The Sri Lankan Civil War (July 1983–May 2009), between the government and the Tamil Tigers, was a conflict marked by the extensive use of explosive weapons. Predominantly affecting the majority-Tamil areas in the north and east (Tamil Eelam), the violence left deep scars upon the communities in these areas. The land is still heavily marked by the legacy of landmines, air-dropped bombs, and other explosive remnants of war (ERW).

The rapid and ongoing development of lightweight, powerful, and relatively cheap unmanned aircraft vehicles (UAV)—still commonly referred to as drones—has demonstrated their use in increasingly diverse and imaginative ways across a large number of industries and sectors. They have also captured the public imagination with the prospect of revolutionizing many aspects of how we live and work. Humanitarian mine action (HMA) has not been immune to this process, and a number of organizations have conducted research, trials, and field tests into how they can support and improve the landmine and explosive remnants of war (ERW) survey and clearance process.

Aerially-deployed plastic landmines in post-conflict nations present unique detection and disposal challenges. Their small size, randomized distribution during deployment, and low-metal content make these mines more difficult to identify using traditional methods of electromagnetic mine detection. Perhaps the most notorious of these mines is the Sovietera PFM-1 “butterfly mine,” widely used during the decade-long Soviet-Afghan conflict between 1979 and 1989. Predominantly used by the Soviet forces to block otherwise inaccessible mountain passages, many PFM-1 minefields remain in place due to the high associated costs of access and demining. Just over 20 years ago, states and civil society came together to put an end to the harm inflicted by antipersonnel mines. The result was the ground-breaking Anti-Personnel Mine Ban Convention in 1997. Better known as the Ottawa Treaty, it prohibited the use, stockpiling, production, and transfer of anti-personnel mines. It also created time-bound legal obligations requiring the destruction of all stockpiles, the clearance of all mined areas, and assistance for landmine victims.

Following the recent political rapprochement between the governments of Uzbekistan and Tajikistan in March 2018, a joint commission was created to investigate the minefields along the Tajik-Uzbek border and schedule their clearance. The Uzbek government first expressed the intention to remove the landmines along its borders in 2004 and later reported the start of unilateral demining operations in 2005 by the Uzbek military. Less than three years later, Uzbek demining teams had reportedly cleared 95 percent of the minefields along the Tajik border. However, this has not been verified by independent organizations, and civilians still fall victim to landmines in …

While research has shown search engine coverage of science and social science scholarship rivals traditional library databases, the coverage or utility of public search engines for the humanities needs further exploration. This presentation will report results from at least two empirical research studies that investigated access to humanities scholarship via public search engines (e.g. Google, Google Scholar, Google Books, Microsoft Academic). We will propose additional research ideas that we hope will inspire future studies.

The Seventeenth Meeting of the States Parties (17MSP) was a formal meeting of the 164 States Parties to the 1997 Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-Personnel Mines and on Their Destruction. The 17MSP was held in accordance with Article 11 of the Convention and pursuant to decisions of the 2017 Sixteenth Meeting of the States Parties.

A total of 125 delegations participated in the 17MSP, including 93 States parties, 10 States not party and 22 organisations.

The research I have carried out on tool development has been based on accident studies, field trials and my experience in both demining and in manufacturing in small workshops. The research led to the evolution of the following criteria and constraints. I believe that these are essential requirements when designing hand-tools for use when excavating anti-personnel blast mines. In the database of demining accidents, injuries are classed as either Severe or Minor. Injuries likely to be life threatening, to require surgery or to result in permanent disability are rated as Severe. All others are rated as Minor. This distinction is for convenience and is not intended to reflect on the discomfort and/or hardship associated with the injury. In some cases, injuries were not recorded in detail but I have resisted the temptation to infer detail. Note that, in very severe injuries, only the most severe injury is generally recorded.

What follows are basic procedures that you can edit and refine to suit your equipment and working preferences. They presume that deminers operate in a "One-man procedure ", with the same deminer performing all tasks during a working shift. When there is not enough equipment for each deminer to be issued with a detector and tools, two-man teams can be deployed. In a two-man team, a one-man procedure is still used. One person works while the other rests, and each individual performs all the tasks required for clearance during his/her shift.

The examples of medical treatment in the database are rarely well detailed. When they are, they provide examples of both "positive" and "negative" responses to accidents. some of the worst negative responses are not the responsibility of the medic - who were simply not provided with the equipment or ambulance that they need. Parts of the reports may be used in lectures or presentations or they can be distributed for critical discussion.

In 2015, Tajikistan became the first country to make all of its demining accident data available. Congratulations to the Tajikistan National Mine Action Centre (TNMAC), a government controlled body that has set an international standard for transparency.

The DDAS software was designed by me in 1998 using the Microsoft Access engine and a Visual Basic front-end. This was revised and became a relational database in 2003. The software can be used to display existing datasets or to record your own. Field names can be edited and replaced with names in another language and the content of dropdown pick-lists is easily customised. Originally distributed on CD, it is not generally given out any more but despite being dated and cludgy, it can still be used many later operating systems.

Field supervisors or managers should also read the suggested training needs for deminers because they will often be in charge of the deminers' training and/or refresher training. The database provides real-world examples that can be used as training aids. This will often reinforce what is considered to be common sense. Be aware that the database records prove (beyond reasonable doubt) that some commonsense wisdom is incorrect.

For example, it is a myth that the most dangerous time for deminers is shortly after their initial training. On the contrary, there is some evidence to suggest that deminers actually become more likely to have an accident the longer they work as a deminer.
