For the first time in the thirty years of mine action in Afghanistan, as part of an initiative of the United Nations Mine Action Service (UNMAS), in June 2018 a mixed-gender demining team was deployed by the Danish Demining Group (DRC-DDG) to clear landmines in Bamyan Province, in the central highlands of the country. A minefield was successfully cleared in six months. Improvised explosive devices (IEDs) have been widely used in Afghanistan since the mid-2000s, presenting a significant and life-threatening hazard to the civilian population. As areas become free from conflict and permissible for humanitarian clearance, an effective response is required to protect civilians. GICHD delivered an advanced level training course on ammunition identification and disposal in Kabul, Afghanistan on 16-29 April 2016. The focus of the course was to build on existing skillsets and improve the knowledge of the characteristics of NATO and other ammunition encountered in Afghanistan.

By not offering a formal IMAS explosive ordnance disposal (EOD) qualification and associated testing protocols, the course curriculum allowed flexibility. After a decade of Soviet occupation in Afghanistan and the resulting internal conflict, the removal of explosive remnants of war (ERW) became a complicated issue. Systematic clearance of ERW was difficult to establish due to the volatile security situation and an inability to regulate clearance work. However, due to collaboration between the United Nations and Afghan nongovernmental organizations, mine clearance operations were successfully established in Afghanistan in the 1990s.

The most mine- and unexploded ordnance (UXO)-contaminated countries in the world have long histories of conflict, as well as histories rich with extensive archeological and cultural records. It is not uncommon for known historical sites to be littered with mines and UXO, especially in regions with hundreds and even thousands of years of rich cultural heritage, such as Central and Southeast Asia and the Caucuses. This presents an added challenge to project teams tasked with clearing and safeguarding the land while also preserving the integrity of cultural heritage sites.

Recent conflicts, lack of funding and limited information about mined areas in Afghanistan has prevented the country from meeting its 2013 deadline of becoming mine impact-free. The Mine Action Programme of Afghanistan, along with the Afghan government, submitted a plan proposing to extend Afghanistan’s landmine-removal deadline to 2023. The extension request included almost 200 pages of details regarding mine history and future plans.

Criminal activities, illegal arms trading and violence against civilians continue threatening Afghanistan's stability and security, and hinder the work of humanitarian nongovernmental organizations. As a result, potential investors are discouraged from making heavy capital investments, and NGOs cannot implement projects that could dramatically improve the socioeconomic condition of civilians. Disarmament, demobilization and reintegration appear to be crucial steps for the success of post-conflict recovery in Afghanistan. Conducting DDR in the complex and turbulent Afghan environment has proven difficult, and this article explores past attempts at DDR in Afghanistan to draw lessons for future efforts.

On 31 August 2007 the Netherlands Government (NG) decided to fund the Danish Demining Group (DDG) mine action activities in Somaliland, Sudan, and Afghanistan. The funding agreement runs from January 2008 to December 2011 and NG and DDG had preliminary discussions on the continuation of the project. The NG Decision of 31 August 2007 foresees an external evaluation initiated by the grant recipient.

On the 13th Dec 2010 at 10:37, the deminer [Victim No.1] was operating in his clearance lane excavating a detected signal, his prodder touched on a subsurface tripwire of POMZ mine which caused it to explode. According to the investigation report the signal was not pinpointed correctly and the de-miner has used pick in contrary to set procedure, during the excavation, he pulled the subsurface tripwire connected with POMZ mine. The accident resulted in superficial injuries to deminer’s hands, left thigh and left side of abdomen.
