This dissertation consists of two chapters that investigate the effect of public health policies on health outcomes.
The first chapter evaluates the impact of the extensive health care reforms enacted between 2003–2013 under the Health Transformation Program (HTP) in Turkey on maternal and infant health outcomes for the poor. By focusing on a specific insurance program (Green Card) expansion that was a part of HTP, I explore changes in infant survival, fertility, and children’s vaccination status. Understanding Tax Progressivity As A Mechanism Of Gender Difference In Tax Payment Patterns And Post-Tax Income, Morgan A. Richards-Melamdir

Gender difference in taxation is generally understudied. However, existing scholarship, largely country case studies, suggests men pay higher tax rates where income tax progressivity is higher, due to their higher average income. Men’s higher rates should then increase gender equality in income post-tax. However, many rich countries reduced income tax progressivity starting in the 1980s-90s during “taxing for economic growth” reforms, including over half of the high income countries included in this study. The water sector is characterised by everyday water injustices where factors like social discrimination, economic disparities, and political preferences influence the determination of water resource access, allocation, and management. The increasing anthropogenic impacts on water resources and consequent threats to sustainability add to the water injustices, often impacting the poorer, socially downtrodden communities that bear the brunt of water scarcity and cannot afford alternatives. The current water governance patterns, prioritising equality over equity, fail to address the issues of water injustices created by social, political, and economic factors in water management and sideline the ecological impacts on water resources. Jails across the United States were struck with increased infections and deaths during the COVID-19 pandemic. Studies have shown the structural make up of jails, lack of preparedness plans, and overcrowding contributed to health risks and poor health outcomes both inside jails and local communities. Yet little research has been dedicated to strengthening jail responses to infectious disease outbreaks spanning prevention measures, data collection, and reentry planning. In international development cooperation there is constant discussion about how to improve evaluation practices. Too little is known about where and which factors influence the quality of evaluation reports. Arguably, one influential factor is the quality of the terms of reference (TORs), which, in many sectors, are referred to as Requests for Proposals (RFPs). This study examines the role of the quality of TORs in positively affecting the design and conduct of evaluations, as well as the overall quality of final evaluation reports. This study also examines other factors that may contribute to the quality of final evaluation reports.

Established in 1942, the Fire and Police Disability and Retirement (FPDR) fund was intended to attract young men to serve as firefighters and police officers in the city of Portland. FPDR provides defined benefit retirement payments to some 2000 retirees from Portland Fire and Rescue and the Portland Police Bureau. Portlanders are obligated to pay these benefits through a property tax levy determined by the proprietors of the Fund itself. The overall liability owed to these retirees, and current employees, accounts for more than half of all liabilities owed by the city of Portland, representing a fiscal burden that calls …

Nonviolent resistance is an effective tool for enacting large scale change including the advancement of civil rights. Disabled Americans have often used nonviolent protest and civil resistance to this aim. Despite this rich history of activism, the history of the Disability Rights Movement has largely been missing from scholarship on nonviolent resistance. Similarly, historical accounts in Disability Studies provide a fragmented perspective on the use of nonviolent resistance by Disabled people. This thesis delves into this under-appreciated history. This project presents a contextualized Bike and Pedestrian Implementation Strategy for the City of Hillsboro. The goal was to develop an actionable approach to expand and improve the City’s active transportation network. The strategy incorporates 23 criteria for project selection informed by existing conditions and the City’s priorities. Finally, the report culminates with a recommended implementation approach using two top scoring projects as examples.

The project’s ultimate goal was to create at least 5 new community garden sites in the city of Portland for people to grow their own culturally relevant foods. To focus on parts of the city with some of the highest equity and food security needs, Agate chose to narrow the project scope to neighborhood areas located east of SE 57th Ave. Through direct engagement with the community, the team developed a site inventory for new potential community garden locations, as well as recommendations for optimal garden management, inclusion, and longevity. This dissertation, titled "Legislating the Taboo: From Subculture to Public Policy," comprises three articles that collectively delve into the intersection of taboo subcultures, political communication, and public policy. While the fields of sociology and anthropology more thoroughly explore the concepts of "taboo" and "subcultures," political science has not given them due attention. This research seeks to bridge this gap by examining how taboo subcultures evolve into political constituencies with policy demands and how these demands are communicated through various mediums, including mainstream and social media.

There is substantial evidence that demonstrates the negative impact of stress on police officer mental health is increasing due in large part to perceived societal shifts in support for the police and trends in criminal justice reform efforts. While employee assistance programs (EAP) are the dominant mechanism for police agencies to address officer mental health, officers are reluctant to use them due to a combination of mental health stigma and organizational distrust. Harm reduction refers to public health policies and programs aimed at decreasing the adverse consequences associated with drug use. While harm reduction services (e.g., syringe exchange programs) can mitigate health risks, marginalized groups face barriers to service access and utilization, partially due to ineffective messaging approaches that fail to align with cultural values and experiences. A one-size-fits-all approach to messaging can negatively impact service utilization, health outcomes, and health disparities. Ineffective communication can lead to poor adherence to treatment, poorer health outcomes, and increased adverse events.

This thesis aims to test the argument that the UN knowledge production on the situation in the Sahel region is internally consistent and externally valid with the knowledge produced by other entities beyond the UN, including academia and think tanks. Having the spotlight held upon the community, the organization takes immense pride in communicating its ongoing embrace of its queer and uniquely diverse players. With historical and present prejudice against the LGBT+ community, derby stands as a haven for players looking for a place that will embrace each player's identity. City Shape, Commuting Time And Workplace Choice: Analyzing Urban Spatial Form In China, Shen Fu

This paper investigates the relationship between city shape, commuting time, and workplace choice within the context of Chinese cities. Using an urban form measure, nCohesion, and nighttime light data, I constructed the China City Shape Database for 263 Chinese cities. The empirical analysis reveals a counterintuitive finding: cities with less compact shapes, despite having longer within-city distances, are associated with shorter commuting times. This is because residents in poorly shaped cities tend to select workplaces closer to their homes to mitigate commuting difficulties. The findings suggest that improving city shape alone may not reduce commuting times; instead, enhancing transportation infrastructure …

This report speaks to the current state of housing for Latinos in the Commonwealth; and it’s not great. Areas where Latinos still face inequities are compounded in a way that directly impacts access to housing and thus, ability to build generational wealth, or at the very least housing stability. We have solutions to these issues, like rent control, transfer fees, zoning changes, and even tax credits. School shootings have been a persistent problem in America for many years, causing enormous grief and loss. This project represents this critical issue through the use of data visualizations to provide a better understanding of the occurrence and spread of school shootings from 1966 to 2023. With the overarching goal of improving awareness and responses to K-12 school shootings, this project is aimed at educators, policymakers, and researchers involved in school safety and violence prevention.

Obsessive-compulsive disorder (OCD) is a debilitating psychiatric disorder. Worldwide, its prevalence is ~2% and its etiology is mostly unknown. Identifying biological factors contributing to OCD will elucidate underlying mechanisms and might contribute to improved treatment outcomes. Genomic studies of OCD are beginning to reveal long-sought risk loci, but >95% of the cases currently in analysis are of homogenous European ancestry. If not addressed, this Eurocentric bias will result in OCD genomic findings being more accurate for individuals of European ancestry than other ancestries, thereby contributing to health disparities in potential future applications of genomics. Purpose: The National Cancer Institute-Children's Oncology Group (NCI-COG) Pediatric MATCH trial assigns patients age 1-21 years with refractory malignancies to phase II treatment arms of molecularly targeted therapies on the basis of genetic alterations detected in their tumor. Patients with activating alterations in the mitogen-activated protein kinase pathway were treated with ulixertinib, an extracellular signal-regulated kinase (ERK)1/2 inhibitor.

Over the past 25 years, the gap between the increase in health insurance costs and workers' wages has significantly expanded. This trend has led to significant concerns about healthcare affordability, with surveys revealing conflicting opinions regarding whether hospitals or health insurance companies bear the blame for escalating costs. To better understand these dynamics, we examined consumer price indices for health insurance, hospital services, and professional services from 2006 to 2023 using Bureau of Labor Statistics data. Objective: To evaluate changes in dual enrollment after Affordable Care Act Medicaid expansion by VA priority group, (e.g., service connection), sex, and type of state expansion.
Study setting: Our cohort was all Veterans ages 18-64 enrolled in VA and eligible for benefits due to military service-connection or low income from 2011 to 2016; the unit of analysis was person-year.
