The Portland Smart Cities UB Mobile PDX proposal focuses strongly on developing mobility solutions that would serve traditionally underserved populations (low-income, communities of color, and residents with mobility challenges). As the proposal now moves into a plan, this project explores and assesses the transportation challenges in traditionally underserved communities and explores how smart mobility solutions embedded in Mobile PDX can best be crafted to meet the needs of low-income and traditionally underserved residents in Portland, OR, focusing especially on East Portland. The market for electric vehicles (EVs) is changing dramatically in the United States. Federal and state policies have been adopted to promote research and development in EV technology and to increase the number of EVs available in order to support increasing rates of EV ownership. The state of Oregon has one of the highest per-capita EV sales markets in the country. In November 2017, Anne McEnerny-Ogle was elected to a four-year term as Mayor of Vancouver, Washington. Anne served on City Council from January 2014 through December 2017. She was also Vancouver's Mayor Pro Tem from January 2016 through December 2017. Anne earned a bachelor's degree in education from Southern Oregon State College and a master's degree in education from Lewis and Clark College. Different parts of the county experience different growth patterns. Local trends within UGBs and the area outside them collectively influence population growth rates for the county as a whole.
Douglas County’s total population grew steadily in the 2000s, with an average annual growth rate of .7%; however, some of its sub-areas experienced faster population growth. Canyonville experienced the fastest growth of any UGB, with an average annual growth rate of 3 percent. Only two UGBs, Oakland and Reedsport, saw a slight population decline.

Josephine County’s total population grew steadily in the 2000s, with an average annual growth rate of slightly less than 1 percent between 2000 and 2010; however, its sub-areas experienced faster population growth. Cave Junction and Grants Pass posted average annual growth rates of 2.1 and 1.6 percent, respectively, during the 2000 to 2010 period while the area outside of the UGBs experienced negligible growth.

Harney County’s total population declined in the 2000s, with an average annual growth rate of -0.2 percent; however, the Hines UGB experienced slight population growth during this same period, posting an average annual growth rate of 0.2 percent. The Burns UGB experienced a growth rate of -0.7 percent, which is below that of the county as a whole.

A decline in dry season precipitation over tropical South America has a large impact on ecosystem health of the region. Results here indicate that the magnitude of negative trends in dry season precipitation in the past decades exceeds the estimated range of trends due to natural variability of the climate system defined in both the preindustrial climate and during the 850–1850 millennium. The observed drying is associated with an increase in vapor pressure deficit. The univariate detection analysis shows that greenhouse gas (GHG) forcing has a systematic influence in negative 30-year trends of precipitation ending in 1998 and later on. …

Approximately 15.5% of global forest is controlled by ~1 billion local people and the area under community control is increasing. However, there is limited empirical evidence as to whether community control is effective in providing critical global ecosystem services, such as biodiversity conservation and carbon storage. We assess the effectiveness of one example of community-controlled forest, Nepal’s Community Forestry Program (CFP), at providing biodiversity conservation and carbon storage. Using data from 620 randomly selected CFP and non-CFP forest plots, we apply a robust matching method based on covariates to estimate whether CFPs are associated with greater biodiversity conservation or carbon …

Current understandings of feminism do not seek to dissuade men from feminism as a movement; moreover, men's inclusion in the feminist movement is seen as paramount to achieving equality and dismantling all forms of hegemonic power. Past research has shown that identification with a social movement is a strong predictor for participation in social change, more so than belonging to a disadvantaged social category. Despite this, there is nascent literature on how men define, identify as, and practice feminism. Findings from the study point to the resiliency of student mothers who utilized personal assets and institutional resources. Recommendations for community colleges include developing a strategic method to gather data to better serve this student population. Further, institutions are encouraged to re-examine child care services and supports on campus.
