On September 12, 2012 the United States Department of Justice (DOJ) filed a complaint in the Federal District Court for Oregon asserting that the City of Portland has engaged in a pattern and practice of unnecessary or excessive force against persons experiencing a mental health crisis. This survey is the result of a settlement agreement between Portland’s City Council and the DOJ which specified the Portland Police Bureau (PPB) develop a means of assessing public perceptions.

The first report generated by the research team examined general attitudes of residents. This second report focuses on an area pertinent to the DOJ …

Kazakhstan was the most multi-ethnic country to emerge from the former Soviet Union and the only one to have its titular ethnicity as a minority. This paper examines the top-down nationalism that has occurred since independence in 1991. The government of Kazakhstan has used elements of the theories of nationalism and territoriality in their effort to build a strong and unified post-Soviet national identity. The role of language, treatment of minorities, changing demographics, and the multi-ethnic nature of Kazakhstan make this a difficult task.

An estimated twelve million people worldwide are stateless, or living without the legal bond of citizenship or nationality with any state, and consequently face barriers to employment, property ownership, education, health care, customary legal rights, and national and international protection. More than one-quarter of the world's stateless people live in Thailand. This feminist ethnography explores the impact of statelessness on the everyday lives of Burmese women political exiles living in Thailand through the paradigm of human security and its six indicators: food, economic, personal, political, health, and community security. BACKGROUND

Little is known about the healthcare experiences of adults on the autism spectrum. Moreover, autistic adults have rarely been included as partners in autism research.

OBJECTIVE

To compare the healthcare experiences of autistic and non-autistic adults via an online survey.

METHODS

We used a community-based participatory research (CBPR) approach to adapt survey instruments to be accessible to autistic adults and to conduct an online cross-sectional survey. We assessed preliminary psychometric data on the adapted scales. We used multivariate analyses to compare healthcare experiences of autistic and non-autistic participants.

RESULTS

Effective Single-Parent Training Group Program: Three System Studies, Harold E. Briggs, Keva M. Miller, Edwin Roberto Orellana, Adam C. Briggs, Wendell H. Cox

Objective: This study highlights Dr. Elsie Pinkston and colleagues’ research on the effectiveness of behavior parent training and examines the application of single-parent training group (SPG) programs to three parent–child dyads exposed to distressed family circumstances. Methods: Single-system evaluation designs were conducted with two single birth parents, one single foster parent, and each parent’s three respective children, in an effort to appraise the results of a SPG program.

Results: Two of the three parent–child dyads benefited from the SPG. Results suggested that there were changes in parent reinforcement and attention behaviors and children’s noncompliance behaviors.

Issues related to gentrification and its primary consequence, the displacement of vulnerable populations from their homes and communities, are rightly considered among the most pressing social concerns faced by urban communities. Portland, Oregon has seen many of its neighborhoods undergo the gentrification transition, especially in traditionally Black neighborhoods. The Boise neighborhood lies within Northeast Portland's Albina district, which has served as the cultural and commercial heart of Portland's Black community for generations. In the 1990 Census, over 70% of the population of Boise (situated within Multnomah County Census tract 34.02) were Black, while 26% were White. By 2010, those figures …

Library-related and resource access issues confronting students enrolled in an inter-institutional joint master’s degree program in public health are addressed in this chapter. It details a cross-institutional collaborative effort to identify and provide research resources to inter-institutional joint degree students and faculty and analyzes the program through the lens of literature on collaboration in higher education and in library instruction. This inquiry considers some effects of migration on the labour markets and the welfare systems found in the EU-15, and from the perspectives of sustainability of the current welfare state regimes. Our inquiry aims to determine whether and to what extent different approaches in regulation of migration flows between the new and old member states are compatible with related economic and demographic findings. Within this context, our research considers regulations affecting migration flows. PDB programs have become a fundamental ingredient of productive development policy strategies in most emerging economies. Although the overall need for these interventions is rarely questioned, academics and policymakers often debate their effectiveness, as well as the optimal approaches and instruments necessary to implement them. Background: Men who have sex with men (MSM) have the highest HIV prevalence in Peru, yet they are underserved by traditional preventive programs. In Peru, the Internet and mobile phones have emerged as an effective and convenient tool to reach this population.

Objective: The objective of this study is to identify features and content that short message service (SMS) should have in order to motivate HIV testing among men who have sex with men (MSM) in Lima, Peru.

Methods: From October, 2010 to February, 2011, we conducted focus groups at two stages; six focus groups were conducted to explore and identify SMS content and features and two additional focus groups were conducted to tailor SMS content. The text messages were elaborated within the theoretical framework of the Information-Motivation-Behavioral Skills model and the Social Support Theory.

In response to an increasing need to understand the reach of the literature and the research undertaken on initiatives to eliminate racial disparities, a literature review was initiated in 2012 for the Eliminating Racial Disparities Collaborative within the All Hands Raised initiative to improve academic outcomes for students in Multnomah County. This was an expansive undertaking – and at the end, we have drawn upon about 160 different articles, some of which were meta-analyses of an array of publications in a particular field.

Over the last decade, evidence has mounted showing that young people with serious mental health conditions experience a variety of challenges as they mature into adulthood. On average, their educational, economic and vocational outcomes are distinctly worse than their peers’, and they are more likely to experience homelessness, to struggle with substance use, and to be involved with corrections systems. Photovoice (PV) is a way to get young people engaged in their communities and be featured as “experts on their own lives” (Wang, et al., 2004). The process involves giving youth cameras they can use to document the realities of their day-to-day experiences and highlight the strengths and challenges within their communities. The photographs they take and the stories that emerge from small group discussions around the pictures are used to engage in important discussions with policymakers, community leaders, and power brokers within the community in order to promote positive change.

Despite a growing number of women seeking medical care in the veterans affairs (VA) system, little is known about the characteristics of their chronic pain or the pain care they receive. This study sought to determine if sex differences are present in the medical care veterans received for chronic pain.

Design

Retrospective cohort study using VA administrative data.

Subjects

The subjects were 17,583 veteran patients with moderate to severe chronic non-cancer pain treated in the Pacific Northwest during 2008.

In her recent article "Realism and Idealism: Was Habermas's Communicative Turn a Move in the Wrong Direction?" Maeve Cooke examines the evolution of Jürgen Habermas’s thought over the past five decades. According to Cooke, Habermas’s so-called ‘communicative turn’ was a necessary step in his philosophy’s systematic attempt to derive a universal norm from the immanent context of human practices and institutions. In her opinion, however, Habermas’s theory is unable to achieve such "transcendence from within" due to the inherent problem of justification in his theory’s treatment of normative validity claims. This project tested the accuracy and repeatability of geomorphic stream channel assessments conducted by two different middle school classes from the Walt Morey Middle School in Troutdale, OR and college students from Portland State University in Portland, OR. Each group surveyed the same three cross-sections in Fairview Creek, a tributary to the Lower Columbia River, in order to assess stream channel geometry, discharge, composition of the bed material, and water quality. The three student groups were all able to accurately document the stream channel geometry, including stream width and mean depth, indicating that these data can be successfully collected by …

This report explores the strengths and weaknesses of two significant regional indicator projects for the Portland‐Vancouver metropolitan area. Specifically, this paper focuses on the measurement of equity conditions at a regional scale. In 2003, the Coalition for a Livable Future (CLF), in partnership with Portland State University (PSU), launched the nation's first regional equity atlas endeavor that pushed the notion of equity to the forefront of regional discourse. The African Immigrant And Refugee Community In Multnomah County: An Unsettling Profile, Ann Curry-Stevens, Coalition Of Communities Of Color

Since 1975, African immigrants, refugees and secondary migrants have been relocating to Multnomah County and now represent the fourth largest immigrant community after Latino, Asian, and Slavic immigrants. The African community here is incredibly diverse in its make-up, with over 28 different African countries and numerous ethnic groups represented. Estimates from 2003 suggest that African immigrants make up 2% of the foreign-born population in the Portland Metro (tri-county) area. Nearly half (45%) of the tri-county area’s African foreign-born population is from eastern Africa, including Ethiopia, Eritrea, Kenya, Somalia, Tanzania, Uganda, Zambia, and Zimbabwe.
