The City of Portland and Multnomah County are developing new plans and policies to meet greenhouse gas reduction goals of 80% below 1990 levels by 2050. To meet these new steep reduction targets, actions will be needed at every level of society. While neighborhoods have historically received little attention as a means of addressing climate change, they are ideally suited to bring people together to bridge the gap between individual actions and higher level government policies. This article discusses "courtesy stigmatization," defined as the prejudices, negative judgments, and discrimination extended to others -- particularly partners, family members, and close friends -- who are caring for, or significantly connected to, an individual with a mental health disorder. The author explores how this affects parent, caregivers and the workplace, and brings to light an area of study that human resource professionals are just beginning to address.

Employed parents of children with emotional or behavioral disorders face many potential challenges when striving to find balance between their work and family responsibilities. While responding to the demands of the workplace, they must also attend to the unique caregiving needs of their children such as facilitating on-going treatment, responding to frequent emergencies, and arranging adequate child care (Rosenzweig, Brennan, Huffstutter, & Bradley, in press). Differences In Physical And Mental Health Symptoms And Mental Health Utilization Associated With Intimate Partner Violence Vs. Child Abuse, Christina Nicolaidis, Bentson H. Mcfarland, Maryann Curry, Martha Gerrity

Background: There is ample evidence that both intimate-partner violence (IPV) and childhood abuse adversely affect the physical and mental health of adult women over the long term. Objective: The authors assessed the associations between abuse, symptoms, and mental health utilization. Method: The authors performed a cross-sectional survey of 380 adult female, internal-medicine patients. Results: Although both IPV and childhood abuse were associated with depressive and physical symptoms, IPV was independently associated with physical symptoms, and childhood abuse was independently associated with depression. Women with a history of childhood abuse had higher odds, whereas women with IPV had lower odds, of …

EI professionals from across the country recently participated in the Tots-n-Tech’s (TnT) Assistive Technology (AT) Program Self-Assessment. Part C Coordinators designated agency and program directors, regional coordinators, or other relevant people in their states to respond to the on-line self assessment of AT practices. The self-assessment is designed to provide a picture of how well recommended AT practices are implemented within state communities. Information from all respondents is combined to provide state-wide and regional views of how programs are doing in making AT available for infants and toddlers with disabilities or delayed development.

Businesses, governments and communities are increasingly interested in measuring the non-financial impacts of their activities and investments. This assessment often takes the form of measurement models that utilize a Triple Bottom Line (TBL) framework, namely looking at the areas ofthe environment, the economy, and the social simultaneously. Despite its many accounting flaws, more and more organizations adopt this philosophy by applying it literally in the form of impact reports. In this framework, the social dimension is the most challenging to measure. Because of its complexities, this aspect of TBL reporting has often been vague and lack rigor.

Concerns about the feasibility of the Internet as an appropriate venue for deliberation have emerged based on the adverse effects of depersonalization, anonymity, and lack of accountability on the part of online discussants. As in face-to-face communication, participants in online conversations are best situated to determine for themselves what type of communication is appropriate. Earlier research on Usenet groups was not optimistic, but community-administered moderation may provide a valuable tool for online political discussion groups who wish to support and enforce deliberative communication among a diverse or disagreeing membership.

The Oregon Transportation Commission (OTC) created Area Commissions on Transportation (ACTs) to improve coordination, help prioritize infrastructure investment, and provide input on statewide transportation issues. The structure of the ACTs is designed to provide a cross-section of input from the state, regional, local, private, and community sectors. A research project was initiated to: assess the role and experiences of ACTs, research comparative approaches in the state and nationally, and develop and assess options for improving coordination and increasing effectiveness. Sex Work And Moral Conflict: Enhancing The Quality Of Public Discourse Using Photovoice Method, Crystal Renee Tenty

This thesis uses an advocacy/participatory framework and moral conflict theory to examine the opposing ideas: and interests of parties involved in the issue of prostitution on 82nd Avenue in Portland, Oregon. It locates areas of contention within the larger dominant feminist discourse, which views sex work as either a form of violence and exploitation or as a form of legitimate free-contract labor. The thesis shows how the intractable moral conflict between these differing feminist theories and values can be mediated using participatory data collection techniques.

Against the backdrop of welfare reform, this study examined the generosity of state child care programs with generosity being defined as the extent to which state funding and policies promote child care availability, affordability, and health and safety for low-income families. Despite variations in Child Care and Development Fund (CCDF) implementation, no internally-consistent measure has existed that permits comparisons across the range of funding and policy indicators. Universities in the United States increasingly experience demographic, business, and community pressure to hire, retain, and educate women and ethnic minority faculty, staff, and students. Responses to this pressure have changed over time from isolated open-door initiatives to comprehensive diversity initiatives designed to create welcoming campus environments for people of all backgrounds. Current literature on the assessment of diversity initiatives in higher education suggests the need to use approaches that include attention to the entire university, and to institutionalize the norms and values associated with diversity initiatives as part of the change process. School District Enrollment Forecast Reports

The area served by the Ashland School District (ASD) has experienced population and housing growth in recent years, but the District's K-12 school enrollment of 2,627 students in Fall 2008 was 703 students (21 percent) fewer than it enrolled in Fall 2000. The long period of falling enrollment began after the 1993-94 school year; enrollment has not grown by more than a few students in any year since. In 10 of the last 15 years there have been significant K-12 enrollment losses ranging from 31 to 133 students. This report presents the results of a study conducted by the Portland …

This report represents a thematic summary of findings from the Alagnak Wild River Resident Users Study, the final project in a larger series of studies conducted for the National Park Service (NPS) as part of the Alagnak Wild River Visitor Use Project. The National Park service administers the 56 miles of designated Wild River along the Alagnak in collaboration with the Alaska Department of Fish and Game, which manages fish and wildlife populations along the river. The Tigard-Tualatin School District (TTSD) enrolled 12,595 students in Fall 2008, an increase of 135 students (1.1 percent) from Fall 2007. Growth was concentrated in elementary and middle grades, with increases of 99 students (1.7 percent) in grades K-5 and 36 students (1.3 percent) in grades 6-8. District-wide enrollment in high school grades 9-12 was unchanged from Fall 2007. A System-Wide Adaptive Ramp Metering (SWARM) system has been implemented in the Portland, Oregon metropolitan area, replacing the previous pre-timed ramp-metering system that had been in operation since 1981. SWARM has been deployed on six major corridors and operates during the morning and afternoon peak hours. This report presents results of a "before" and "after" evaluation of the performance of two freeway corridors as part of ongoing efforts to measure the benefits of the new SWARM system, as compared to the pre-timed system. With rates of obesity, heart disease, and related health problems increasing in the U.S. many policy makers are looking for ways to increase physical activity in everyday life. Using a bicycle instead of a motor vehicle for a portion of everyday travel could help address these problems. This research aims to fill a gap in the existing literature on the effect of different types of infrastructure, such as bicycle lanes or paths, on bicycling. The project used global positioning system (GPS) technology to record where a sample of 164 adults in the Portland, OR region rode their bicycles. Data was …
