Background: New federal policies along with rapid growth in data generation, storage, and analysis tools are together driving scientific data sharing in the United States. At the same, triangulating human research data from diverse sources can also create situations where data are used for future research in ways that individuals and communities may consider objectionable. Heat is the number one weather-related killer in the United States, and the implications of heat impacts range from individual transportation users, to emergency management services, and entire transportation networks and systems. Rapid recent growth in the popularity of electric bicycles (e-bikes) has captured the attention of transportation researchers and policymakers seeking safe, sustainable, and active alternatives to conventional transportation modes. This thesis presents an investigation of e-bike owners in North America, complementing previous efforts in 2013 and 2017, and suggests implications for North American transportation planning.

An online survey was distributed to e-bike owners in the United States and Canada through email outreach, purchase incentive programs, and social media. Food insecurity in the United States reached historically high rates during the COVID-19 pandemic, thus substantially increasing demand for the Supplemental Nutrition Assistance Program (SNAP). To facilitate access to SNAP during the pandemic, the federal government granted state SNAP offices the option to waive the interview requirement – an administrative burden associated with the SNAP certification process. This brief summarizes findings from a recent study that used data from SNAP offices across 10 states to examine the impact of SNAP interview waivers on SNAP caseloads from January 5th to April 30th of 2021. Since its inception, the privatization of the National Park Service has been a concern amongst conservationists. Recently, the topic gained more attention as the Trump Administration advocated for privatizing certain aspects of the parks. The dual purpose of the National Park Service, that of conservation and recreational efforts, has created conflict throughout the years. The current landscape of critical infrastructure organizations is undergoing a paradigm shift, characterized by dynamic workforce structures that include remote, hybrid and diverse work settings, alongside generational transformations. Higher rates of obesity in rural compared to urban districts suggest environmental differences that affect student health. This study examined urban-rural differences in districts' local wellness policies (LWPs) and LWP implementation environments. Cross-sectional data from two assessments in Texas were analyzed. In assessment one, each district's LWP was reviewed to see if 16 goals were included. In assessment two, an audit was conducted to identify the presence of a wellness plan (a document with recommendations for implementing LWPs), triennial LWP assessment, and school health advisory councils (SHACs) on the district website. In California (CA), the wildland-urban interface (WUI) faces escalating challenges due to surging population and real estate development. This study evaluates communities along CA's WUI that have witnessed substantial population growth from 2010 to 2021, utilizing demographic data and the 2020 WUI boundaries by the University of Wisconsin-Madison SILVIS Lab. Employing the Mann-Kendall test, we analyze yearly population trends for each census tract along the CA WUI and assess their significance. House ownership, affordability, and wildfire risk are examined as potential drivers of this demographic shift. This article proposes a new definition of strategy as problem-solving that challenges the focus on goals and assumptions of order within many post–Cold War approaches to strategy. It argues that the military needs strategy to diagnose the complex problems of the twenty-first century before they can be solved. Inspired by practitioners such as Andrew Marshall and George F. Kennan, this new definition clarifies what strategists do and offers a logic for distinguishing the use of the term strategy. Practitioners will also find problem-solving tools and pedagogies they can adopt today.

This article argues that the People’s Republic of China uses its police and internal security forces as a nontraditional means of projecting strategic Landpower in the Indo-Pacific and Central Asia. Instead of limiting analysis of China’s power projection to military forces, this article employs new data on Chinese police engagements abroad to fill a gap in our understanding of the operating environment in Asia. Policymakers will gain an understanding of how these activities enhance China’s presence, partnerships, and influence across the region to inform the development of recommendations for a more effective response.

This article examines the international law of self-defense as it applies to the ongoing Israel-Hamas conflict to determine whether the October 2023 attacks by Hamas against Israel can be interpreted under Article 51 of the UN Charter as an “armed attack” that gives Israel the right to use military force in self-defense against non-state actors. Strengthening ties with Taiwan is the best chance the United States has to preserve the liberal international order in Asia and improve its security relative to China. This study offers a normative perspective on how Taiwan can contribute to US-led international institutions and the Asian regional order and reduce conflict risk. Self-deterrence is critically understudied in deterrence theory. Similarly, deterrence practitioners prefer to focus on adversaries’ threats rather than seeking to account for the full scope of fears influencing the decision calculus of policymakers. Through historical case studies, this article identifies where self-deterrence has occurred, highlights the benefits of incorporating the concept in future strategic planning and intelligence assessments, and recommends that policymakers, strategists, and analysts acknowledge self-deterrence as an important factor when preparing for future wars.

Sin tax is essential to reduce the harm caused by products like cannabis. However, excessive taxation may facilitate illicit markets. We examine sin tax policies' impact on legal and illicit cannabis markets in the selected US states. Using a Constant Elasticity of Substitution utility framework, we assess scenarios like sin tax increase and anti-illicit cannabis policies. Our findings indicate high sin taxes may drive consumers to illicit markets, but anti-illicit market policies could control its extent. However, there is a trade-off between market size, tax revenue, consumers' utility, and illicit market control. Thus, optimizing sin tax policies is challenging, necessitating …

The problem that was addressed in this study was the high rate of recidivism among released offenders in the United States. Recidivism results in the rearrest of up to 650,000 offenders within 3 years of release. Reentry barriers are a primary cause of recidivism across the United States, as released offenders struggle to reintegrate into their communities.
