Western juniper (Juniperus occidentalis var. occidentalis) has been expanding its biogeographic range since the mid-1800's, resulting in decreased biodiversity, altered wildlife habitat, increased soil erosion, reduced stream flows and reduced forage production. The direct causes of western juniper aforestation are unclear but appear to be related to altered fire regimes, over grazing, and climatic shifts.
This study seeks to determine how Landsat images combined with Digital Orthoquads (DOQs) can be used to examine the geographic distribution of western juniper. Satellite imagery has yet to be applied to the large scale mapping of western juniper aforestation, resulting in the lack of …

Despite four decades of national policy interventions, equal access to postsecondary education has not been achieved. Though gains have been made, students of color, low-income students, and first generation students are still excluded from postsecondary participation. Early intervention programs and privately funded scholarships are among the many public and private voluntary responses to this problem.
Oregon's state-supported, school-based, volunteer mentoring program for equalizing postsecondary opportunities grew out of a long-standing partnership between a state administrative agency and statewide community foundation. Phoenix-Talent School District Population And Enrollment Forecasts, 2008-09 To 2017-18, Portland State University. Population Research Center, Charles Rynerson, Vivian Siu, Joseph Smith-Buani
School District Enrollment Forecast Reports
The area served by the Phoenix-Talent School District (PTSD) has experienced population and housing growth in recent years, but the District’s K-12 school enrollment of 2,708 students in 2007-08 was five percent lower than its 1999-00 peak of 2,839. The enrollment decline is largely attributed to the smaller elementary classes of the early 2000s, compared with the peak enrollments of the middle to late 1990s. Middle school enrollment peaked in 2003-04, and high school enrollment peaked in 2005-06. Although secondary school enrollment has been declining in the past few years, elementary enrollment has been relatively stable since 2002-03. The number …

X Is A Journey: Embodied Simulation In Metaphor Interpretation, L. David Ritchie

This essay compares simulation-based accounts of metaphor processing recently proposed by Gibbs (2006a) and Ritchie (2006), using examples of metaphors based on the metaphor vehicle "journey" from four different texts. From analysis of these different examples, it is concluded that simulation may come into play at different levels, depending on the metaphor and the context in which it is used. Further, it is suggested that the imaginative simulation of the object or action named by a metaphor vehicle, proposed by Gibbs, incorporates a partial subset of detail-level perceptual simulators. Although mothers who are economically disadvantaged have high rates of emotional distress, the rate of their use of mental health services is relatively low. What accounts for this underutilization of care? Although there is evidence that insurance coverage and access to care account for some of this disparity, barriers to mental health services reach beyond basic access issues. When considering why some choose to seek mental health care while others do not, it is important to consider treatment acceptability among low-income mothers.

Portland has emerged as a national leader in bicycle commuting, public transit use, and innovative land use planning which encourages public accessibility to transportation alternatives while minimizing the impact on the environment. With the onset of globalization, the economic contexts and working conditions within many countries are changing, presenting new challenges' for governments, organizations, and workers. Amid these challenges, concerns about personal finances are prevalent among employees and detrimental to workers' health, well-being, and families. Research on how this financial stress affects employees at work is lacking.
In this thesis, I propose an appraisal-based model of financial stress whereby actual income and expenses are related to perceptions of income adequacy to afford wants and needs. This project considers the socio-economic impacts of the new highway user fee structure made possible by advanced technology. The fee structure also has implications for land use and healthy communities ( urban/rural, income distributional, and environmental impacts). The 2001 Oregon Legislature created the Road User Fee Task Force (RUFTF) to make recommendations regarding a potential replacement for the gasoline tax. A vehicle mile tax has subsequently been proposed as the replacement. Preliminary work has been devoted to exploring technical and institutional options for implementation of such a charge. The Lincoln Vision Plan presents a concept for the evolution of Portland’s south downtown into a place where state-of-the-art resource management practices, unique systems of public open spaces, and a variety of transit options will support a vibrant, dynamic, high density, ecologically-friendly neighborhood. It is our hope that this Plan, created by Portland State University’s spring 2008 Urban Design Workshop, can serve as a foundation for further discussion and action to bring to life the immense potential underlying this district.

To address their long-range planning needs, The Tigard-Tualatin School District (TTSD) requested that PRC prepare 10 year Enrollment Forecasts for the District and each of its existing schools. This forecast for the 2008-09 through 2017-18 school years has been prepared as a supplement to the 2008-09 to 2012-13 forecast that was presented to the TTSD Board in December, 2007. Forecasts for 2008-09 and 2009-10 for the District and its schools are identical to those published in December, and secondary school forecasts are unchanged through 2012-13. Integrative medicine (IM) has organized as a new area of specialization in mainstream healthcare. The development of IM is widely attributed to popular demand for the range of therapies known collectively as Complementary and Alternative Medicine (CAM). During the 1990's the rate of acceptance of CAM accelerated among consumers, professions, financing and education. The Medical Expenditure Panel Survey (MEPS) measured CAM utilization and professional service provision during the years 1996 and 1998, but never since. In January 2002, Washington State Patrol (WSP) Chief Ronal Serpas, Ph.D., implemented his Accountability Driven Leadership (ADL) philosophy throughout the entire statewide public safety agency. The initiative was intended to re-focus personnel on agency strategic goals, objectives, and performance. ADL stressed Computer Statistic (CompStat) management tenants, decentralized decision-making, and efficiency and effectiveness performance measures.
Most CompStat research has been anecdotal in nature, meaning little empirical analysis has scrutinized the implementation of these initiatives in policing. This paper reviews significant geographic contributions to academic literature in the arenas of conservation, environmental thought, and "sustainable development", in order to understand why geographers have not been more central contributors to the sustainable development movement. A review of geographic literature reveals no lack of understanding on the "sustainable development" concept. However, the disciplines' contributions are lacking in numbers relative to published articles and in developing research and practical methods for directly benefiting the "sustainable development" movement. In fact, only a handful of geographers have made multiple literary contributions on the topic of "sustainable development."

This study analyzes land-cover types in the Gee Creek Watershed of southern Washington using the pixel-based and object-based image analysis approaches. Landsat imagery has traditionally been used for pixel-based classification and change detection in land-cover studies. In recent years, the availability of high-resolution satellite and aerial imagery have enabled for land-cover classification to occur at scales not possible using traditional Landsat imagery. High-resolution aerial imagery of 1 meter or greater has become readily available for free. Early childhood mental health consultation (ECMHC) is the primary strategy implemented by Head Start programs to address the social and emotional needs of children and their families, but little is known about the attributes of early childhood mental health consultants (MHCs) that contribute to consultants' relationships with Head Start staff and to consultation outcomes. The present study examined how attributes of MHCs contribute to positive relationships between the MHCs and Head Start staff and to improved consultation outcomes. Over the past two decades, the number of imprisoned adults in the United States has quadrupled. Mirroring this trend is the rapidly increasing population of children with incarcerated parents. The initial findings of research on the effects of parental incarceration on children are disturbing, indicating a vulnerable group of children at risk for poor outcomes. Yet, research on these children remains limited. The purpose of this study was to begin the effort to build a theoretical foundation for homeland security policy by analyzing the 1993 World Trade Center terrorist attack using multiple frame analysis (MFA). MFA consisted of three conceptual lenses: (I)-Homeland Security as a Criminal Justice Problem/Terrorism as Crime, (II)-Homeland Security as a International Relations Problem/Terrorism as War, and (III)-Homeland Security as an Organization Design Problem/Terrorism as a Network. These lenses were applied to the 1993 World Trade Center bombing using a case study methodology, thus creating a framework to analyze a singular critical event from multiple perspectives.

Emerging Governance At The Edge Of Constrained Federalism : Public Administrators At The Frontier Of Democracy, Gary Lloyd Larsen

President Reagan and each succeeding President exerted significant effort to scale back the size and scope of federal executive branch agencies, a pressure that can be characterized as constrained federalism. This phenomenon is described by Kettl (2000) as the theory of New Public Management. I observe and theorize that a new form of governance is emerging as an unintended consequence of constrained federalism's attempt to replace governance with management in the name of efficiency.
