The Consent Decree: A Means Of Obtaining Mental Health Services For People Who Are Deaf, Debra Katz, Andy Penn, Joan Gillece

Consent decrees are a widely used technique to get services for disabled persons, and they can be an effective method to get appropriate state wide mental health services for persons who are deaf. Many state mental health systems have resolved litigation through the formation of 'consent decree units.' If properly designed and implemented, such units can improve services for patients who are deaf, empower administrators to provide programs not otherwise possible, and result ineffective mental health units. The steps involved in using the consent decree approach are given and guidelines for structuring and implementing a consent decree are provided.

When alcohol and drug problems are identified within the mental health setting, the clinician may experience tremendous barriers referring for alcohol and/or drug intervention. In the San Francisco Bay Area (the Bay Area encompasses between 5 to7 counties dose to and including San Francisco), we have been addressing these barriers and advocating for effective alcohol and drug recovery services for the past two years. Walden House is a 365-day-a-year comprehensive program for Deaf Children. More than 50% of the staff is Deaf; ASL is considered the dominant language, and a central goal for all students is the establishment of a strong cultural and personal identity as a Deaf person. This paper serves to present to deafness rehabilitation specialists the basic assumptions and process of Rational-Emotive Therapy. As a forerunner in the field of cognitive-behavioral therapy, RET provides a framework and specific interventions to meet a wide variety of client needs. A discussion of suggested techniques designed specifically for a portion of the deaf population is included. The flexibility of the RET approach in offering the options of both elegant and inelegant resolution of emotional disturbance enhances the usefulness of this theory with the diverse population of deaf clients.

Peer Counseling Programs For Hearing Impaired Persons, Michael Strong, Carol Day-Drummer

Peer counselors and program directors from eight agencies in Northern and Southern California were interviewed in order to determine how their programs differed from other services for

hearing impaired persons, and how these programs compared with peer counseling programs in other settings. It was concluded that peer counselors provide a unique service by meeting a wide variety of needs in a supportive setting characterized by a shared background with the client. It was also apparent that the programs surveyed here had some features that were startlingly unlike peer counseling programs in other settings while in other ways they were similar. …

According to a model developed by Cavanagh (1982), counseling may be perceived as a unique relationship by which the counselor helps others learn to relate to themselves and others in growth producing ways. The effective counselor fosters growth by creating an environment and a relationship that is significantly different from any presently experienced by the client or clients. Underlying principles and goals of individual and group counseling are identified and discussed. An Empirical Demonstration Of The Case-Management Approach To Rehabilitation Of Multiply Sensorially Disabled Clients, Joel D. Ziev, Pearl I. Johnson, Jerome D. Schein, David Peikoff

In one year, five Case Managers provided a wide range of rehabilitation services directly to 133 multiply sensorially disabled clients (the target group) and indirectly to 212 other target clients. The Case Managers encouraged 70 agencies to become interested in, and in some cases to initiate services to, target clients. In addition to providing a considerable amount of direct services, the project staff laid the foundation for continuing improvement in target clients' welfare, by disseminating knowledge other service providers and encouraging them to raise their expectations of rehabilitation outcomes for the target group. The success of any new program often depends on an accurate needs assessment of the population to be served. Program planning is particularly difficult for low incidence disabilities, such as deafness. This paper presents a model to assist practitioners in community mental health program planning for deaf adults. The model is applied to a large metropolitan community in the southwestern part of the United States. Several issues emerge as a result of applying this model and we make recommendations for more effective mental health service provision based on these issues.
