This dissertation consists of four chapters that focus on the policy process of provincial industrial policymaking targeting the manufacturing sector in China. In the first chapter, I introduce an original dataset called the "Chinese Industrial Policy Attention Dataset" (CIPAD). CIPAD contains 612 central-level and 1907 provincial-level Chinese industrial policies issued between 2001 and 2019. A novel design of CIPAD is that the full text of each industrial policy is transformed into a distribution-of-attention vector which records the attention allocation of each policy among 155 finely segmented industrial categories in the manufacturing sector. In this dissertation, representation, participation, and conflict are examined in state-mandated environmental justice councils. A novel dataset is constructed from council meeting minutes to explore patterns across these key concepts at the individual-level, meeting-level, and council level over time. The first essay examines how meeting-level factors – such as participant diversity, attributes of the meeting, and context – associate with meeting-level participation measured as different types of communication. This essay builds on participation research in collaborative governance, exploring participation through the lens of communication. Leveraging multiple OLS regressions, associations between meeting-level factors and participation through communication are explored. The results …

Maternal health disparities persist as a significant challenge in Mississippi, particularly for African American women. This thesis explores the intersection of coordinated care models and social work interventions in addressing maternal mortality. Coordinated care involves collaboration among physicians, nurses, practitioners, social workers, community health workers, and other support services, aiming to maximize pregnant patients' overall health outcomes.

This dissertation consists of three essays that examine how the performance of collaborative governance may affect the values of diversity, equity, and inclusion (DEI) in public administration. Using a variety of quantitative research methods, I systematically examine the actions (Chapter 2), outcomes (Chapter 3), and adaptations (Chapter 4) of multiple collaborative arrangements. The novel models of Geographical Economy have analyzed the effects on the distribution of economic activity over the area of a given region, generated by different socio-economic shocks. For example, the costs of migrating from one place to another, as shown in Desmet et al. (2018). A key advantage of such models is that, given the structural definition of the market interactions, they can first create counterfactual scenarios based on the economic fundamentals. Across the United States, residents of towns and cities find themselves increasingly concerned with their water supply. In 2022, attention shifted to Jackson, Mississippi, as over 150,000 residents of the majority Black capital city were left without clean water. In this thesis, I discuss this case study as well as cases in Baltimore, Maryland, Flint, Michigan, and Newark, New Jersey, finding that across these cities, there exist patterns of environmental racism and divestment in public resources. This thesis analyzes South Korea’s motivations for growing engagement in African development hypothesizing that diplomacy is a main driver in Korean interest in Africa. South Korea conducts official development aid through the Korean International Cooperation Agency (KOICA). Korea contrasts itself against conventional donors of official development aid, portraying itself as a model of economic development to emulate to recipient countries. Yet, KOICA discloses little regarding developmental methodologies it exports to recipient nations beyond its use of its development expertise and experience. A major issue has emerged from the U.S. healthcare system: medical debt. Medical debt is a serious problem in the U.S. that often cripples those who received healthcare services, but are unable to pay the bill. The most common scenario is when an unexpected major medical issue occurs, e.g. a heart attack, an automobile accident, cancer or anything requiring an emergency room visit. These hospital visits often result in very large, very unexpected expenses. The COVID-19 Pandemic saw dramatic global shifts in legislative powers between central and local governments. With changes in the severity and duration of the pandemic, in the federations of Nigeria, Australia, and Canada, policymaking regarding border and school closures and states of emergency saw an increasing involvement of regional governments. We suggest that looking at the national and regional PPI data for our hypotheses could indicate directly the severity of the pandemic in these nations. This research compares a country's mandate to shift to remote work between the federal and regional levels in comparison to PPP. We focus on how economic factors determine a country's ability to move to remote work and at what level of government the decision is made. The findings suggest that while there was variation in which level of government issued work-from-home requirements, there were strong trends for most mandates to come from the federal level. Moreover, an overwhelming majority of countries issued such federal mandates regardless of PPP. We then compare PPP per capita and the stringency of public transportation …

As profit-driven motives increasingly influence healthcare providers and insurers, the affordability and accessibility of healthcare services are adversely affected. This research examines the intricate dynamics between profit motives and healthcare provision, employing a mixed-methods approach to investigate the impact on the diverse groups. An asset-based community needs assessment for the Hispanic community of the University of Connecticut’s Waterbury campus was conducted. The community needs assessment uncovered assets that support students, as well as the need for additional resources to promote success in higher education. Information was gathered from the campus community regarding current documented practices such as informal or formal support to aid Hispanic students in their college experience relating to their wellbeing, academic success, and career development. This thesis investigates the role of dams in bargaining and analyzes the current conflict between Egypt and Ethiopia over the Grand Ethiopian Renaissance Dam (GERD). Dams are analyzed using a strategic competitive market model. The model demonstrates the asymmetrical power balance between an upstream and downstream state. Ultimately, the model shows that the upstream state can reduce its quantity with relatively less lost potential than the downstream state’s benefits. Thus, upstream- downstream cooperation can generate positive net gains from trade. In the context of Egypt and Ethiopia, bargaining failures are certainly possible. However, a quota could increase the net gains …

Researchers have studied children's active travel; however, they have mostly been cross-sectional studies dealing with commuting to school and parental attitudes. To find ways to promote children's active travel, this longitudinal study uses panel data (two time periods) to examine how parents' actual walking and safety perception correlated with children’s walking. Using data from 240 children aged 4-16 and their parents in Portland, Oregon, we estimated a cross-lagged panel model (CLPM) to analyze the continuous relationships. We found that parents with more positive attitudes toward their walking walked more, and their children also walked more in both periods. In addition, …

Various factors, including gender, housing status, socioeconomic status, and disability, impact access to public restrooms in Portland, Oregon. A pilot program involving the implementation of public restrooms has caused a significant reduction in public defecation in San Francisco. This research demonstrates the efficacy of this existing working model, which could be similarly implemented in Portland with some adjustments. Portland has the Portland Loos, which are single-stall, outdoor public restrooms. Still, many are not open 24 hours. An analysis of publicly available Google reviews indicates consistent poor cleanliness and Portland Loos being locked at times when they are advertised to be …

In 2003, the US government passed the Healthy Forest Restoration Act, which urged wildfire-prone communities to develop Community Wildfire Protection Plans (CWPPs). These plans allow local groups to contextualize risk, practice social learning, and develop social capital while addressing wildfire risk. Within planning realms, however, decision-making power is usually concentrated unequally between social groups which can limit the influence of marginalized communities. Tribal nations, specifically, have been excluded from wildfire planning since European contact, signaling that CWPPs may not reflect Indigenous worldviews and priorities. We worked in partnership with the Lower Anthracite Transit System (LATS) to develop a proposed bus route in the town of Sunbury, PA, expanding their system to include more of Northumberland County. This bus route is predicated upon community-based feedback through surveys, where we designed and implemented a survey analyzing general transportation desires and interest in the route. We collected 207 total responses, where community feedback in these responses informed decisions about stop locations along the route. Survey responses are hugely beneficial for LATS, allowing them to understand what aspects of their transportation services work well and what can be …

High turnover creates a vicious cycle that affects employees with further shortages and turnover. This study explored the lived experiences and perceptions of a government employer and employees about turnover, turnover intentions, and the government’s leadership effectiveness using Heidegger’s phenomenological research methods. The theoretical frameworks that grounded the study were Herzberg’s motivation-hygiene theory, public service motivation theory, and corporate social responsibility theory. The study questions focused on stakeholders’ perceptions and lived experiences of the government’s leadership effectiveness in addressing the impacts of high turnover, as well as the employees’ consequent reactions to the government’s leadership approach. This paper addresses the increasing vulnerability that coastal communities face regarding climate crises and rising sea levels. Specifically, this paper investigates the environmental crises facing Charleston, South Carolina, and New York City. The geographical location of these cities places a more severe threat upon their environment, as opposed to urban collectives removed from the immediate effect of rising sea levels. The aim of this study was to investigate the relationship between perceived emotional intelligence and the reported use of cognitive reappraisal and expressive suppression. We also investigated the possible effects of age on the aforementioned variables. The total sample consisted of 379 people (158 men, 220 women, 1 unreported). Across participants, 273 were young (20-39 years old) and 106 were middle-aged (40-65 years old). We evaluated the digital program ICanRetire-Hispanic Segment Experience (ICR-H), which was tailored to Hispanics and sought to improve retirement financial planning knowledge and motivate program participants to take specific actions to prepare for retirement. To our knowledge, this is one of the first digital educational programs on retirement preparedness that was designed to meet the informational needs of Hispanics taking into account cultural influences. We evaluated the program using a randomized controlled trial (RCT) in the Understanding America Study (UAS) Internet panel. In 2010, the World Health Organization developed the Conceptual Framework for the Social Determinants of Health as a response to epidemiologists’ and public health workers’ need to estimate the impact of social inequality. Within this framework, psychosocial factors are intermediary determinants of health that influence an individual’s interactions with their environment. This paper analyzes data and results from ten articles from the Family and Community Health Study (FACHS), which looks at the impacts of psychosocial, contextual, and family effects on health and developmental outcomes in Black American families.
