Preventing Child Sexual Abuse And Juvenile Offending Through Parental Monitoring, Kelly E. Stewart

In this dissertation, I present three manuscripts to investigate the prevention of a range of crimes committed against, and by, youth, using parental monitoring or guardianship. In the first paper, I tested whether the routine activities of juvenile sexual offenders (JSOs) and their victims' caregivers was associated with the JSO being placed into a supervisory role, and whether subgroup differences existed in the use of modus operandi strategies between JSO supervisors and non-supervisors (Chapter II). Findings indicated that parents' need for childcare assistance predicted JSO supervisor status more strongly than perpetrators efforts to get the child alone or disruptions to …

Purpose: Paid parental leave (PPL) policies offer immense opportunity to enhance health equity by providing financial stability to workers and promoting the health of families in the United States. Working in partnership with a local county government, which recently adopted a paid leave policy, we engaged in a qualitative substudy to enhance our understanding of how workers perceived and experienced the policy across levels of the socioecological framework. Sexual and gender minority populations are not currently being accurately tracked or counted in most domestic violence (DV) and intimate partner violence (IPV) surveillance programs in Oregon. However, research indicates that LGBTQ+ populations experience IPV at rates comparable or even higher than heterosexual populations. Additionally, distrust of law enforcement and services designed around heterosexual experiences of IPV further reduce the ability of LGBTQ+ populations, particularly transgender women, to access IPV services. Infectious hematopoietic necrosis virus (IHNV) is a member of the Rhabdoviridae family and causes infectious hematopoietic necrosis (IHN) disease in many salmonid species during the juvenile or “fry” stage of life. IHNV is endemic to Western North America and occurs in the Columbia River Basin, where Steelhead and Chinook salmon are the most abundant IHNV-vulnerable species. IHNV can cause an epidemic in wild or farmed stocks, killing 90-95 percent of the fish it infects. Transmission is currently understood to occur by direct exposure through the gills, and the virus is shed typically from asymptomatic or clinically ill carrier adults at …

As interest in autism in adulthood grows, so does the need for methods to promote the inclusion of autistic adults in research. Our objective was to create practice-based guidelines for the inclusion of autistic adults, both as research team members and as study participants. We conducted an institutional ethnography of three closely related research partnerships that used participatory methods with autistic adults over the years 2006–2018. We used an iterative approach which combined discussions with community and academic partners and artifact review. The health-promoting influence of high-quality, supportive close relationships has been extensively documented, yet the mechanisms of this effect are less well-understood. Leading researchers have galvanized the field to test particular relationship processes and the mediating psychological processes they facilitate to pinpoint how close relationships exert their salutary effects. The purpose of this study was to investigate the influence of the intimacy process on health outcomes of sleep and pain and if this effect depends on the facilitation of psychological processes in a sample of veterans and spouses (collectively called military-connected couples; N=147). School District Enrollment Forecast Reports

This report presents the results of a demographic study conducted by the Portland State University Population Research Center (PRC) for Portland Public Schools (PPS). The study includes analysis of population, housing and enrollment trends affecting the District in recent years, estimates of the number of PPS students by housing type, and annual forecasts of enrollment for a 15 year horizon, from 2019‐20 to 2033‐34. Enrollment forecasts were prepared under high, middle, and low scenarios for the District. Forecasts for attendance areas by place of residence and for individual schools are consistent with the middle district‐wide forecast.

When exploring young adult literature, it is specifically important to research racial diversity because it can help show particular stereotypes, biases, and tropes that may be used in YA overall. This helps inform current issues or excellencies in the canon and leads to broader discussions about the importance of racial, and other, diversity in books generally. By developing methods to isolate racially diverse books in YA, extracting specific language from their Goodreads copy, and talking broadly about overall themes, I will analyze the types of language that book descriptions use when talking about race, if they do at all.

This project’s goal is to lift up promising approaches, suggest new strategies and encourage honest conversations that result in public policy solutions to income and racial segregation and poverty. The overarching question that motivates this work is:

We introduce a model for traffic signal management based on network consensus control principles. The underlying principle in a consensus approach is that traffic signal cycles are adjusted in a distributed way so as to achieve desirable ratios of queue lengths throughout the street network. This approach tends to reduce traffic congestion due to queue saturation at any particular city block and it appears less susceptible to congestion due to unexpected traffic loads on the street grid. Ice-nucleating particles (INPs) have been found to influence the amount, phase and efficiency of precipitation from winter storms, including atmospheric rivers. Warm INPs, those that initiate freezing at temperatures warmer than −10ºC, are thought to be particularly impactful because they can create primary ice in mixed-phase clouds, enhancing precipitation efficiency. The dominant sources of warm INPs during atmospheric rivers, the role of meteorology in modulating transport and injection of warm INPs into atmospheric river clouds, and the impact of warm INPs on mixed-phase cloud properties are not well-understood. Certain types of sites are difficult to see even in the best environmental conditions (e.g., low-density lithic scatters) and performing traditional archaeological survey is challenging in some environments, such as the dense temperate rain forests of the Pacific Northwest. Archaeologists need another method of survey to assess large areas and overcome environmental and archaeological barriers to site discovery in regions like the Pacific Northwest. Regions that have experienced recent successive cold winters such as the Northeast of North America and Siberia have endured critical social and economic impacts from anomalous low temperatures in recent years, despite warming global temperatures. It is well known that the Tropospheric Polar Vortex (TPV), or jet stream, is a primary influence on many mid-latitude winter weather patterns. However, the strong circumpolar westerlies that maximize at around 60° latitude just above the tropopause, known as the Stratospheric Polar Vortex (SPV), can affect tropospheric circulation and thus winter weather in the Northern Hemisphere. This inquiry seeks to establish connections between William Dugger’s understanding of subreption leading to corporate hegemony with Antonio Gramsci’s understanding of power and the hegemon. Specifically, this inquiry examines the similarities between both authors’ descriptions and understandings of power in a civil society. Going further, I draw parallels between Gramsci’s description of ‘passive revolution’ as a key process for achieving hegemony and Dugger’s explanation of the role ‘subreption’ plays in the rise of corporate hegemony in the United States. Pedestrian safety and access is an equity issue. In Portland, inadequate pedestrian infrastructure and traffic safety concerns disproportionately impact low-income communities and people of color. The City is attempting to rectify these inequities through PedPDX, Portland’s new citywide pedestrian plan (anticipated for adoption in Spring 2019). PedPDX prioritizes sidewalk and crossing improvements and other investments, policies, strategies and tools to make walking safer and more comfortable across the city.
