This project pursued several objectives conducive to the implementation and testing of a Bluetooth (BT) based system to collect travel time data, including the deployment of a BT-based travel time data collection system to perform comprehensive testing on all the components. Two different BT-based travel time data collection systems were installed. The first system, composed of two DCUs, was installed on a corridor located in Salem, OR. Extensive testing was done on this system, including the collection of travel time samples. A second system composed of five DCUs was installed along 99W in the city of Tigard, OR. Very limited …

Mcminnville School District Enrollment Forecasts, 2011-12 To 2015-16, Portland State University. Population Research Center, Charles Rynerson, Vivian Siu, David West, Megan Robertson
School District Enrollment Forecast Reports
The McMinnville School District (MSD) enrolled 6,411 students in Fall 2010, a decrease of 156 students (2.4 percent) from Fall 2009. The decrease occurred at all levels, including losses of 98 students (3.2 percent) in elementary grades K-5, seven students (0.5 percent) in middle school grades 6-8, and 51 students (2.5 percent) in high school grades 9-12. In spite of this year’s enrollment decline, district-wide K-12 enrollment in Fall 2010 was 381 students (6.3 percent) larger than in Fall 2005. During the five year period, all levels shared the growth, with increases of 5.7 percent at the elementary and middle …

Mathematicians posited that a “butterfly effect”might be present in complex interactions. Relationships between Power Transition in Europe, the future of European Union’s (EU) Common Foreign and Security Policy (CFSP), and protracted Cyprus conflict are examples of this phenomenon. On the one hand, findings from Power Transition analysis indicate significant shift in global and regional hierarchies where the EU is expected to fall behind its global competitions –namely China, the United States, and India (Tammen et al, 2000; Yesilada, Efird, and Noordijk 2006). Small arms and light weapons are the primary cause of death in the violent conflicts raging today, but the small arms trade is difficult to track, and the illicit trade in small arms is doubly so. Nevertheless, information is available and research institutes like the Small Arms Survey and the Norwegian Initiative on Small Arms Transfers are at the forefront of efforts to collect and distribute this information. In this article the author addresses various aspects regarding the feasibility of library lending services for electronic books (e-books). She suggests that several conditions make e-books difficult to incorporate into library collections, particularly at academic libraries. Topics include lack of interoperability among e-book reader formats, compliance with the Americans With Disabilities Act (ADA), and digital rights management of e-books by publishers and vendors.

The Population Research Center (PRC) has prepared district-wide and individual school Enrollment Forecasts for the Canby School District (CSD) annually for the past five years. This study includes forecasts of district-wide enrollment for the 10 years from 2011-12 to 2020-21 and forecasts for individual schools for the five years from 2011-12 to 2015-16. The 10 year horizon of the district-wide forecast enhances opportunities for school districts to coordinate long range planning with city and county comprehensive plans, which may extend for 20 or more years. A case study was undertaken in order to evaluate the potential use of dynamic traffic assignment (DTA) tools by Oregon Department of Transportation (ODOT) and its partner agencies. The objectives of this study were to provide insight into the nature of DTA models, to inform the program selection process, and to develop realistic expectations for potential DTA work plans. "Justice Is Blind": A Model For Analyzing Metaphor Transformations And Narratives In Actual Discourse, L. David Ritchie

In this article I present a model of how metaphors are transformed and re-presented as narratives, how this process helps shape communicative interactions, and how it contributes to relevance effects and the generation of meaning, often by simultaneously affecting multiple cognitive contexts. I demonstrate the application of the model to samples of discourse from current research and show how it can contribute to understanding troubled communicative relationships and potentially to improving communication in situations of misunderstanding and conflict.

This technology transfer proposal linked service learning with rural multimodal transportation planning through a collaborative partnership between University of Oregon (UO) experiential learning programs and three rural Oregon communities. As this planning and technical support to rural communities occurred, lessons learned were gathered and will support future servicelearning projects focused on transportation planning. Comprising over 9 million units in this country, suburban multifamily housing is a widespread and overlooked example of density located within walking distance to commercial development in suburbia. This report focuses on resident demographics, attitudes, and perceptions as they relate to mode choice in 14 suburban multifamily sites in Eugene, Oregon. Through site analysis and resident surveys, our study shows that site design and connectivity is a significant predictor of resident mode choice. Residents of more-connected developments walk and bike to their local commercial area for more than 40% of their trips, nearly twice the rate of residents of less-connected …

Excessive noise exposure may present a hazard to hearing, cardiovascular and psychosomatic health. Mass transit systems, such as the Bay Area Rapid Transit (BART) system, are potential sources of excessive noise. The purpose of this study was to characterize transit noise and riders' exposure to noise on the BART system using three dosimetry metrics. We made 268 dosimetry measurements on a convenience sample of 51 line segments. Dosimetry measures were modeled using linear and non-linear multiple regression as functions of average velocity, tunnel enclosure, flooring, and wet weather conditions, and presented visually on a map of the BART system. The Federal Highway Administration (FHWA) has put a high priority on the use of existing dynamic message signs (DMS) to provide travel time estimates to the public. The Oregon Department of Transportation (ODOT) has three DMS in the Portland metropolitan area configured to display travel time information. In the near future, ODOT would like to make travel time estimates available on additional DMS, over the Internet on tripcheck.com and via 511. This report presents the results of a demographic study conducted by the Portland State University Population Research Center (PRC). The study includes analysis of population, housing, employment, and school enrollment trends affecting the Corvallis School District (CSD) in recent years, estimates of the average number of CSD students living in single family homes, and forecasts of district‐wide and individual school enrollments for the 2011‐12 to 2020‐21 school years.

The article presents the author's view on the benefits and disadvantages of a part-time temporary work in libraries. She states that the advantages include flexibility, gaining experience, and staying in a local area which is advantageous for those who have children. Also, working in more than one library helps one to develop professional relationships with coworkers. Meanwhile, its disadvantages include commuting, exclusion from the work environment, and not being paid on health benefits.

The violent crime rate in Oregon has not been this low since 1969, forty years ago. FBI 2009 Uniform Crime Statistics show Oregon’s crime rate continues to drop as does the nation’s. Crime rates are at the lowest levels since the 1960’s. Violent crime in Oregon dropped 2.1% from 2008 to 2009. In 2009, Oregon ranked 38th in the nation for violent crime rate.

The number of college-educated Oregonians grew steadily during the past two decades — especially in Central Oregon — but there were significant regional disparities across the state, census data show. The proportion of Oregon residents age 25 and older with at least a bachelor’s degree grew from 20.6 percent in 1990 to 25.1 percent in 2000. The figure climbed to 28.3 percent during the 2005-2009 period, according to newly released American Community Survey (ACS) estimates from the U.S. Census Bureau. The main objective of this project is to evaluate the feasibility of re-identifying commercial trucks based on vehicle-attribute data automatically collected by sensors installed at traffic data collection stations. To support this work, archived data from weigh-in-motion (WIM) stations in Oregon are used for developing, calibrating, and testing vehicle re-identification algorithms. The vehicle re-identification methods developed in this research consist of two main stages. In the first stage, each vehicle from the downstream station is matched to the most “similar” upstream vehicle by using a Bayesian model. Scholars and policymakers increasingly argue that information disclosure programs such as the Toxics Release Inventory (TRI) should be used to supplement conventional environmental regulation. Yet we lack a clear understanding of how such programs work as well as the empirical data to confirm their success in achieving environmental quality objectives. To better understand the impacts of environmental information disclosure on corporate decision making, this paper develops an analytic framework drawn from theories of risk perception and communication, individual and corporate decision making, and social capital. Two innovative bicycle facilities installed in late summer and early fall 2009 in downtown Portland by the City of Portland Bureau of Transportation (PBOT) were evaluated to understand how they are functioning on multiple levels. All of these facilities involved removing a motor vehicle lane by restriping to provide additional roadway space to bicyclists. The facilities include:

While the United States and South Korea consider whether or not to accept North Korea’s call for an “unconditional” return to the Six Party Talks (6PT) or China’s call for multilateral negotiations, Northeast Asia is sliding in the direction of deepening conflict that could lead to war. China-Japan relations, which had been warming since the departure of Koizumi Junichiro, and especially since the victory of the Democratic Party of Japan in 2009, are again in a deep freeze over disputed territory. Observations of the various limitations of freeway capacity expansion have led to a provocative planning and policy question – What if we completely stop building additional freeway capacity. From a theoretical perspective, as a freeway transportation network matures, there exists a saturation point beyond which any additional freeway capacity would only be counterproductive from a welfare point of view, and worsen the existing urban transportation problems. Traditional benefit/cost analysis of individual freeway capacity expansion projects often ignores long-term induced demand and land use changes and does not represent a systems approach to this important theoretical issue.
