gases may cause disruptions to these resources because of reductions in the annual snowpack and the earlier occurrence of seasonal snowmelt. We applied a Geographic Information System (GIS)-based distributed hydrologic model at a monthly scale to assess the effects of future climate change on runoff from the Upper Clackamas River Basin (UCB; located near Portland, Oregon, USA). School District Enrollment Forecast Reports

After a period of sustained enrollment growth from the late 1980s through the 1997-98 school year, total enrollment in the Junction City School District (JCSD) has fallen in eight of the past nine years. During the period, all schools have lost enrollment, and the K-12 total has decreased by 248 students, from 2,083 in 1997-98 to 1,835 in 2006-07. This report presents Enrollment Forecasts prepared by the Portland State University Population Research Center (PRC) exploring three possible scenarios for JCSD enrollment during the next five years, each with a unique assumption about the pace of expected housing development.

Global Current Account Imbalances: American Fiscal Policy Versus East Asian Savings, Menzie David Chinn, Hiro Ito

We consider the origins of global current account imbalances. We first discuss how the expansion of the US current account deficit and the decrease in global real interest rates can be reconciled with the widespread view that American expansionary fiscal policy is partly the source of current trends. We then investigate empirically the medium-term determinants of the current account using a model that controls for factors related to institutional development. In addition to the conventional macroeconomic factors, we examine a series of environmental factors, including the degree of financial openness and the extent of legal development. Determinants Of Substance Abuse Among Incarcerated Adolescents: Implications For Brief Treatment And Crisis Intervention, Stephen J. Tripodi, David W. Springer, Kevin Corcoran

This study assessed the determinants of substance abuse among incarcerated youth. Because substance abuse is a predictor of incarceration and conduct disorder is known to increase the chances of youth abusing substances, the purpose of this study was to determine what seminal symptoms of conduct disorder seem to be the risk factors for substance abusers among incarcerated youth. Data were collected on 83 youth in southern Oregon, 74 males and 9 females. Logistic regression found the overall model containing 6 symptoms of conduct disorder to be significantly related to substance abuse (p , .001). When looking at the 6 symptoms …

Using a power transition perspective, this presentation analyzes the regional and global implications of different enlargement formulations of the European Union (EU) during the first half of the 21st century. First, it assesses the consequences of expanded EU membership with varying enlargement scenarios on global power distributions and considers the EU's position in the new world order. Next, it examines EU's external economic and security relations and considers how they might be affected by future enlargement of the Union.

Every two years, the Institute of Portland Metropolitan Studies (IMS) conducts two surveys to identify the critical issues in the six-county region that is its service area. A scientific telephone survey of the general public is conducted by the Portland State University Survey Research Laboratory. A second mail survey of opinion leaders is done by the Institute staff asking the same questions as in the phone poll. The comparative results are published in the IMS Briefing Book.

Finding solutions to complex health problems, such as obesity, violence, and climate change, will require radical changes in cross-disciplinary education, research, and practice. The fundamental determinants of health include many interrelated factors such as poverty, culture, education, environment, and government policies. However, traditional public health training has tended to focus more narrowly on diseases and risk factors, and has not adequately leveraged the rich contributions of sociology, anthropology, economics, geography, communication, political science, and other disciplines. The Canby School District (CSD) enrolled 5,075 students in Fall 2006, a decrease of 171 students (3.3 percent) from Fall 2005. Much of the K-12 decrease was due to a relatively small kindergarten class entering and a record large 12th grade class graduating. Also, unlike most previous years, the District did not have a net gain of students due to migration of families with children. The litigation resolving the 2000 election received extensive attention, but there was also an increase in pre-election litigation in 2000, suggesting an increased reliance on courts even prior to Bush v. Gore. Did this trend of judicialization of presidential elections in the United States accelerate in 2004? To answer this question, we collect data on pre-election litigation from 1992, 1996, 2000, and 2004. Our findings show that the rate of prospective litigation increased dramatically in the 2004 election, even accounting for state and federal electoral reform from 2001-2004. Beyond the increase in raw numbers, we find that the litigation was …

Nonregulatory land use planning tools can be effective for achieving statewide planning goals, but only in a regulatory context. Measure 37 makes that regulatory context problematic, with planners’ flexibility in making regulatory changes stymied. To conserve wildlife habitat after Measure 37, Oregon’s planners need to turn to these non-regulatory tools. One such tool is transferable development rights (TDRs). TDRs equitably preserve the ecosystem services of rural lands and promote efficient land use patterns. A rural property owner “transfers” her development rights to an urban developer by placing a conservation easement on her property and accepting payment from the developer, who …

With over 7,500 claims covering 750,000 acres of farm and forestland, Measure 37 claims harbor the potential to change the landscape in Oregon. The majority of these claims are located in the Willamette Valley, where growth pressures and the value gradient between land for farms and land for residential development is great. This paper explores those relationships by describing and mapping the claims in terms of location, size, and current and proposed use, and then analyzes factors that appear to be driving the claims. Multi-Stakeholder Collaborative Learning and Action (MCLA) is defined as a type of multi-stakeholder process that convenes diverse system members for the purpose of increasing individual and system knowledge and facilitating individual and collaborative activity supportive of movement toward a shared vision or goal. Despite increased theoretical and practitioner attention to the topic, questions remain regarding what reasonably to expect from MCLA processes and how best to design them.
