School District Enrollment Forecast Reports

The Longview Public Schools (LPS) requested that the Portland State University Population Research Center (PRC) prepare enrollment forecasts for use in the District’s long‐range planning. The current study integrates information about LPS, providing a snapshot of demographic, housing, and school enrollment patterns and trends. This report also presents an extended district‐wide enrollment forecasts for each of the ten year period from 2013‐14 to 2022‐23 and for five year increments beyond the first decade for 2027‐28 and 2032‐33.

Contemporary Full Hybrid Electric Vehicle/Plug-in Hybrid Electric Vehicle/Battery Electric Vehicle (FHEV/PHEV/BEV) products use one or more DC/AC power converters, also known as traction inverters, to convert the DC voltage/current provided by the traction battery to the AC voltage/current to drive the traction motor(s). Large and bulky DC link capacitors are used at the input of the traction inverter to provide a smooth DC input voltage. Those DC link capacitors, occupying almost 50% of the space in the whole package, can contribute to more than 20% of the total cost of the traction inverter. “Fixed” Sentencing: The Effect On Imprisonment Rates Over Time, Mark G. Harmon

Objective: Sentencing guidelines, statutory presumptive sentencing, determinate sentencing, truth in sentencing, and three strikes are important components of the criminal justice system. The main purpose behind a relatively-fixed sentence is to remove judicial discretion by insuring that convicted felons receive a reasonably-assumed sentence depending on the crime committed. The current study assessed shifts in year-to-year changes in incarceration rates within all 50 states from the years 1965 to 2008 due to the adoption of sentencing reforms.

Methods: The study tests two competing theories, a normative theory and critical theory of the expected effects of reforms on imprisonment. Data was analyzed …

This article provides an overview of the diverse plant resource management strategies of First Nations of British Columbia. Management practices range from relatively large-scale (geographically) and longterm activities – such as the use of fire to clear prairies and subalpine meadows – to very focused actions, such as the pruning of individual shrubs. We describe plant resource management practices and the diverse methods used to identify them, and focus on three case studies to augment this description. Economical, ecological, and safe driving – eco-driving – is aimed at reducing fuel consumption and greenhouse gas emissions (Martin, Chan, & Shaheen, 2012). The adoption of energy-efficient driving styles and practices has been recognized as a means of reducing energy consumption, and estimates of energy savings attributed to eco-driving have been reported to range from 5% to as high as 20%, depending on the driving context (Barkenbus, 2010; Stillwater & Kurani, 2013; van der Voort, Dougherty & van Maareseveen, 2001). This technology transfer project provided practical information about how to address homeless encampments on public right-of-way to transportation professionals, including Federal Highway Administration officials, Oregon public works directors, transportation educators and students.

Through a previous project funded by OTREC and Oregon Department of Transportation, research had been conducted about the extent of the issue among state transportation agencies and how they were addressing it. There is a growing interest in arterial system management due to the increasing amount of travel on arterials and a growing emphasis on multimodal transportation. The benefits of archiving arterial-related data are numerous. This research report describes our efforts to assemble and develop a multimodal archive for the Portland-Vancouver region. Fertility preservation (FP) for patients with cancer is an emerging field. With the advancement of technology, patients may face a complex decision-making process about whether to preserve fertility. The purpose of this article is to explore how young women with cancer perceive patient–provider communication in FP decision making. In this study, 25 women between the ages of 18 and 39 were interviewed retrospectively. They were interviewed one time to learn about their decision-making process related to FP. Results of this analysis indicate that patients seek support and involvement from providers throughout the process of decision making. They prefer providers to …

Due to recent budget and fiscal constraints, it is ever more imperative for transit agencies to manage their fleets in an optimal way. Fleet data have consistently shown that bus operational and maintenance (O&M) per-mile costs increase as buses age. From a purely economic perspective, there is a cost tradeoff between the lower O&M costs of newer fleets and their higher initial capital costs. This tradeoff has a significant impact on the optimal timing of purchase and replacement decisions. There is growing support for improvements to the quality of the walking environment, including more investments to promote pedestrian travel. Metropolitan planning organizations (MPOs) are improving regional travel demand forecasting models to better represent walking and bicycling and to expand the evaluative capacity of models to address policy-relevant issues like air quality, public health, and the smart allocation of infrastructure and other resources. This report describes an innovative, spatially disaggregate method to integrate walking activity into trip-based travel models. Political theorists of migration have largely operated within a conceptual scheme that treats the nation-state as the natural political unit for analysis at the expense of transnational, regional, and local analyses. Migration is discussed in the contexts of nation-building or in an international framework of autonomous, sovereign states. I show that this paradigm of “methodological nationalism” ignores transnational networks, associations, and organizations and global social and economic structures. This in turn, blinds political theorists to questions of agency and structure and to causal relations that entail moral responsibilities. The current research analyzed the relationship between methamphetamine use, cocaine use and marijuana use within the last 12 months and crime committed within the last 12 months. Crime is defined as drug sales, property and violent crime. Civil society organizations and their associated social capital have been shown to foster civic capacity and achievement of public policy goals. Events or forces of nature with catastrophic consequences, or "natural disasters," have increased in both frequency and force due to climate change and increased urbanization in climate-sensitive areas. To create capacity to face these dangers, an entity must first quantify the threat and translate scientific knowledge on nature into comprehensible estimates of cost and loss. Research on the modus operandi (“method of operation”) of child sexual abuse (CSA) offenders has been useful in informing successful prevention programs (LeClerc, 2009). However, a gap in the literature regarding the strategies offenders use to lure potential CSA victims still remains. The present study seeks to examine the effects of offender-victim relationship and offender age on the use of strategies to lure victims for the purpose of committing CSA. This research study examines the impact of international migration of household labor for Bosnian immigrant women living in Portland, Oregon. Bosnia is a society with enduring patriarchal traditions which assume that women are in charge of doing household chores. Men are in charge of providing for the family monetarily. Many Bosnian families migrated to the U.S. in the mid 1990's in order to escape the war in Bosnia. Collective memories of gay rights in the late 1970s offer a conflicted portrait of Anita Bryant, an infamous anti-gay personality who inspired, organized, or funded four anti-gay referendums between 1976 and 1978. I employ J. Jack Halberstam's concept of "metronormativity" in an analysis of campaigns that failed to preserve local gay rights laws in Miami and Eugene, the first and last of Bryant's four "target cities." I use L. Frank Baum's Wizard of Oz as a metaphor to compare the beginning of Bryant's role as a leader in Miami to her subsequent role as a specter of national controversy in …

Commercial corridors in neighborhoods experiencing change have been relegated to a footnote in research on residential phenomena. It is taken for granted that the process of change experience by businesses within these neighborhoods mirrors that of the residential change. This assumption is often predicated on the underlying model of invasion succession, suggesting that inmovers displace native populations, whether they are residents or businesses. Literature suggests that teaching Information Literacy (IL) as an intellectual framework, rather than a set of computer-based tools, can be challenging for numerous reasons. At the same time, other articles describe the unique value of using hands-on investigations of special collections materials to facilitate the development of critical thinking skills and IL in discipline-specific contexts for upper-level students. This article reports on a collaboration between an IL instructor and a special collections librarian to create a hands-on special collections experience for entry-level IL students. This paper uses the example of foreign languages to explore the integration of critical information literacy into the curriculum of various disciplines. By closely examining the practices and values inherent in the foreign language information environment, the paper suggests that a critical vision of information literacy provides the most appropriate approach to help meet campus goals of educating students for transcultural competence. As such, the paper provides an example of the process and role of the librarian in integrating critical information literacy into disciplinary fields and proposes that this approach could be effective in global learning initiatives.
