This dissertation comprises three essays that investigate different facets of environmental hazards and their implications for policy and governance. While each essay examines a different topic area, they are all linked by examining how entities respond to incentives at the intersection of environmental risk and public policy. Each chapter informs a distinct literature within environmental policy and utilizes different methodologies to examine largely unexplored research questions.
In the first essay, I examine how individuals respond to the low-visibility, long-term environmental risk presented by radon. I employ radon zone data from the Kentucky Geological Survey and home information from Zillow to …

The US grapples with a housing crisis, exacerbated in part by a shortage of conventional mortgage loans. Data from 2020 reveals a severe racial disparity, with 27.1% of Black mortgage applicants denied compared to only 13.6% of White mortgage applicants. These denial trends are highly correlated with homeownership rates. Current trends in homeownership by race mirror or exceed those present during the discriminatory practices of the 1960s. Lenders often cite low credit scores and high debt-to-income ratios as grounds for denial. Therefore, proposed solutions include mandating the inclusion of rental payment history in credit scores, offering free homebuying education, and …

A novel dataset and documentation containing spatially allocated estimates based on analysis of the 2017-21 ACS PUMS for counties in the State of Oregon. Analysis was performed by iterative adjustment to the ACS weights such that results were consistent with selected tables generated from the full ACS sample published by the US Census Bureau. The data are delivered in two pipe-delimited text files. Each row represents one county, and columns represent standard data fields described in the codebooks. Peace and conflict studies is a normative field that seeks to reduce or eradicate violence. With multiple forms of violence plaguing human society, institutionalization of civil society has long been a tenet of liberal approaches to peace intended to enhance sustainability and policy impact of activism. Along with benefits, however, institutionalization brought with it a set of challenges, including cooptation by donors and competition among activists. Most Americans rely on social security as a significant source of retirement income, but without congressional action, the program’s projected insolvency threatens to reduce benefits for all covered retirees. This thesis explores a path forward to legislating a fix by evaluating several proposed provisions. First, this thesis analyzes the premises and purposes of the program’s structure. By intentional design, program executives and lawmakers fostered acceptance of the program as a type of insurance. Second, this thesis assesses how lawmakers previously approached reform to apply it to the present issue. Throughout both the program’s first and last forty years, lawmakers reinforced …

Abstract Facing the escalating effects of climate change, it is critical to improve the prediction and understanding of the hurricane evacuation decisions made by households in order to enhance emergency management. Current studies in this area often have relied on psychology-driven linear models, which frequently exhibited limitations in practice. The present study proposed a novel interpretable machine learning approach to predict household-level evacuation decisions by leveraging easily accessible demographic and resource-related predictors, compared to existing models that mainly rely on psychological factors. A student's relative age in their schooling cohort has been shown related to several measures of academic and labor market success. Here, we focus on a singular outcome: the probability of college course failure. Even within a sample constrained to students with traditional academic progression and who completed their college degree program, we find evidence relatively younger students were more likely to fail courses. The estimated impact is larger for males, minorities, and those with less academic success before college. Statistical significance remains constant across the parental income distribution. With a particular focus on West Virginia, this study utilizes state-level monthly panel data over 13 years (2010-2022) to examine the determinants of the rates of application of individuals for Social Security Administration disabled worker income payments (SSDI) and the initial recommendations of those applications for approval by the states. Application rates are particularly sensitive to the educational attainment of state populations and approval rates to economic conditions. However, in contrast to media coverage and public perceptions, both the number of applications for SSDI and approval rates have been declining nationally and in West Virginia.

Advanced Air Mobility (AAM) may, in the coming decades, result in tens of thousands of new jobs and billions of dollars in additional economic activity. While much of the discussion surrounding AAM focuses on the technical aspects of the nascent industry, estimates of the potential economic impact vary significantly. As natural disasters grow in frequency and intensity with climate change, limiting the populations and properties in harm’s way will be key to adaptation. This study evaluates one approach to discouraging development in risky areas—eliminating public incentives for development, such as infrastructure investments, disaster assistance and federal flood insurance. Using machine learning and matching techniques, we examine the Coastal Barrier Resources System (CBRS), a set of lands where these federal incentives have been removed. We find that the policy leads to lower development densities inside designated areas, increases development in neighbouring areas, reduces flood damages and alters local demographics. Our …

Changes made to webpages can affect their retrievability. Often this is done with the intention of increasing the page's search engine ranking to improve overall access to information on the page. The Environmental Data and Governance Initiative (EDGI) created a dataset that describes changes on US federal environmental webpages between 2016 and 2020. EDGI noted that many environmental terms were deleted from the pages, but without user data, claims that page retrievability and public information access were lowered are only anecdotal. This dissertation investigates the impact of social, navigational, familial, aspirational, and resistant capital on the ability of small business owners in Pennsylvania to access relief funding during the COVID-19 pandemic, primarily the period from March 2020 to December 2020. Utilizing Dr. Tara Yosso’s Community Cultural Wealth framework, the study explores systemic barriers within relief initiatives and how they affect marginalized communities.

Planned Parenthood Federation of America (PPFA) decided to reject federal family planning funds when faced with a “gag rule” that would prevent PPFA from providing abortion services. The economic theory of scarcity and everyday human experience teach that a reduction in available resources or means will necessarily impact the ends to which those means are expended. This study used interpretative phenomenological analysis to gather and analyze semi-structured interviews of seven participants who took part in deep undercover programs between the 1970s and 1990s. In the early 1980s, under pressure from civil rights advocates, law enforcement implemented policies restricting the use of undercover police officers in non-violent intelligence investigations. The new guidelines resulted in robust selection and training requirements for deep undercover assignments which became focused on those who advocated criminal acts in furtherance of social or political objectives. Climate change is leading to more intense and devastating wildfires that lead to tragic loss of life and property (Cal Fire, 2018; Sinco et al., 2023) and disturbing environmental impacts (OECD, 2023). The purpose of this textile design was to create an activist design that communicates the fear and anxiety felt by those impacted by wildfires. First-hand accounts of those experiencing wildfires were researched as inspiration for the textile design. During the early years of the so-called “Fifteen Year War” (1931–1945), Japanese women and girls created senninbari when men received draft notices to serve. Often worn around soldiers’ waists underneath their uniforms, these sash-shaped talisman were embroidered with 1,000 red knots, each knot made by a woman. In a time when the Japanese government censored dissenting voices against its militaristic and nationalistic foreign and domestic policies, this government-encouraged gesture of stitching senninbari became one of the few ways in which women could voice their personal protests within patriarchal gender expressions (良妻賢母 “good wife, wise mother”). This Article evaluates an emerging literature claiming that carbon pricing (emissions trading or carbon taxes) has not performed very well and therefore cannot be the basis for the sort of transformative change now required to address the climate crisis. This is an important claim, as carbon pricing has been viewed as being at the heart of global efforts to address one of our most important contemporary problems.
We provide theoretical and empirical support for these critics’ claim that carbon pricing by itself cannot catalyze the technological transformation now required, and that other approaches have done and will likely do better. …

Despite qualifying as income eligible, many Massachusetts families do not access SNAP (Supplemental Nutrition Assistance Program) benefits. Due to the sharp increase in the cost of living, especially the cost of housing and food expenses, more families are facing food insecurity. Thus, it is critical to ensure that families in need receive SNAP benefits. While previous studies have examined racial disparities, there is a limited focus on Asian American families. Even fewer studies disaggregate data to explore disparities among Asian American ethnic subgroups. Further, few studies have addressed disparities in SNAP receipt specifically for income eligible families.

This thesis examines the economic reforms undertaken by Poland and the Czech Republic during the 1990s transition period. It seeks to ultimately differentiate reform quality between the Czech Republic and Poland in terms of well-being. The basis of reform success is determined using a quality of life scale that spans economic, health, and environmental indicators. Reform quality is then assessed based on improvements in well-being, instead of high-level economic metrics that often evaluate in a manner that fails to capture individual citizen sentiment. This thesis fuses Chicane Latine Studies (CLS) and Public Policy methodologies to explore how student-centered organizations can incorporate Decolonial Feminism into their program evaluation pedagogy. In today’s society, the political economy, influenced by structural biases, gravely impacts marginalized communities by overlooking holistic wellbeing as a valid priority. Embodying Decolonial Feminism can help community organizations fight back against systemic inequities and redefine for themselves their existence. This thesis explores the feasibility of implementing a Drone as First Responder (DFR) program within the Los Angeles Police Department (LAPD), analyzing the operational, social, and financial implications compared to traditional police helicopter usage. The thesis investigates helicopter flight patterns, demographic correlations, and the potential for drones to provide a less invasive and more cost-effective aerial support system. This thesis examines the determinants of the usage of carbon offsets within the California cap-and-trade program for greenhouse gas emissions. It also investigates the relationship between a firm’s investment in offsets and its financials for publicly traded companies. Entity-level data from 2013 to 2020 was used, which was sourced from the California Air Resources Board. Multiple regression analysis was used to investigate factors that correlated with offset usage and whether offset usage correlated with EBITDA. Nowhere is the discussion surrounding gun violence more prominent than in the United States, with the impacts of our gun-friendly culture being felt around the world. This thesis analyzes the dynamics of gun trafficking from the United States to Mexico and sheds light on its role in fueling the epidemic of gun violence south of the border. The Washtenaw County (MI) Prosecutor’s Office’s Pre-Plea Diversion Program (PPDP) aims to divert eligible misdemeanor defendants from the criminal justice system, offering rehabilitative programming to reduce reoffending and minimize the collateral consequences of a criminal conviction with case dismissal. This research assessed whether PPDP participants were less likely to be re-arrested in the six months following program completion compared to a sample of defendants facing similar charges within the same court. It was hypothesized that the PPDP would effectively reduce re-arrest, with community service and mental health counseling proving particularly impactful. Indigenous communities in Panamá face the same challenge that many Indigenous communities experience around the globe: a lack of recognition of their land rights. Over the last several decades, the Panamanian government has developed policies and ratified international agreements that recognize Indigenous rights. The comarcas that institutionalize these rights have had some success. However, despite a seemingly progressive framework for recognition, Indigenous communities across the country continuously have their rights violated by conservation projects and resource extraction efforts in the name of economic development. The cooperative delivery of trucks and drones promises considerable advantages in delivery efficiency and environmental friendliness over pure fossil fuel fleets. As the prosperity of rural B2C e-commerce grows, this study intends to explore the prospect of this cooperation mode for rural last-mile delivery by developing a green vehicle routing problem with drones that considers the presence of steep roads (GVRPD-SR).
