Prior research on a regional leader’s role in the deepening of regional integration assumes that economic power translates directly into political capabilities. Relative political capacity among states is central to the creation and deepening of regional integration since it is this capacity that smoothes out the transition from a closed to an open economy. Should a state have low levels of this capacity but desire openness, it will partner with regional leaders given the leaders’ higher relative political capacity. Viral samples of avian influenza are essential to preparing pre-pandemic vaccines. In 2007, the conflicting interests of the developed and developing nations led Indonesia to briefly stop sharing viral samples. The result was a struggle in which the two blocs argued for different paradigms for viral sample sharing. The first paradigm, articulated by the developed world, depicted the issue as one of health security, in which international law mandated the sharing of viral samples. The second paradigm, advanced by the developing world, depicted viral sample sharing as a form of biopiracy, which violated countries' sovereign control of their biological resources. …

Barriers such as stigmatization and access to health care may lead young adults with mental health conditions (YAMHC) to try to find alternatives to more traditional means of obtaining care. One possible alternative is to seek information online. The purpose of this article is to better understand how YAMHC use the Internet to access information about mental health, and the challenges they face when trying to access that information. Semistructured focus groups were conducted to investigate how YAMHC use the Internet for information and support regarding their mental health. On behalf of the Crime Victims’ Services Division of the Oregon Department of Justice, the Portland State University Regional Research Institute for Human Services conducted an eighteen-month needs assessment of the current state of crime victim services and crime victims’ needs in Oregon. This 2012 study was a ten-year follow-up of the 2002 statewide crime victims’ needs assessment conducted by RRI for CVSD’s predecessor, the DOJ Crime Victims’ Assistance Section. Oregon Department of Transportation’s (ODOT) Transportation Planning and Analysis Unit (TPAU) developed a land use modeling tool called the “Land Use Scenario Developer in R” (LUSDR). LUSDR is a modeling tool, written in the “R” language, that may be used to predict and analyze regional land use changes probabilistically, creating a distribution of possible outcomes. It is designed to be integrated with travel demand modeling programs, making it potentially valuable for analyzing the interaction between transportation and land use when assessing various growth-policy and socioeconomic assumptions. This presentation examines the past, present, and future role of institutional repositories (IRs). IRs rapidly rose to prominence in libraries, but failed to live up to the promise of transforming scholarly communication. A decade since the debut of DSpace, IRs today look very different in their content and services. We will present the results of an in‐depth survey of repository managers. The role of IRs is now evolving to include support for data curation, e‐research, and scholarly networks. Science has been identified as a crucial element in the competitiveness and sustainability of America in the global economy. American citizens, especially minority populations, however, are not pursuing science education or careers. Past research has implicated `attitudes toward science' as an important factor in the public's participation in science. I applied Ajzen's (1991) Theory of Planned Behavior to attitudes toward science to predict science-related sustainability-action intentions and evaluated whether scientists and Native Americans differed in their general attitudes toward science, cultural values, and specific beliefs about science. This panel session asks why is hybrid open access important? Scholarly publishers have responded to the OA movement by offering authors the choice of publishing their articles as Open Access (using an author pays funding mechanism) in subscription journals. The study surveys eight publishers to explore a number of questions about the mechanics, implementation, price impacts, and author tracking of this model; and investigates the uptake at two research institutions, with one operating in a NIH Public Access Policy environment.

Transport is associated with environmental problems, economic losses, health and social inequalities. A number of European and US cities have implemented initiatives to promote multimodal modes of transport. In Latin America changes are occurring in public transport systems and a number of projects aimed at stimulating non-motorized modes of transport (walking and cycling) have already been implemented. Based on articles from peer-reviewed academic journals, this paper examines experiences in Bogota (Colombia), Curitiba (Brazil), and Santiago (Chile), and identifies how changes to the transport system contribute to encourage active transportation. In some jurisdictions, protected left-turn phasing has been replaced with the flashing yellow arrow (FYA) for protected/permissive left turns (PPLTs) to reduce delay. However, it is important to have a thorough understanding of the conflict between pedestrians and the permissive left-turning vehicle. This presentation summarizes the results of research conducted with a high-fidelity, motion-based driving simulator and mobile eye-tracking equipment to study the effects of the opposing traffic, the presence and walking direction of pedestrians, and the number of section heads to display the FYA on driver performance. Traditionally, engineering coursework has been delivered in a lecture-based format with accompanying exercises assigned for time outside of class. The activity-based approach to learning aims to keep students engaged in and responsible for their own learning processes. This approach has been shown to be more effective than conventional teaching approaches in terms of long-term retention of the educational material.

Twenty-first-century Chinese cities are spaces not only of architectural hybridity displaying the co-temporality of the dynastic past and the postsocialist future but also locales in which young women perform and negotiate the polyvalent discourses of what it means to be a woman in China. When many students in U.S. college classrooms are asked to offer images of Chinese women, the most frequent (and in some instances pernicious) representations are those of the lotus-footed woman, the state-indoctrinated Maoist revolutionary, the dutiful mother who must adhere to the draconian one-child law, or the young athlete from the dour state-run sports training facilities.The …

We begin our review with original definitions of domestic terrorism. The prevalence of domestic terrorism is discussed and includes a description of prevalence was measured. Characteristics of and factors associated with being a victim of domestic terrorism are then reviewed, followed by the characteristics of offenders associated with carrying out the crimes. We describe the modus operandi used by different groups of offenders, including information about the geographic distribution, temporal patterns, and other details of domestic terrorism. This report presents the results of a demographic study conducted by the Portland State University Population Research Center (PRC) for the Forest Grove School District (FGSD). The study includes analysis of population, housing and enrollment trends affecting the District in recent years, estimates of the impacts of housing development on FGSD enrollment, and forecasts of district‐wide and individual school enrollments for the 2013‐14 to 2022‐23 school years.

REDD+ (Reduced Emissions from Deforestation and Forest Degradation, “plus” afforestration) is a tool that supports forest carbon-enhancing approaches in the developing world in order to mitigate and hopefully reverse climate change. A key issue within REDD+ is to appropriately bring in the almost 25% of developing country forests that are effectively controlled by communities.
