This article, second in a special series devoted to employment trends, focuses on occupations requiring some postsecondary training, usually for a one- to two-year Vocational or Associate’s degree. The first article (Geyer & Schroedel, 1995) concentrated on occupations requiring a Bachelor’s degree or higher. Forthcoming articles will report on occupations requiring (a) significant on-the-job trainings or (b) a secondary diploma or less education.

State VR agencies have long been among the major procurers of interpreting services for individuals who are deaf or hard of hearing. Nevertheless, concerns and issues such as the provision of quality interpreting services, chronic personnel shortages, and costs for services continue to persist in the field. To address these issues, this article reports on a national research study which sought input from a broad cross-section of state VR administrators and service providers. Rehabilitators receive little, if any, advice about how to manage the client with a monaural hearing loss (MHL). How seriously should they view that condition? The rehabilitation literature devotes very little space to MHL. Indeed, rehabilitation textbooks have almost nothing to say about the effects of MHL can have and about what steps rehabilitators should take in responding to clients who present themselves with MHL. A review of the audiological and ontological research, however, leads to the conclusion that clients with MHL deserve rehabilitators’ careful attentions. Many people recognize American Sign Language (ASL) as the first native language of the Deaf community. However, traditional educational programs have focused only on the development of English language in its spoken, written, and perhaps signed forms. In recent years, the bilingual/bicultural philosophy of deaf education, which recognizes ASL and English as equal and viable languages for the instruction of deaf children, has come to light. The research conducted mainly by researchers at NTID has contributed in an important and valuable way to our understanding of the problems involved in this issue. However, about 90 percent of hearing-impaired students are attending institutions outside Gallaudet or NTID, what is needed is knowledge about the conditions for the deaf and hard-of-hearing students in mainstreamed colleges and universities. From what is known about the changes regarding labor market, demography, and educational system the lack of knowledge about deaf and hard-of-hearing students in this setting seems serious.
