The Oregon Highway Plan’s (OHP) mobility policies guide various planning and programming activities of the Oregon Department of Transportation (ODOT). Among these activities are ODOT’s land use change review responsibilities under the Transportation Planning Rule, as adopted by the state’s Land Conservation and Development Commission. This report examines supplemental transportation performance metrics beyond the volume-to-capacity metric that currently supports OHP mobility policies. Selected supplemental metrics are empirically analyzed using a travel demand model calibrated for a Medford, Oregon study area.

This report presents the results of a demographic study conducted by the Portland State University Population Research Center. The study includes analyses of population, housing and enrollment trends affecting the Ashland School District (ASD) in recent years, "baseline" forecasts of district‐wide enrollment by grade level for the 2012‐13 to 2021‐22 school years and "baseline" forecasts of individual school enrollments for the 2012‐13 to 2021‐22 school years. The forecasts are characterized as baseline because they do not include additional residents of other districts who may enroll in ASD schools as a result of the new open enrollment policy. The Imposter Phenomenon, characterized as a sentiment that one is incompetent despite overwhelming contradictory evidence, is perhaps the most significant challenge that counseling students face as they begin their practicum experiences. Individuals experiencing this phenomenon are unable to internalize evidence of their competence. They believe that their successes can be attributed to luck, and feel that fraudulence is the primary reason for their having progressed to the point of the practicum experience. This report describes the preliminary work to develop the Oregon Traffic Safety Data Archive (OrTSDA). The mission of OrTSDA is to "build the knowledge base of traffic safety data in Oregon". The archive hopes to become a valuable traffic safety data resource with researchers, practitioners, and community supporters. This project summary report describes the execution of OTREC Project #298 (Development, Deployment and Assessment of a New Educational Paradigm for Transportation Professionals and University Students). The project is one facet of a multiyear collaboration of the Region X Transportation Consortium that was sponsored by the Federal Highway Administration (FHWA). The regional collaboration aims to shift the traditional paradigm of engineering course delivery to foster a more hands-on approach. Throughout the United States, metropolitan regions face increasingly complex issues related to transportation and land use. The diffuse nature of decision making creates a need to better coordinate land use and transportation to address issues such as: congestion, infrastructure costs, and greenhouse gas emissions. Key players in this decision making are regional metropolitan planning organizations (MPOs) with transportation planning authority, regional planning responsibilities, and in some cases regional land use planning authority. This paper examines extraboard operations and management at TriMet, the transit provider for the Portland Oregon metropolitan area. The extraboard consists of a pool of operators who fill open work resulting from absences and other causes. The paper first examines the general performance of the extraboard in filling open work, drawing on seven years of daily operations data from three bus garages. It then presents statistical analyses focusing on open work patterns and the effects of selected work rules on operator utilization and service delivery. Lastly, suggestions are made for improving the efficiency of extraboard operations.

The study includes analyses of population, housing and enrollment trends affecting the District in recent years, low, middle, and high range forecasts of district‐wide enrollment by grade level for the 2012‐13 to 2021‐22 school years and middle range forecasts of individual school enrollments for the 2012‐13 to 2021‐22 school years. Fall 2011 enrollment in all OTSD schools was 4,089. The Highway Safety Manual (HSM) was published by the American Association of State Highway and Transportation Officials (AASHTO) in the spring of 2010. Volume 2 (Part C) of the HSM includes safety predictive methods which can be used to quantitatively estimate the safety of a transportation facility. The resulting information can then be used to provide guidelines to identify opportunities to improve transportation safety. Trilemma Policy Convergence Patterns And Output Volatility, Joshua Aizenman, Hiro Ito

We examine the open macroeconomic policy choices of developing economies from the perspective of the economic “trilemma” hypothesis. We construct an index of divergence of the three trilemma policy choices, and evaluate its patterns in recent decades. We find that the three dimensions of the trilemma configurations are converging towards a “middle ground” among emerging market economies -- managed exchange rate flexibility underpinned by sizable holdings of international reserves, intermediate levels of monetary independence, and controlled financial integration. Emerging market economies with more converged policy choices tend to experience smaller output volatility in the last two decades. Emerging markets with …

This report was prepared on behalf of the Aging in Place Initiative of Home Forward. The Initiative sought to gather information about older persons currently residing in Home Forward’s public housing properties, from persons age 55 and older on the waitlist for housing, and from older adults in the Portland area. While local data were unavailable at the time of this report, we know that nationally, more than one-third (37 percent) of the approximately 5 million households receiving housing assistance from HUD are headed by persons age 62 and older. Complexity theory can assist our understanding of social systems and social phenomena. This paper illustrates this assertion by linking Talcott Parsons' model of societal structure to the Occupy Wall Street movement. Parsons' model is used to organize ideas about the underlying causes of the recession that currently afflicts the US. While being too abstract to depict the immediate factors that precipitated this crisis, the model is employed to articulate the argument that vulnerability to this type of event results from flaws in societal structure. Background: A growing corpus of research focuses on assessing the quality of the local built environment and also examining the relationship between the built environment and health outcomes and indicators in communities. However, there is a lack of research presenting a highly resolved, systematic, and comprehensive spatial approach to assessing the built environment over a large geographic extent. This chapter explores several new modeling approaches and research findings, showing how they may be used to explore and enhance theory. There is a special emphasis on Target Choice Selection, focusing on Crime Pattern Theory and the Geometry of Crime (Brantingham and Brantingham, 1978a, 1984, 1991; Brantingham and Brantingham, 1981, 1993a, 2008). This exploration is described through a series of research examples and a case study of the target choice behavior of high repeat offenders. Community Archives And The Limitations Of Identity: Considering Discursive Impact On Material Needs, Cristine N. Paschild

This article examines how a postmodern-influenced discourse of identity shapes and influences critical analysis of community archives, both internally and externally, and asks if the accompanying terms of engagement shift focus, to negative effect, from the more pressing needs and challenges of these institutions and projects. Looking to archival professional literature and to a recent self-assessment of the Japanese American National Museum, the article argues that an overarching emphasis on questions of identity can distract community institutions from pragmatic evaluations of sustainable practice and can inadvertently mire archivists in a marginalizing rhetoric that blurs the issues at hand.

Even in a low-funding and space-constrained environment, Portland State University (PSU) Library has created and renovated new technology-rich learning spaces for students. Collaboration with other campus departments and an entrepreneurial spirit were essential for many of these efforts. First, the library developed a list of desired improvements and space use ideas. Then, the library used a phased approach, taking advantage of opportunities and planning for others as possible, resulting in a series of high-impact space updates. Purpose: This paper seeks to explore the impact participatory technologies have had on education and the information environment in which students operate. It seeks to define a pedagogical approach that will capitalize on the benefits of participatory technologies in the classroom and applies this "pedagogy 2.0" to information literacy instruction.

Similar instructional tools have been around since before the birth of the web, but are now almost exclusively provided by libraries online as part of the library’s web presence.
