The Octofoil

The Octofoil is the offical publication of the Ninth Infantry Division Association, Inc., an organization formed by the officers and men of the 9th Infantry Division in order to perpetuate the memory of fallen comrades, preserve the esprit de corps of the Division, promote peace and serve as an information bureau about the 9th Infantry Division. The Association is made up of 9th Infantry veterans from WWII and Vietnam, spouses, widows and lineal descendants.

This scrapbook contains materials regarding the campaigns through North Africa and Italy. Also included are items related to his life in Affinity, WV prior to the war. There are post cards and photographs of Columbus, Ohio; Washington, DC; Baltimore, Maryland; Alexandria, Virginia; and Ireland.

This paper examines the evolution and challenges of coordinating scientific research and development within the United States federal government following World War II. By 1956, federal expenditures for research had grown from a 1940 level of twenty-nine million dollars to over two billion dollars, driven largely by the pressures of the global political situation and military necessity. This rapid expansion created a complex landscape where over twenty different agencies administered research funds, leading to concerns regarding efficiency, duplication of effort, and the need for a unified national science policy.

Faculty Scholarship

In deciding a conflict of laws question, a judge will sometimes say, "The foreign law ordinarily applicable will not be applied in this case because to do so would violate our public policy." The textwriters, language in the cases, and the Restatement agree: the "normal" operation of choice of law rules is subject to a "public policy" limitation. This paper is an attempt to explore the meanings and significance of "public policy," used in this general way, in the conflict of laws.
