Healthcare fraud comprises a sizable portion of the United States healthcare expenditure and inflicts strain on payors, patients, and the healthcare system overall. The genetic testing industry is rapidly growing which provides a multitude of fraud opportunities. There is limited research exploring genetic testing fraud, although federal organizations have highlighted it as an issue. In this study, a retrospective review of federal websites, news articles, and a legal database identified 42 cases of fraud involving outpatient genetic testing published between February 2019 and December 2023. This dissertation explores the nuanced relationship between political polarization and policy diffusion within local governments in the United States, a topic of considerable relevance given the country’s increasing political divide. By examining the diffusion of COVID-19 policies, historical marker modifications, and the implementation of eGovernment services, this research identifies a novel mechanism of policy diffusion that is significantly influenced by political party lines. The study employs a comprehensive methodological approach, incorporating case studies and quantitative analysis to examine policy implementation across politically diverse local governments. The COVID-19 pandemic placed an undeniable burden onto the teaching profession which already faced levels of prestige and interest at 50-year lows. The strains of the pandemic resulted in educators reporting higher levels of job-related stress and burnout and exacerbated concerns about potential teacher shortages. This dissertation leverages administrative data from Arkansas to better understand challenges facing the teacher workforce following COVID-19 and evaluate two increasingly policies aimed at the teacher workforce. In the first chapter, I provide evidence that teacher turnover was relatively stable during the first two years (2020-21 and 2021-22) of the COVID-19 pandemic before a notable …

This thesis examines the changes in social relations after natural disasters, specifically hurricanes. The Hurricane of 1906 caused massive damage to Mobile due to the limited warnings. Tensions before the hurricane were already heightened from the Atlanta Race Riot and boiled over after the storm, resulting in a double lynching. Mobile received very little federal aid after the 1906 hurricane and relief heavily on their own communities and the Alabama National Guard. Hurricane Frederic in 1979 was much different because of its position in the Civil Rights Movement. The government relief was slow due to the overwhelming amount needed, and …

Throughout 2002, the Uruguayan peso depreciated by 85 percent, causing an economic crisis and a rise in people searching outward for employment. This increased both the number of remittances received and emigration in an unprecedented way within Uruguay. Reports of remittances, and migration patterns of Uruguayans before 2002 are vastly different from those of the years following. Using quantitative analysis and a variety of data sources, this paper finds that the Uruguayan economic crisis undoubtedly spurred both remittance relevance and emigration in Uruguay. The study aimed to replicate the factor structure of the KidCOPE in children from military families (N=2256, ages 7–12). However, no prior factor structure could be replicated. Exploratory and confirmatory factor analyses revealed a 2-factor model, but it was not confirmed. This suggests limitations of the KidCOPE as a valid measure of coping style among military children.

The 2022 National Survey of Military-Affiliated Entrepreneurs provides detailed insights into the experiences and challenges of military spouse entrepreneurs. In this brief, “military spouse” includes spouses/partners of active duty, National Guard, and Reserve servicemembers, as well as spouses/partners of veterans and retirees. However, we acknowledge that the differences between all of these groups are great, and their unique circumstances vary greatly. These findings are based on the data collected from 243 current business owners who self-identify as a military spouse. Standing at the Back of the Bar is a collection of semi-autobiographical literary pieces, a hybrid of lyrical essays, poetry, and short stories, that are based on life experiences of the author, Lawrance Cuellar. The book begins with stories of the narrator growing up as a gay Latino in the very conservative, West Texas town of Amarillo in the 1960s and 1970s. To date, there is no research that assesses the distribution of urban tree canopy (UTC) in the city of El Paso, Texas, and Ciudad Juarez, Chihuahua, along the U.S.- Mexico border. University curriculum shapes political identity. Most studies focus on secondary education, overlooking the influence of university curriculum and its effect on students’ political attitudes. For this study, I examine the curriculum of three classes: American Government, African American Studies, and Astronomy. I argue that exposure to race-specific curriculum shapes racial identity. The results will suggest that students who take non-race-specific courses are more likely to support racially neutral and colorblind (White Nationalist) attitudes. I argue that curriculum affects students’ political attitudes.

In a post-9/11 world, hostile actors are using vehicles as weapons to inflict civilian casualties. Pedestrians, vulnerable road users, military personnel, and police may be targeted using a vehicle as a weapon. The United States Department of Defense (DoD) also utilizes Entry Control Facilities (ECFs) which are carefully designed transportation corridors to manage how threat vehicles are able to access military facilities. The history of Iraqi education unmistakably illustrates how policymakers have consistently operated within the same worldview since 1920. Despite apparent differences among Iraqis in terms of race, religion, sect, geography, and social and tribal norms, a shared worldview has emerged, which I term the Traditional Iraqi Paradigm (TIP). This shared worldview comprises a set of interconnected postulates. The divergence among Iraqi groups lies not in the postulates themselves but in how they translate these postulates into actions and behaviors. We compare social welfare, consumer surplus and profits in two different institutional settings in which an item whose quantity is fixed and controlled (vehicle registration permit) is allocated to the buyers of a complementary good (car). In the first setting, which resembles the way in which vehicle registration permits are allocated in Singapore, the central planner runs a uniform price auction for permits in which the consumers who bid the highest receive the permits and pay the highest losing bid. If constructed as planned, the Sites Reservoir Project will add roughly 1.85 billion m3 (1.5 million acre-feet) of storage capacity to California's water system. Per project proponents, however, the reservoir complex should be understood as infrastructure that would not only increase available water supply but also provide the state's water network with an infusion of a vital systemic quality: flexibility. Introduction: The COVID-19 pandemic introduced new challenges to teachers and emphasized those already existing in the education system. The increased reliance upon technology and lack of administrative support perceived during distance learning led to lower levels of commitment to teaching and increased levels of teacher burnout. Burnout risk is associated with an increased workload, exhaustion from job demands, cynicism toward the professional community and has been shown to have a negative relationship with well-being. Parent-led cognitive behavioral therapy (CBT) is an efficient, promising form of therapy that may be well suited for autistic youth with anxiety disorders, though to date it has been minimally tested. In this study, 87 autistic youth (7 to 13 years old) with anxiety disorders and their parents were randomized to two forms of parent-led CBT in which parents led their child through a guided CBT workbook across 12 weeks: one with low therapist contact (four 30-minute telehealth calls), and one with standard therapist contact (ten 60-minute telehealth calls).
