Persimmon Creek

This creative nonfiction essay explores the meaning of home, stewardship, and healing through the story of a veteran who restored a neglected house on a hill in Greenville County, South Carolina. Decoding Officer Wellness: A Qualitative Descriptive Study Of The Decision-Making Processes In Law Enforcement Administrations And Government Partnerships, Erik Lee Peffer

Doctoral Dissertations and Projects

The purpose of this qualitative descriptive study was to describe how law enforcement administrators in Orange County, California, in collaboration with the governments they serve, make decisions regarding the development, implementation, and evaluation of officer wellness programs. Lewin's Change Theory guided the study and framed the movement from unfreezing to changing to refreezing. Ten administrators participated in semi-structured interviews. Each administrator had at least five years of experience and held decision-making authority over officer wellness initiatives. The data were analyzed using Braun and Clarke's thematic analysis. Screening and demographic questionnaires, field notes, and member checking were also used to support …

Politicians’ Attitudes And The Federal Bargain: A Quantitative Examination Of Sudan, Nigeria, And Ethiopia, Ammar Mohammed Mahmoud Mohammed Oct 2026

Politicians’ Attitudes And The Federal Bargain: A Quantitative Examination Of Sudan, Nigeria, And Ethiopia, Ammar Mohammed Mahmoud Mohammed

Doctoral Dissertations and Projects

This study examines how commitments to federal political culture influence the stability and viability of federal systems in Sudan, Nigeria, and Ethiopia, focusing on the politicians’ attitudes toward federal principles. Although federalism is often promoted as a remedy for ethnic conflict and instability, outcomes in Africa remain inconsistent, showing that institutional design alone cannot explain the fragility of federations. Guided by William Riker’s bargaining theory and Daniel Elazar’s framework of political culture, this dissertation investigates how politicians’ orientations, shaped by regional ties, political leanings, perceptions of federalism’s effectiveness, and advocacy for autonomy, affect their commitment to federalism. A quantitative correlational …

How The Economic And Fiscal Benefits Of Economic Development Incentives Are Affected By Targeting, Housing Policy, And Incentive Design, Timothy J. Bartik

Upjohn Institute Technical Reports

This report finds that reformed state economic development policies can raise residents' per capita incomes by over 5 percent while generating a fiscal surplus exceeding 4 percent of state and local tax revenue. In other words, they can pay for themselves. Traditional policies, by contrast, boost incomes by less than half a percent and carry a net fiscal cost of more than 3 percent of tax revenue. Traditional policies rely on untargeted cash incentives such as tax abatements, credits, and grants, and leave zoning unchanged. Reformed policies instead provide customized business services (site-specific infrastructure, job training, business advice, incubators), target …

Technical, Environmental And Institutional Readiness For Nuclear Power Deployment In Seismically Active Power Systems, King Harold A. Recto, Izech Brian O. Edwin

Electronics, Computer, and Communications Engineering Faculty Publications

The deployment of nuclear power in seismically active power systems presents significant engineering, environmental, and institutional challenges. Although nuclear energy offers a low-carbon option capable of supporting long-term energy transition goals, its adoption requires careful evaluation of readiness factors beyond reactor technology alone. This study investigates the technical, environmental, and institutional determinants influencing nuclear power deployment in seismically active regions. A systematic review of engineering, environmental, and policy literature was conducted to identify key factors affecting nuclear energy integration, including grid capacity requirements, seismic safety considerations, hydrological conditions for reactor cooling, and long-term radioactive waste management strategies. These factors are …

The End Of Unmeasured Exploitation: How A.S.M., C.A.S., And S.I.A. Challenge Digital Attention Capitalism, Delante Clark Oct 2026

The End Of Unmeasured Exploitation: How A.S.M., C.A.S., And S.I.A. Challenge Digital Attention Capitalism, Delante Clark

Graduate Scholarship and Creative Works

Digital attention capitalism generates value through the capture and monetization of human attention, yet it has historically lacked standardized mechanisms for measuring attention-related harm. This paper argues that the Attention Safeguard Models (A.S.M.), Cognitive Attentional Standards (C.A.S.), and Sociological Impact Assessment (S.I.A.) collectively challenge this system by introducing an integrated framework for classifying, measuring, and evaluating digital attention harm and its societal consequences. C.A.S. provides standardized measurement of digital attention harm, A.S.M. identifies and classifies patterns of attentional disruption and manipulation, and S.I.A. evaluates broader impacts on institutions, communities, civic engagement, education, social cohesion, and inequality. Together, these systems transform …

Guided by Caren Levy’s Web of Institutionalization Framework, the study focused on three core dimensions: political commitment to gender equality, resources, and policy. The findings revealed that engendering federalization, particularly political commitment to gender equality, requires advocacy, institutionalization, gender awareness, and gender-sensitivity formation. Institutional mechanisms, policies, and resources are important for advancing gender-responsive …

The Impact Of Financial Depth Indicators On Economic Growth In Iraq For The Period 2004-2024, Fatima Latif Alwan, Diaa Hussein Saud

Muthanna Journal of Administrative and Economics Sciences

This research aims to highlight the impact of financial depth indicators on economic growth in Iraq during the period (2004-2024). It employs a quantitative approach to measure the relationship between the variables under investigation using the Autoregressive Distributed Lag (ARDL) model. The study concludes that the increase in the deposit index and broad money supply does not necessarily reflect genuine development in financial intermediation. Rather, it largely stems from increased cash liquidity outside the banking system and weak confidence in the financial system. Furthermore, the expansion of bank credit has not effectively translated into economic growth because a significant portion …

Impact Of Digital Transformation On Earnings Quality: A Sample Of Commercial Banks Listed On The Iraq Stock Exchange (Isx), Ahmed Neamah Abed

Muthanna Journal of Administrative and Economics Sciences

This research will examine how digital transformation influences the quality of earnings of the commercial banks in the Iraqi Stock Exchange. The research problem is that there is no clear picture of what constitutes the relationship between investment in digital assets and the quality of earnings and there is debate on whether digital transformation helps in improving the quality of earnings or that it does not have a significant effect, especially in the new banking environment like Iraq.
The importance of the study is the fact that it presents direct quantitative data of this relationship through the quantifiable financial indicators. …
