Operational Responsibility In Ai Governance: A User-Centric Liability Framework, Zhengyang Chen

Who bears responsibility when artificial intelligence systems cause harm? This question has become central to AI ethics and governance. Most existing approaches focus on developers, yet this faces serious practical and theoretical problems. Drawing on tort law, agency law, and philosophy of technology, this paper argues that AI should be understood as an instrument whose outputs remain the responsibility of human operators rather than developers. We call this 'user-centric governance.' Placing accountability with deployers promotes public trust by creating clear lines of responsibility, a concern that governance approaches have often overlooked. The Veterans Health Administration (VHA) has invested heavily in non-pharmacological pain management through the Whole Health transformation, the Opioid Safety Initiative, and national CIH expansion efforts. Despite these systemwide priorities, implementation remains uneven across decentralized facilities, revealing barriers that extend beyond logistics or compliance. This study investigated how governance structures, professional norms, and cultural–cognitive logics shape the translation of federal mandates into local clinical practice. This dissertation analyzes the effects of property tax exemptions on real estate utilization by hospitals in the production of medical services. Economic theory suggests that differential taxing creates inefficiencies causing destruction of wealth from deadweight loss. Property taxation is done by state and local governments. State and local governments spend 4.5 trillion dollars annually in the United States (Pustejovsky & Little, 2023, p. 2). Although only spending on services using real estate has efficiency effects due to real estate taxes, every 1% gain in overall efficiency is 45 billion dollars saved annually if the results can be generalized to all …

This manuscript highlights the breadth and impact of HDC’s initiatives across early childhood, education, transition, and community inclusion. This study links 2024 CentraCare Health birth records with neighborhood census tract conditions from the National Neighborhood Data Archive (NaNDA, 2020/2021) to examine how place, prenatal care, and clinical risks influence birth outcomes in Central Minnesota. Neighborhood factors are standardized and paired with measures of prenatal-care adequacy and pregnancy-risk indicators in a series of multivariate linear models to explore their effect on birth outcomes. Analyses adjust for maternal demographics and clinical risks to identify independent neighborhood effects. A privacy-preserving, tract-linked dataset is also created to help local partners target high-need prevention areas.

How do rapidly aging societies govern longevity when demographic change threatens established welfare arrangements? This thesis examines aging governance in China, Japan, and South Korea to show how states simultaneously manage aging as a public-health problem and build it into an economic sector through what I term life capitalism.

Two interpretations of East Asian aging policy are widely circulated: that it is a peripheral case of Western neoliberalism, or a residue of Confucian familism. The Fund for Responding to Loss and Damage (FRLD), established at COP28 in 2023, represents a historic diplomatic breakthrough in multilateral climate finance, yet its design reflects the compromises necessary to secure political agreement rather than a just institutional architecture. This thesis evaluates the FRLD and two prominent reform proposals—the Bridgetown Initiative 3.0 and Esther Duflo's Grand Bargain—against a novel framework that provides a more precise way to evaluate the “justness” of different arrangements.
