Journal, 8 August 1958 to 10 July 1959, of U.S. Congressman William Huston Natcher while he was representing Kentucky’s 2^nd District. The journal includes an almost daily account of Natcher’s reflections on current events and transactions with the U.S. House of Representatives. Many of the entries contain typescripted newspaper articles with some editorial comment provided by Natcher, others are more personal in nature.

The first half of the nineteenth century saw the emergence of two secular faiths which became key features of Western thought: political liberalism and nationalism- Their tenets were not wTiblly ne^ As~early as the lourteenth century when medieval feudalism was giving way to the rising national state, Marsiglio of Padua (c. 1275 - c, 1343) had announced that political authority was properly lodged in the people. The seventeenth century had produced in John Locke (1632-1704) a man whose ideas on government later became a wellspring for political liberalism. Political liberalism was first stabilized in Great Britain and the United States. Although the British avoided many of the difficulties that beset the Continent immediately following Napoleon Bonaparte's downfall in 1815, they had succumbed temporarily to the spirit of reaction. The Industrial Revolution brought to England considerable social discontent which was accentuated by the economic difficulties of the postwar years. Radical agitators insisted that evolutionary reform was not possible in an England where the masses were not genuinely represented in Parliament. Section XIII: Political Liberalism and Nationalism, 1815-1871

As we have already suggested in the opening paragraphs of this chapter, the roots of political liberalism antedated the nineteenth century. The philosophic principles of this creed were based on earlier ideas such as natural rights and utilitarianism. Political liberals held that human actions to be moral must be voluntary, and that a society seeking to follow the laws of nature must cherish individual liberty. Since they believed human reason was capable of discerning these laws, liberals believed that enlightened self-interest was an accurate guide for political action. Taking their cue from Edmund Burke, who "as early as 1790 strove to discredit France's great experiment by associating it with the excesses of reason and revolution, many people blamed liberalism for the quarter century of war, and chaos that followed. This is a single-page, typewritten document listing new tenants which moved to Arlington Hall Station (AHS) in 1958. It was prepared by the AHS garrison.

In the 1950s, Army technical intelligence production activities were divided among the seven Army Technical Services the Chemical Corps, the Corps of Engineers, the Ordnance Corps, the Quartermaster Corps, the Signal Corps, the Army Medical Services, and the Transportation Corps. In 1958, an effort was made to improve coordination among technical intelligence agencies by collocating them at Arlington Hall Station which had been the home of various Army intelligence organizations since World War II.

Service in 1955 represented a significant shift in federal policy aimed at addressing the substandard health conditions of American Indians and Alaska natives. For over a century, the Bureau of Indian Affairs managed these services, but by the mid-twentieth century, the Indian population faced mortality rates for preventable diseases, such as measles and pneumonia, that were many times higher than those of the white population. Proponents of the transfer, including various medical associations and state governors, argued that the Public Health Service possessed the professional resources, clinical expertise, and career incentives necessary to recruit qualified personnel and provide modern preventive …

Feudalism was the natural response to the greatest political need of the Dark Ages: security. Since there was no central government capable of providing this security, men fell back on their own resources, making local arrangements. Already, in the last chaotic centuries of imperial rule, Roman magnates had supported, and had been supported by, groups of clients. Among the Germanic tribes beyond the imperial frontiers, a roughly similar system of armed personal retainers had existed.
