In this year’s edition of To Walk the Earth in Safety, we highlight the many ways that U.S. conventional weapons destruction assistance promotes post-conflict recovery. For example, our humanitarian demining funding enhances food security by helping to revitalize agricultural fields in countries like Sri Lanka and Vietnam. This funding is especially critical in Sri Lanka where more than 6 million people—nearly 30 percent of the population—are currently food-insecure. In Vietnam, our commitment to promoting agricultural security is a key component to successful post-conflict recovery, even decades after war ended.

Reliably detecting and discriminating mines, booby traps, and victim operated improvised explosive devices remains a stubborn problem for both humanitarian demining organizations and the military. Since mines were widely used during the Second World War, much effort has been expended on the detection problem, with limited success. The aim of being able to positively identify a device first time remains elusive since the scientific challenge of positively identifying different substances in the ground is formidable. 2020 was a year of exceptional challenges for the Department of State due to the COVID-19 pandemic. The Seventeenth Meeting of the States Parties (17MSP) was a formal meeting of the 164 States Parties to the 1997 Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-Personnel Mines and on Their Destruction. The 17MSP was held in accordance with Article 11 of the Convention and pursuant to decisions of the 2017 Sixteenth Meeting of the States Parties.

A total of 125 delegations participated in the 17MSP, including 93 States parties, 10 States not party and 22 organisations.

As areas of Iraq and Syria controlled by ISIS are liberated, internally displaced persons (IDP) are returning to their homes to face widespread destruction and contamination from deadly improvised explosive devices (IED) implanted by ISIS to maim, kill, and terrorize. Janus Global Operations (Janus) currently operates throughout Iraq, clearing IEDs with a focus on bringing critical infrastructure online to allow IDPs to return safely and resume their lives.

The legacy of World War II-era unexploded bombs (UXB) is an ongoing public safety hazard throughout Europe, and especially in Germany. Large, air-dropped bombs that are a legacy of Allied bombing campaigns are discovered on a weekly basis in Germany, requiring evacuations and disposal efforts costing hundreds of thousands of Euros in some instances.

This article presents recent work done by Black Tusk Geophysics using advanced geophysical classification (AGC) to reliably identify hazardous ordnance at urban sites in Germany. The clearance of the vast majority of Denmark’s minefields during 1945 was remarkable. In just under five months, a force ranging between 750 and 2,600 German prisoners of war (POW) under the supervision of 250–350 Danish officers and noncommissioned officers cleared 1,389,281 mines from an area of 1,103.2 sq km (425.9 sq mi). Such speed of clearance stands in stark contrast with much of modern humanitarian mine action since the 1990s. Depending on the amount of water and the way it is contained, the overpressure can be reduced by a factor of ten, sometimes more than twenty. The number of fragments from shell cases can be one hundred times less. Their velocities can be seven times. Slugs from focal point charges are stopped. Safety distances around magazines can be cut. However, the advent of mobile technology has provided novel opportunities to circumvent old problems. In Ukraine, The HALO Trust’s (HALO) ability to conduct nontechnical survey is restricted in certain areas, and the security environment means this is unlikely to change in the foreseeable future. In January 2017, exploitation work was carried out by Fenix Insight Ltd on mines and other ordnance recovered by the Land Release Contractor (LRC).

Examination of grenades used in booby traps revealed that one, considered to be complex and dangerous, had been rendered safe by the ageing process. The other, though more familiar, was still fully functional and highly lethal. The findings highlight the continued danger from unexploded ordnance, and the need for threat assessment to be based on technical evidence rather than intuition.

Tensions between North Korea and South Korea rose as a result of the first major exchange of artillery fire in five years. On 4 August 2015, a landmine severely wounded two South Korean staff sergeants patrolling the DMZ.Officials from Seoul accused North Korea of planting three mines near the guard post on the south side of the DMZ, 440 meters (481 yards) away from the demarcation line; officials from Pyongyang denied these accusations. The explosives found were placed in wooden boxes, not unlike mines previously used by North Korea.
