By expanding access to retirement savings plans, a state-sponsored program for workers should increase the overall level of participation, and, ultimately, increase retirement fund income. The over 400,000 new enrollees estimated by this study suggests that these programs can have large impacts.

Dr. Smaglik is currently working on three separate transportation research projects at Northern Arizona University. This talk will touch briefly on each of the three projects, the concepts behind them, workplans, and expected deliverables. The projects include work with the Oregon DOT on the impact of less than optimal vehicle detection on adaptive control algorithms, development of a ped priority algorithm through a NITC project (as a Portland State subcontractor), and internally funded work on a power harvesting traffic sensor.

Energy Efficiency And Conservation Attitudes: An Exploration Of A Landscape Of Choices, Mersiha Spahic Mcclaren

This study explored energy-related attitudes and energy-saving behaviors that are no- or low-cost and relatively simple to perform. This study relied on two data sources: a longitudinal but cross-sectional survey of 4,102 U.S. residents (five biennial waves of this survey were conducted from 2002 to 2010) and a 2010 cross-sectional survey of 2,000 California residents. These two surveys contained data on two no- and low-cost behaviors: changing thermostat setting to save energy (no-cost behavior) and CFL installation behavior (low-cost behavior). In terms of attitudes, two attitudinal measures emerged from these data following a Cronbach's alpha and Confirmatory Factor Analysis (CFA): …

Changes in American healthcare over the last half century have created social and economic crises, presenting challenges for doctors and patients. The recently-implemented Patient Protection and Affordable Care Act is an incremental reform that does little to change the complex multi-payer financing characterizing American healthcare. There have been growing demands for more equitable financing arrangements, notably, a single-payer healthcare system in which medical care is financed through a single, non-profit payer and in which medical care is treated as a public good and medically-necessary care is available to everyone.
Nationally-representative surveys have demonstrated widespread physician support for single-payer legislation. Yet, …

This meeting was facilitated by Coraggio. The committee conversed about the equity lens and its relevance on the Strategic Plan. Coraggio then opened the discussion for feedback on progress for the Topic Teams. The Topic Teams’ deadlines, organization, scheduling and team leadership are discussed as well. The Strategic Planning Development Team requests that the Coraggio group provides a template for each Topic Team so they know the optimal way in which to present their initiatives.

ORcycle is a new smartphone application (for both Android and iOS) developed by Transportation, Technology, and People (TTP) lab researchers at Portland State University as part of an Oregon Department of Transportation (ODOT) research project. ORcycle collects user, route, infrastructure, crash, and safety data. ORcycle was successfully launched in early November 2014 and presents many improvements over existing or similar apps. Initial data findings and insights will be presented. Lessons learned as well as opportunities and challenges associated with smartphone data collection methods will be discussed. The continued increase in homelessness in Portland, Oregon is in part a result of the systemic restructuring of the welfare state as well as a shift in local governance purviews. Primarily this has eradicated the affordable housing stock in the city which is compounded by the limited availability of emergency shelter spaces. These and other financial constraints have left a depleted service support system to cover a rising homelessness problem. In response to this, contemporary social movements have been focusing attention on economically marginalized groups such as the homeless, calling for rights to access resources in cities such as housing. …

As the movement for racial equity takes hold in Portland, Oregon, we look for examples of where the living conditions of communities of color are improving. One concrete initiative that many point to is the array of minority contracting efforts whereby minority-owned businesses are supported by various levels of government in ways that are entrenched in both policy and practice. This report looks at the most recent data on minority contracting, as well as minority hiring policies, research-based best practices and a case study of the Sellwood Bridge project and determines that much more can and should be done to …

Pacific Spaceflight’s Mark II / III pressure garment (model Gagarin with one newly-built elbow segment on the left arm) was pressurized to evaluate the mobility allowed by the newly-installed convolute arm compared to the right arm’s older convolute elbow segment. Additionally a new helmet hold-down cable system was tested, as well as the C02 scrubbing system and heart rate, Sp02, suit’s exhausted gas C02 levels and a new communication system. At pressures of 2.3psi – 2.5psi the helmet hold-down cable came free of the new hardware (a sailboat’s one-way cleat system), raising the helmet ring explosively. This resulted from the …

Health risks associated with air pollution uptake while bicycling are often cited as a potential drawback to increased bicycling in cities. This seminar will provide an overview of how roadway and travel characteristics impact bicyclists' uptake of traffic-related air pollution. Specific considerations for planners and designers of urban transportation systems to mitigate risks for travelers will be discussed. In addition, the extent to which bicyclists themselves can unilaterally reduce their pollution uptake will be described. This seminar synthesizes findings from a recently completed doctoral dissertation at Portland State University and from the broader literature.

Increasingly, health communication practitioners are exploring the use of narrative storytelling to convey health information. For this study, a narrative film was produced to provide information about the Human Papillomavirus (HPV) and cervical cancer prevention. The storyline centered on Lupita, a young woman recently diagnosed with HPV who informs her family about HPV and the availability of the HPV vaccine for her younger sister. This study reports ancient DNA (aDNA) and stable isotope analyses of eight dog skeletal elements from the Cathlapotle site on the Lower Columbia River of the western United States. The aDNA analysis confirmed the elements as dogs (Canis lupus familiaris). Two haplotypes were found, both of which group within dog Clade A, and have patchy distributions to the north in British Columbia and as far south as Teotihuacan (Mexico). The isotopic analysis showed that the dogs’ dietary protein was derived almost exclusively from marine sources. Lower Columbia River ethnohistoric accounts and Cathlapotle zooarchaeological records indicate that while marine fish were …

This training manual and guidebook for Parent Support Providers has been adapted from Children/Youth with Disabilities: Their Parents are YOUR Employees, a workbook for human resource professionals originally produced by the Work-Life Integration Project at Portland State University. The research behind the manual comes from over two decades of federally funded studies focused on understanding the work-life experiences of parents with children challenged by behavioral health disabilities. Supplemental materials to the manual for group training purposes include a slide presentation, and a training script.

Large, technology manufacturers tend to dominate the Oregon manufacturing discussion, but as the preceding results show, smaller manufacturers like metalworkers and bakeries can produce large numbers of new jobs, particularly when given technical assistance. The aggregate effect of employment increases from small- and medium-sized firms is large, and contributes to sectors identified as priorities by Oregon’s economic development agencies.
